HomeMy WebLinkAboutMinutes 10/13/1977375 CITY COUNCIL MEETING Port Angeles, Washington October 13, 1977 T CALL TO ORDER The purpose of this special meeting is a joint-meeting with the Port of Port Angeles Commissioners to discuss the future development of the waterfront. The City Council will also consider a request to call for bids on Phase I of the Civic Field Renovation Project. The meeting started at 7:30 P.M., and as this was also a special meeting for the Port Commissioners, Mayor Olson and Port Commissioner President James Dick co-chaired the meeting. II ROLL CALL Members Present: Mayor Olson, Councilmen Anderson, Buck, Haguewood, Hordyk, Ross, Wray. Members Absent: None. Staff Present: Manager Whorton, Clerk Parrish, Planner Carr. Guests Present: Port Commissioners Dick, Critchfield and Newsom, Port Manager T. Neal and his Staff, E. Tinkham, R. Parrish, S. Fahnestock. III - V SUSPENDED VI LEGISLATION 1. FUTURE DEVELOPMENT OF THE WATERFRONT ' City Manager Whorton started the proceedings by indicating that it is im- portant for the City and the Port to cooperate in the planning for the future development of the waterfront to eliminate a duplication of functions and facilities thus making the waterfront the best place possible. Referring to a drawing of the downtown harbor area, Manager Whorton pointed out the property which is owned or being acquired by both the City and the Port. The City properties are the CPR Dock and the General Construction Company Dock, also known as the Owens Brothers Dock located at the foot of Oak Street. The Port owns the Ferry Terminal property and is acquiring the Angeles Gravel and Supply Company property. Manager Whorton then reviewed and explained the City's goals for the future development of the waterfront. The City's interests include a marine aquarium, fishing dock, public access, street trees, trails, overnight boat mooring, and a civic pier. Possibilities under a Civic Pier include fishing, boating, park, Coast Guard, shops, parking, sightseeing, beach, picnics, seaplanes, rest area, and sailing. Following Manager Whorton's presentation, Port Manager Neal briefly outlined the Port's short and long range plans for future development of the water- front. The Port's concerns include a ferry traffic assembly area and traffic flow, a fish receiving area, a public access and viewing area, transient small boat moorage, a seaplane dock, commercial use of existing buildings, and water oriented commercial. During the general discussion which followed, both agencies agreed that the need does exist for joint planning in this effort. The proposed projects of both the City and the Port were discussed at some length. Suggestions were made for additional uses of the facilities such as a central location for the U.S. Customs Service to check inbound small craft and the feasibility of providing moorage sgace for cruise ships and other small craft during the time the Coast Guard Cutter is on patrol. The discussion concluded with the City Council and the Port Commissioners agreeing to meet again after the Novem- ber B, 1977 General Election at which time the City voters will decide whether the City should issue two million dollars in bonds £or a Civic Pier. 2. CIVIC FIELD RENOVATION PROJECT Councilman Hordyk moved the Council authorize the call for bids on Phase I, Demolition of some existing facilities, Civic Field Renovation Project. The motion was seconded by Councilman Haguewood and passed by the Council. VII ADJOURNMENT The meeting adjourned at 8:50 P.M.
