OCTOBER 2, 1973 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Lukey, Olson, Ross and Wray, Manager Puddy, At- torney Moffett and Deputy Clerk Hobbs: Councilman Hordyk was absent. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unanimous~y carried to accept and place on file, as received, the Minutes of September 18, 1973. I A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani- mously carried to approve payment of the second (September) estimate of work done and material furnished by J. D. Shotwell Co., Tacoma, contractor on the 1973 Street Improvements in the amount of $32,000.00. A motion was made by Councilman' Haguewood, seconded by Councilman Wray and unanimously carried to approve payment of Claim Vouchers in amount of $27,463.30 and Payroll Transfers in amount of $71,034.18. A motion was made by Councilman Wray, seconded by Councilweman Ross and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. William A. VanWie for a Condit~omalUij6ePePetmitoto enable remodeling of an existing single-family residence at 425 Whidby Avenue and include an apartment. A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and unanimously carried to concur with the recommendation of the Planning Commission and approve the request Mr. Gene Eouma for a Conditional Use Permit to allow construction of a duplex in the RS-7 Zone, located on the north side of 8th Street between "G" and "H" Streets. I A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unanimously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. Gene Bouma for a Conditional Use Permit to allow construction of a duplex in the RS-7 Zone on the southeast corner of Jones and Water Street. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani- mously carried to approve the request of Lee Homes, Inc. to install a private septic tank system on the property on the north side of west 10th.Street be- tween "L" and "M" Streets. concuring with the Planning Commission's recommendation. A motion was moved by Councilman Wray, seconded by CounciLwElman Ross;;:&;.lunanimously carried to accept and place on file the Planning Commission Minutes of Septem- ber 27, 1973. Mayor Easom commended and presented to Larry McHone a Certificate of Meritorious Award for Mr. McHone serving on the Planning Commission for six years. The Minutes of September 25, 1973 of the Board of Adjustment were read and placed on file. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to authorize a letter of exemption from the Shoreline Management Act be written to the City for the Sanitary Landfill Site. I A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried to authorize the Mayor to sign the proclamation proclaiming the week of October 21-27, 1973 to be American Education Week, and to authorize the Mayor to sign the proclamation proclaiming the week of October 12-19, 1973 to be Patriotic Education Week. A motion was made by Councihloman Ross, seconded by Councilman Wray and unani- mously carried to table the appointment to the Planning Commission to fill the unexpiteddterm of Larry McHone. A motion was made by Councilman Olson and seconded by Conncilwoman Ross and unani- mously carried to take from the table the subject of the naming of the West End Park. A motion was made by Councilman Olson, seconded by Councilman Haguewood and unani- mously carried to table indefinitely the naming of the West End Park. A letter of resignation from Mrs. Leone Western, Senior Center Director was read and placed on file. OCTOBER 2, 1973 (Continued) A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unanimously carried to accept and place on file the Clallam County Humane Society Report for August, 1973 and the Minutes of the Clallam-Jefferson County Community Action Council Meeting of September 19, 1973. A motion was made by Councilman Olson, seconded by Councilman Wray and unani- mously carried to authorize the Mayor and City Clerk to sign the letter to the Board of Clallam County Commissioners certifying the Ad Valorem Taxes necessary for the City of Port Angeles' budget for the year 1974. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unanimously carried to accept and place on file the Light and Power Work Re- ports for August; Water Work Report-August; Off-street Parking, Municipal Judge and Treasurer's Reports for the month of August and the out-of-town reports of Mr. Bosanko, Mr. Lukey, Lt. Morgan and Mr. Willson. I The following ordinance was read in full: ORDINANCE NO. 1800 AN ORDINANCE authorizing the payment of a claim to Eugene Edris. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani- mously carried to adopt the foregoing ordinance as read. , A motion was made by Councilwoman.Ross, seconded by Councilman Olson and unani- lJ1lX:slj' carried to concur with the recommendation of the Police Chief and deny the liquor license transfer of the Lee Hotel to Janet Colleen Tomlinson and Eleanor Edwards, dba Stagger Lee's Co. Councilmen Haguewood and Lukey abstained from voting. Mr. R. A. Diamond requested that the Council review the licensing fees of the coin operated machines and this was referred to the City Manager for recommen- dation. A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani- I mously carried to have a study made on the advisability of improving the City ordinance regarding insulation in buildings and double construction to avoid wasteful heat loss. A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani- mously carried to table any action on turning off the lights at Erickson and Elks Playfields in the evenings to conserve energy. After further discussion, a motion was made by Councilman Olson, seconded by Councilman Haguewood and unanimously carried that the clock at Elks Playfield be set back to 8:00 p.m. so that the lights could not be turned on after that time. A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried to approve the Class "A" Dance License for Frances Selmes of the Port Angeles Pub. Other subjects of discussion were the Water Department is finished on Park Avenue and are moving into the Fairmount Area and the people in the Dry Creek Area are requesting a fire hydrant and to be hooked into the City main; Association of Washington Cities Regional Meeting will be October 15th at 6:30 at Birney's Res- taurant; Multi purpose report completed and now must decide whehter to continue with Phase 2 or drop at this point; Manager Puddy, Councilmen Haguewood, Wray, J Mayor Basom and Light Disbribution Engineer Honnold will attend a meeting in I Seattle sponsored by Bonneville Power Administration; tne City, in cooperation wi~h B;U~D] is considering a poster contest for the 4th, 5th and 6th graders on the subject of conserving power; and a request to put up for auction the property located on West 6th Street between "F" and "G" Streets, which was re- ferred to a committee for a minimum price to be set on this property.
