PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
- OCTOBER 3, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Lukey, Olson and Ross, Manager Puddy, Attorney
Moffett and Deputy Clerk Hobbs. Councilmen Hordyk and Wray were absent.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file, as received, the Council Minutes of
September 19, 1972.

A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to accept the bid of Richmond 2-Way Radio Service for radio equip-
ment and installation of radio system for the Police Department in the amount of
$6,370.09, including sales tax. This was the only bid received.
A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and
unanimously carried to approve for payment the twelfth (September) and final
estimate of work done and material furnished by J. E. Work, Inc. on L.I.D. #
193 in the amount of $2,000, and to accept the L.I.D. #193 Project as completed.
A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
unanimously carried to approve for payment the third (September) and final
estimate of work done and material furnished by J. D. Shotwell Co., for alley
paving on L.I.D. #193 in the amount of $2,000. and to accept this L.T.D. #193
Project as completed.
A motion was made by Councilman Lukey, seconded by Councilman Haguewood and
unanimously carried to approve for payment Claim Vouchers in the amount of
$91,945.50 and Payroll Transfers in the amount of $72,010.95.
A motion was made by Councilman Lukey, seconded by Councilman Olson and unani-
mously carried to accept the resignation of Dale Bruseau with regret, commend
Mr. Bruseau for his service with presentation of a Service Award Certificate,
and let it be known that there is a vacancy on the Library Board.

A petition for rezoning the north side of Front Street from an RB Zone to a
CAD Zone and a petition for rezoning the north side of Second Street from
Eunice to Peabody Streets from an RB Zone to a CAD Zone were referred to the
Planning Commission for recommendation.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. ~ Mrs. Delmer Strean for one (instead of two as re~
quested) Conditional Use Permit to allow installation of one factory-fabricated
dupleX in the RS-7 Zone on the southwest corner of 7th and "H" Streets.
A motion was made by Councilman Lukey, seconded by Councilman Olson and unani-
mously carried/~8ncur with the Planning Commission's recommendation and ap-
prove the request of Mrs. Mary A. Tate, 1034 East 5th Street, for a variance
to enable construction of an addition to her existing garage with less than
the required side yard clearance.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Chris N. Rambo, of Armstrong Homes, Inc., for a variance
to the side yard set back requirement in the RS-9 Zone, and allow a 7' 711 side
yard instead of the 8' side yard required.

A motion was made by Counci~an Haguewood, seconded by Councilman Lukey and
unanimously carried to concur with the Planning Commission's recommendation
and approve the request of Gary E. Reyes, 1437 West 11th Street, for a vari-
ance to permit enlarging of a pre-existing, non-conforming, single-family
residence in an RS-7 Zone.
A motion was made by Councilman Haguewood, seconded by Councilman Olson and
unanimously carried to accept and place on file the Planning Commission Minutes
of September 25, 1972.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to take from the table the request from the Jaycee's for a refund
on their circus permit fee.
A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and
unanimously carried to refund $150. to the Jaycee's on the above circus permit
fee.

A motion was made by Councilman Olson, seconded by Councilman Lukey and unani-
mously carried to accept and place on file the Clallam County Community Action
Council Minutes of September 20, 1972, the Clallam County Solid Waste Plan Min-
utes of September 26, 1972, the Financial Reports of the Light and Street De-
partments and the Out-of-town reports of the City Manager, Finance Director and
Assistant Finance Director, Juvenile Officer and the Meterman.

Other subjects of discussion were the oppostion to the rifle range in the area
of Scribner Road; the Association of Washington Cities' Convention to be here
October 31, 1972; the cost of water mains that the City is committed to put out
in three annexed areas," Above Boulevard-120 days-$65,000.; Campbell Avenue
Area-3D days-$2l,000., Fairmount area- 160 days-$69,000. ,Total 310 days-$155,000.;
Salary negotiations should be in Council's hands by November 1st; Transfer of
liquor license. from Alfred Louis Huse, Estate to Roena Madge Huse, E.M. Grocery;
A public meeting going to be called before water mains are completed in the
Francis and 10th Streets area;
Meeting adjourned at 9:00 p.m.
