CITY COUNCIL MEETING
Port Angeles, Washington
October 5, 1977
CALL TO ORDER
The Special Meeting was called to order by Mayor Olson at 7:30 P.M. The purpose
of this meeting is to consider the Clallam County Commissioner's letter relating
to a Detoxification Study, a Phase I Regort on the Data Processing Conversion.
Project, a report on Water Useage and a report on the zig-zag. '

Mayor Olson revised the Agenda format and placed the Detoxification Study matter
as the first order of business as Commissioner Richards had to leave early to
attend another meeting.
1. DETOXIFICATION STUDY: CLALLAM COUNTY COMMISSIONERS
This agenda item concerns the Board of Clallam County Commissioner's request ,
that the City of Port Angeles participate with the County, Hospital Districts
I and TI, the City of Sequim and the Town of Forks in funding an assessment
of the County's alcoholic treatment needs, with the purpose of the study
being to identify the facilities necessary to provide the services which
the participating jurisdictions should apply to persons suffering alcohol
related problems.
At the September 28, 1977 regular meeting, the City Council directed Attorney
Walrath to research the law and report his opinion at the October 5, 1977
meeting as to what public agency is responsible for providing treatment to
alcoholics. Mayor Olson read Attorney Walrath's opinion, in which Attorney
Walrath concludes from his research that it appears that the primary re-
sponsibility for the operation of alcoholism treatment facilities lies with
the State Department of Social and Health Services; and that Cities appear
to have the option of either operating or supporting such £acilities to the
minimum extent of two percent of their share of liquor taxes and profits,
or giving up the entirety of their shares of liquor taxes and profits.
Mayor Olson also read the Board of Clallam County Commissioner's letter in
which the Commissioners indicate that the study can be completed at a reason-
able cost, with final agreement on a consultant to conduct the study being
contingent on the cost being acceptable to all participants. The selection
of a consultant would be coordinated by Clallam County through the Admin-
istrative Coordinator and County Commissioners with the approval of partici-
pating jurisdictions and the advise of state agencies, universities and
other organizations knowledgable in the field. The letter also indicated
that financial assistance is being sought from the North Olympic Health
Planning Council, and other agencies, and should funding be obtained, the
local participating agencies would then share the unfunded portion. In a
spirit of intergovernmental cooperation and recognizing the mutual respon-
sibilities which the alcohol problem has created for the jurisdictions re-
quested to participate, the Board of County Commissioners would like the
City of Port Angeles to join with the County and Hospital District No. I
in indicating the City's intent to participate in the detoxification study
under the stated conditions.

A general discussion followed between the City Council, Commissioner Richards,
J. Kelleher, and Mr. and Mrs. Kitselman. During the discussion Commissioner
Richards explained the immediate situation in Clallam County regarding State
Laws relating to treatment of the alcoholic and detoxification 'facilities.
Clallam County has been notified by the Hospital District that their agree-
ment with Clallam County to provide some treatment facilities will be can-
celled. The need became necessary to find some alternate treatment facili=
ties. In reviewing the problem, the Commissioners determined that before
a formal commitment to any expenditure could be made, a professional in-
depth study should be completed to define the problem, what the potential
solutions are, and what the capital and operating costs to the solution are.
According to commissioner Richards, at this time the Commissioners are asking
for a letterointent from the City Council, stating their intent to partici-
pate in the study, rather that a firm commitment.
Also discussed at some length was the Department of Social and Health Services
responsibility associated with the operation of alcoholic treatment facilities.
Several Council members recommended that arrangements be made to have a repre-
sentative from D. S.H.S. meet with local agencies.
Following the discussion Councilman Buck moved the City Council send a letter
of intent to the Board of Clallam County Commissioners and the Hospital Dis-
trict indicating the City willingness to cooperate and to consider this matter
further, and also to arrange for an early meeting with the Department of
Social and Health Services for some expertise and assistance in this matter.
Councilman Ross seconded the motion.
The discussion continued concerning contacting the City of Seattle for infor-
mation on their years of experience in this area, the possibility that the
City should set a limit on the City's contribution, and verification of the
' fact that the local jurisdictions must approve the program, the consultant
and the cost prior to bonding themselves formally to a financial commitment
to this study.
On call for the question on the motion on the floor, the motion carried with
Councilman Hordyk voting "N0."
2. DATA PROCESSING CONVERSION PROJECT: PHASE I
Administrative Services Director Orton distributed the Phase I Report of the
Data Processing Conversion Project to the Council members for their review.
Mr. Orton advised the Council that Compass Management Inc. have been con-
sulting with the Staff since August 1, 1977 and have documented the first
of five tasks, the Review of Current Systems and Procedures. At the October
12, 1977 meeting, Roger Collier, President of Compass Management Groups, Inc
will speak to the Council regarding the over-all City priority scheme of
candidate applications for conversion to Date Processing and will present
the firm's specific recommendation in this area.
3. REPORT ON WATER SERVICE
Manager Whorton advised the Council that on October 6, 1977 he will present
the following "Press Release" to the Daily News:
Water usage in Port Angeles. has stabilized since the City reverted to alternate
' day watering on September 13, 1977. The recent rains and cooler temperatures
have increased the flow in Morse Creek to approximately 14 MGD while lessen-
ing the need for watering lawns and shrubs. Therefore, effective October 6,
1977, the City is discontinuing the alternate day watering system and allowing
residents to resume normal water usage.
Construction of the new water system is still on schedule and it is antici-
pated the system will be in full operation before the end of the year.
On behalf of the Mayor and City Council, I want to take this opportunity to
thank the citizens of Port Angeles for their response to our call for water
conservation when the water shortage became acute,

4. REPORT ON ZIG-ZAG
Public Works Director Flodstrom reviewed and discussed with the Council the
schedule established for the replacement of the Oak Street "zig zag" ramp-
way. According to the schedule, completion of construction o£ the rampway
is expected in Januray, 1978. Unknowns at this time include availability of
additional right-of-way (easement across property to the west of Oak Street),
final project configurations and cost, and the need for compliance with State
Bid Law Requirements. Mr. Flodstrom advised the Council that they will be
provided with up-date information as the project proceeds.
5. INFORMATION ITEM
Manager Whorton informed the Council that a work session with the Port of
Port Angeles Commissioners has been tentatively set for Thursday, October
13, 1977 at 7:30 P.M. in the Port District Offices.
