The City Council met at 7:&> P. M. am was called to order by Mayor Neer. Officers present were: Mayor Neer, CouncilJJIlm Brown, Powell, Wolfe ani McFadden, City Manager Vergeer, Attorney Set'eryns <nd Clerk Law. Pursuant to Statutes 'governing and publications, the hearing .was opel'1ed on the ~get for the year 1955. Manager reviewed the budget citing amendments reconrnended and chal'lges req.uested. jj Oharles rykeasi Norman Pollock appeared for Roy Duncaln, employee of the street Dept., considering Mr. Dun- can entitled to the 2% increase as the others received. The Council approved increase as req.uested. Dr. Kitner spoke on behalf of the Police Dept., personnel citing the depart!l6nt as up to State Patrol stand- ard, al:o their respons~bility as very hazardous, ther:sy entitiling them to a substantial salary increase.. j Chief Kochanek recommended a 2% adjustment for the Identification Clerk and Police Matron. Marguerite Miller informed of duties other than clerical as fingerprinting, filing am photogr<p hy. Also duties as Police I Matron. After due cons ideration, the Council approved the salary increase. , No other objections appearing, it was moved by Councilman Brown that the hearing be continued until 'lbursdaY1 I evening when the budget hearing will be closed and an Ordinance introduced adopting same. , No further business, appearing, the meeting-was adjourned.. - . It vms moved by Councilman Wolfe that minutes of the previous meeting be approved as received. Seconded by Councilman Powell and carried. Manager ~rgeer cited adjustments ,necessary, after which the budget wae declared in balance am approval of the same was in order. It was moved by Councilman Brown that adjustments as noted be approved. Seconded by Councilman McFadden. There was no action taken until info- rmation is received from Washington, D. C. Under .the head of new business, the monthly reports of Police Chief am Police Judge for the month of Sept. were placed on file. It was moved by Councilman Broom that the reports be accepted and filed. Seconded by Councilman Wolfe and carried. It was moved by Councilman Powell that claillls be approved as paid. Seconded by Councilman McFadden. All v oted Aye. Motion carried. '\ \ Mayor Neer advised of recent complaints regarding certain City employees activities ,in private employment while at. the sarns time being full time employees of the. City. Attorney Severyns was 'll1estioned as to whether this is rellponsibility of the Council or Civil Service Commission. It vlSS opinion of the Attorney that ruling should he made by Civil Service Commission although he. has been unable to substantiate by Court decision. Manager vergeer advised that the offending party has discontime d operation and a letter will be submitted confirming the sane. .,. Murray Randall spoJl:e regarding policy by the Council applying to City Emp~yees living outside the City r requesting that Ordinance be adopted enforcing the policy in the inte:r;"est of the City. The Attorney -was instructed-to ascertain legality of such an Ordinance. CdlJ;ncil considered issuance and sale of Revenue Boms in preparation for obligation to Public Utility Dis'trict, Dec. Sl., ani termination of contract. Manager Vergeer recommended that bonds in anount of $250,ooQ.OO be considered. It was moved by Counoilman Broom that the Attorney cause to be prepared a , proper boni resolution specifying amount of $250,000.00 in Revenue Bonds to be retired over a 5 year period~ Seconded by Councilman Wolfe.
