The Commission met pursuant to recess declared and was called to order by Mayor Feeley. Officers present were: ].{ayor Feeley, Commissioners Robinson and Taylor, Attorney Trumbull and Clerk Law. Hearing of the budget for the year 1952 was opened. Lee Hodson, City Librarian, protested the salary changes of the Assistant Librarian and Circulation Assistant as fixed by the Commission. Also requested pemission to appeal to the Wage Stabilization Board as the State Librarian has informed of certain exceptions. Commissioner Robinson suggested that the amount as transferred from Salaries and 1.iages to Books be replaced in Extra Labor peming approval by the "age Stabilization Board. It was then moved by Cownissioner Robinson that the Budget for the Library Fund remain the same as submitted by the Library Board, but if request is not approved by the \'1age Stabilizati on Board, the salaries and wages as fixed by the Commission will prevail. Motion seconded by Commissioner Taylo,.. All voted Aye. Motion carried. It.was moved by Commissioner Taylor that the same apply to the Street, Water and Park Departments. There was no second and motion died for want of the same. Commissioner Robinson advised that.all departments are subject to the Wage Stabilization law. The request by the Health department was then considered. It was moved by Commissioner Robinson that the $180,00 saved in the Cemetery Fund and additional amount of $320.00 assumed to be available in the estimated cash balance, be added to the Health pool, making the City1s total contribution $5,000.00. Motion, seconded by !-layor Feeley. Commissioner Taylor voted opposed. Motion carried. It.was moved by Commissioner Robinson that the budget be adopted. Seconded by Mayor Feeley. Commissioner Taylor stated that he is voting no for one reason only. That he was instructed by the State Auditor1s department not to do certain things and make corrections in the 1952 Budget. On roll call Commissioner Robinson and Mayor Feeley voted Aye. Commissioner Taylor voted Nay. ~Iotion carried. On.motion by Commissioner Robinson, the budget hearing was then closed. Seconded by Mayor Feeley and car,ried. Under the head of unfinished business, the bid by Don C. Waldron in amount of $75.00 for Lot 11, Block 308, Townsite, was again considered. Earl Davidson recommended that the bid be accepted, and it was moved by Mayor Feeley that recommendation be approved and property sold. Seconded by Commissioner Robinson. All voted Aye. lolotion carried. It .was moved by Commissioner Robinson that when permanent employees are hired in the future and on a salary basis, such hiring shall go through the Commission. This would apply only to permanent employees and not extra labor. Motion seconded by Mayor Feeley. All voted Aye. Motion carried. Under the head of new business it was moved by Commissioner Taylor that bids be published for the purchase of .an overflow drain for the Peabody Heights reservoir, date of opening to be set later.
