A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried, t, pass the foregoing resolution as read. ORDINANCE NO. 1574 AN ORDINANCE of the City of Port Angeles relating to and providing tor the annexation to the City of Port Angeles of certain contiguous territory. jA motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried, that the foregoing ordinance be adopted as read. ORDINANCE NO. _ I AN ORDINANCE of the City of Port Angeles providing for a charge and permit for the right to discharge certain waste into the sanitary I sewers, and providing for penalties. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to pass the fore- ,going ordinance for the first reading, with amendment inserting an annual fee charge. I I IThe City Engineer reported that the results of the hearing on August 19, 1965, on L.I~D. No. 186, Highland View Sanitary Sewers, shows no protests as of thc opeming of business September 20, 1965. , 'A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, to I' 'accept the recommendation of the Planning Commission to service William B. Dennis with water but ,deny the request for sewer connection, contingent upon proper easements being available or recorded iwith the County as stated by Mr. Dennis. II A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried, to accept and III place on file, the Park Board minutes of September 23, 1965. I' A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, that the appli-! cation of F. R. Rlchmond, for variance to permit relocation of an existlng, non-conformlng use i (radlo repalr service) on the same property, (304 Vashon Avenue) be approved as recommended by the I Planning Commission. A motlon was made by Councilman Bettger, seconded by Councilman Maxfleld and carrled, to accept the recommendation of the Planning Commission and approve the appllcatlon of W. A. White, 616 East Boul - I.vard, for variance to allow construction of a carport closer to the property line than permitted inl a First Residential Zone. ! , r II II r Ii :11 A motion was made by Councilman Schroeder, seconded by Councilman Cornell and unanimously carried, to extend the retirement date for William Crawford for one year, as recommended by the Light De- partment Superintendent, the City Engineer and the City Manager, contlngent upon the satisfactory completion of a physical examination to be paid for by the City. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to accept and place on file Planning Commission minutes of October 5, 1965. I A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to accept, as I received, and place on file the report of the City Manager-I.C.M.A. Conference, District Board of , Health report, Equipment Rental Operating Statement, Fire Department and Water Department monthly I reports, Light and Water Revenues and Expenditutes, Utilities Billing Report, Civil Service Commis : sion minutes of October 1, 1965 and the Fire Department School Report. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, that action I on the proposed installation of a Stop Light at the Eighth and Peabody Streets intersection be tabled until the next Council meeting. (A report of costs of installation and a further traffic I report was requested.) A report from the City Attorney on the progress of rights-of-way above the Boulevard \Vas requested, The City I\ttorney gave a statement in answer to the articles published in the "Chronicle" the past few weeks questioning the legality of the method used in refunding the overcharge of a water bill to School District No. 21. He stated that he had advised the action and in his opinion, nothing illegal had transpired. I A motion was made by Councilman Cornell, seconded by Councilman Maxfield and unanimously carried, that the City Attorney be given a vote of confidence. A motion was made by Councilman Bettger, seconded by Councilman Thorne and unanimously carried, that the City Attorney institute a law suit to evict Mr. Wick from Tract No.3 on Ediz Hook (Stan-' dard Forest Products, Inc.) and to settle the question of ownership. I Other subjects of discussion were parking on East First Street (a group of East End businessmen were present and protested the removal of any parking on East First Street.);installation of fire hydrants above the Boulevard; and the req;est for water service to an area south of Ahlvers Road. A Council work session was set for Tuesday, October 12, 1965. There being no further business, the meeting was adjourned.
