10 a.m. and was called to order by Mayor Davis. Roll call showed the following officers present. Mayor
Davis, Commissioners Henson and Masters and Clerk Hawkins.
The minutes of the previous session were read and approved.
Thos Geisness, Police Judgc reported 76 cases tried and $471.50 collected in fines for the month of
September, 1938. Report ordered filed.
under the head of applications for building permits the following were granted:-
D.J.Kelly, addition to dwelling
Steve LeBlanc, remodel house
Sig Larson, remodel Club Cafe
Geo. Ostenson, Construct garage
Lot 6, Block 232, Townsite
Lot 2, Block 275, Townsite
Lot 10, Blook 16, N.R.Smith's Subdivision

Under the head of Reading and passage of Ordinances the following Ordinances were read by title and
placed on their third reading:-
An Ordinance adopting and approving the City Budget of and for the City of Port Angeles, for the fiscal
year, 1939, and declaring an emergency.
It was moved by Mayor D2.vis that the foregoing Ordinance be placed on its final reading and adopted.
Seconded by Commissioner Henson. On roll call all members voted aye. The Mayor declared the motion carried.
An Ordinance Ordinance confirr..ing the estimates of expenditures for the City of Port Angeles for the year
1939, and fixing the tax levies for said ycar 1939 as heretofore made and levied by the City Commission
meeting and sittiIlg for that purpose on the 3rd. day of October, 1938, and declaring an emergency.
It was moved by Mayor Davis that the foregoing Ordinance be placed on its final reading and adopted.
Seconded by Commissioner Henson. On roll call all members voted aye. The Mayor declared the motion carried.
The matter of the petition of V.A.Swanson, asking that the alley between 1st and 2nd. Streets in Block 124,
D.W.Morse's Subdivision be vacated, came up for further consideration. The City Engineer to whom it had
been referred, reported that consent to vacate the alley could not be obtained from all owners of abutting
property. And Fred Stewart the owner of Lot 22, Block 124 of said D.W .Morse' s Subdivision, personally
appeared before the Com'llission and protected the vacation of the alley and declined to deed the south 10
feet of Lot 22 above referred too, to V.A.Swanson, as stipulated in, and made part of the conditions of
the petition.
The petition to vacate the alley was therefore rejected by the Conunission.
Under the head of New Business:-
It was moved by Commissioner Masters that the Commissioner of Finance be authorized to Purchase and
install a Remington-Rand Accounting Machine. Seconded by Mayor Davis. On roll call all members voted aye.
The Mayor declared the motion carried.
