No. 178 in amount of $38,000.00, It WaS moved by Councilman Caldwell that pay estimate be approved and a warrant issued on L.r.D. No, 178 Construction Fund in payment of same, and the City Clerk authorized to issue warrants nO. 11 to 48 inclusive on L.I.D. No. 178 Fund in amount of $1,000.00 each, bearing interest at the rate of 4 1/8% per annUIl, dated October 6, 1958, proceeds to be deposited in the L.I.D. No. 178 Construction Fund. No. 178 were approved for payment as follows: Joseph E.Baron, cai I'milea.ge, Sept. , $14.91; Jack [ing. prints, $9.08; H. N. Hansen, hubs and stakes, $23.25. If prOblems can be worked cut, the County is in full agreement, this being only in discussion stage. Councilman caldwell stated'that the Library Iloard wants City Library building prcgram tabled indefinitely. It "as moved by Councilman Caldwell that the minutes of the previous meeting be approved as written. Seconded by Councilman Thorne and carried. Under the head of new,business, claims payable were approved in total amount of $24.576.02. It was moved by Councilman Maxfield that'claims be approved and paid. Seconded by Councilman Cald"ell and carried. Fred Norton having moved' to California requested that the City repurchase Lots 5 and 7, Block 29, Section I, in Ocean 'View Cemetery. It was moved by Councilman Cald"ell that the City purchase the lotS. Seconded by Councilman Maxfield and carried. ' Joseph H, Johnston appeared with request that the City vacate certain streets and alleys in upper Valiey ~cr,eek area. Mr. Johnston being cwner of the property, wants to improve and install trout rearing ponds, the same to be returned to the City with Park supervision. It was moved by Councilman Maxfield that request be referred to the Planning Commission f~ recommendations. No. 178, it was moved by Councilman Caldwell that the matter be referred to the City Attorney for study. Seconded.by Councilman Thorne and carried. IDepartmental reports were filed for Council approval as fOllOWS: Light and P,,^,er and Water, monthly budget and ,Tr~asurer's financial report. It was mOIl ed by Councilman Caldwell that all reports be accepted and placed on file, Seconded by Co,!ncilman Thorne and carried. Rembert Carter, 424 E. 12th St., asked Council to consider exempting the Shrine Club from admission tax on activities their organization sponsors as benefit for crippled children, It was moved by CouncilI'f1an Maxfield that the Attorney check Ordinance to ascertain if such exemptions are permitted. Seconded by Councilman Caldwell and carried. IThe IJ. S. Postal Department fiied claim for damages to one of thei r trucks in amount of $24.55. It l'las Imoved by Councilman Maxfield that the claim be referred to the Attorney and insurance company. Councilmen Maxfield, Thorne, R.u.dall and Caldwell, Ma~ager Slankard, Attorney Moffett and Clerk Law. Pursuant to Statutes governing, the public hearing on the budget for the year 1959 was opened. IThe Man~er reviewed resume of budget assembly as submitted by the Maycr. I"ReQuests for, a.djustrr..ents were: Police Departnent. Chief Kochanek expressed desire of his department to accept the budget as originally prepared, starting wage at $360.00 Chief Wolverton stated that the Fire and Polic e Departments have been on equal basis. Cited Captain's Isalary as extra $10.00 in 1958. Also item perI?itting unifcrm allowance. Ed. P. Fountain and C. G. Beutler appeared fcx the Light Department stating that linemen's wllges 'are 2% below prevailing s<;ale as of last March, Also requested the 2% adjustment plus the $15.00 l1' ovided in preliminary budget and consideration of $3.10 hourly wage scale. Mr. Kraig requested that the item in Library budget <f $2,000.00 for boiler be paid from Cumulative Reserve Fund, thereby allowing more in the Library budget for operating expense. Sill Gwynn voiced objection to item of $750,000.00 f~ pollution control and in his opinion the public should be properly infomed. Ed Halberg requested that theatres be exempt from payment of admission tax, stating that only. about half dozen cities in the State now call ect such tax. Councilman Thorne informed that according to recent report. 46 cities over 3,000 population are still c.ol1ecting. No other requests appearing, the meeting was continued to 8:00 jl.M.. Tuesday. OCTOBER 7. 1958: City Council met at 8:00 P.M. ,dth the following officers !r esent: Mayor Richardson, Councilmen Maxfield. Thorne and Caldwell, Manager Slankard. Attorney Moffett md Clerk Law. i The Mayor informed that Council has considered all requests and suggestions as presented. Recommendations 'were as follows: Police Department, adjustment from $118,191.00 to $117,995.00. !'ire Department, adjustment from $77,255.00 to ,$76,,144.00, this to include unifa:m replacement. Light and Library, no change from revised budget. Admission tax on theatres to be continued as this is necessary item ~n 1959 budget. It was m<red by Councilman Maxfield 1hat the budget for year 1959 as revised and amended be adopt ed. Seconded by Councilman Caldwell and carried. The following Ordinances were introduced and read in full: ORDINANCE NO. 1423 AN ORDINANCE approving and adopting the budget cf the City of Port Angeles for the fiscal year 1959. It was moved by Councilman Caldwell t"at the foregoing Ordinance be apprOol ed and adopted. Seconded by Councilman Maxfield and::carried. ORDINANCE ,NO.. 1424 AN ORDINANCE confirming the estimates of expenditures for the City of Port Angeles for the year 1959 and affixing the tax levies for said year as heretofore made and levied by the City Council of the Ci~ of Port Angeles, meeting and sitting for such purpose. It was moved by Councilman Thorne that the foregoing Ordinance be .approved and <adopted. Seconded by Councilman Caldwell and carried. Attorney Moffett thanked the Council for includi ng item in the budget to pay part of cost for codif ic ati on of City Ordinances and hoped he would soon be instructed to call for bids f~ same.
