CITY COUNCIL SPECIAL MEETING

CALL TO ORDER - Mayor Ostrowski called the special meeting of the Port Angeles City Council to order at
SPECIAL MEETING: 4:30 p.m.
ROLL CALL: Members Present: Mayor Ostrowski, Councilmembers Braun, Campbell~ Doyle,
Hulett, McKeown, and Wiggins.
Members Absent: None.
Staff Present: Manager Pomeranz, Attorney Knutson, Clerk Upton, and T.
Riepe.
Public Present: None signed the roster.
Requested Endorsement Mayor Ostrowski read the purpose of the special meeting, that being to consider a
of Clallam County Special requested endorsement of Clallam County Special Election - Proposition No. 1, as follows:
Election - Proposition "Shall the Board of Commissioners of Clallam County impose a sales/use tax of an
No. 1 additional one-tenth of one percent (. 1%) for the purpose of obtaining funds for costs
associated with £mancing, design, acquisition, construction, equipping, remodeling,
repairing, improving, operating, and/or maintaining an addition to the county jail?"
The Mayor read the Resolution by title, entitled
RESOLUTION NO. 12-97
A RESOLUTION of the City Council of the City of
Port Angeles, Washington, expressing support
for a ballot measure to increase the sales tax in
order to expand the prisoner capacity of the
County j ail.
In the ensuing discussion, reference was made to a letter of October 14, 1997, sent by
SheriffHawe to Deputy Police Chief Riepe, in which the Sheriff has attempted to provide
an estimate of the impact of the proposed tax increase on the City. Deputy Chief Riepe
summarized the intent of the letter, and Manager Pomeranz indicated the Sheriff has
pledged that the County will attempt to control costs within the context of the criminal
environment. The County feels it has a modest proposal for expansion of the jail.
Lengthy dis6ussion followed, with discussion centering around the possibility of a
combined City/County facility, the growth factors between the City and County, City
payment of jail costs for misdemeanors as opposed to felonies, as well as the proportionate
share of the tax increase to be paid by City and County residents.
Concern was expressed that no portion of the proposed sales tax increase would be
dedicated to prevention. Further, it was noted that the Sheriff had made a good case as to
the need for jail expansion; however, the City was unaware of the County Commissioners'
position on the proposed increase. Further, it was unknown whether the Commissioners
had attempted to find funding for the jail expansion by decreasing other County activities.

Requested Endorsement Manager Pomeranz and Deputy Chief Riepe offered clarification on the issue, noting that
of Clallam County Special if the City chooses not to support the increase, then the City may likely have to pay for
Election - Proposition increased costs in other ways. Also, it was noted that the language of the resolution before
No. 1 (Cont'd) the Council was to.express support for the ballot measure. The citizens would have to
decide the outcome of the proposed sales tax increase.
Councilman Campbell move to pass the Resolution as read by title. The motion was _
seconded by Councilman Braun and Carried by a majority vote, with
Councilmembers Doyle and McKeown voting in opposition.
Mayor Ostrowski reminded the Council of the 5:15 p.m. meeting to be held with
Congressman Norm Dicks.

SPECIAL MEETING: 5:15 p.m. at the Bushwhacker Restaurant.
ROLL CALL: Members Present: Mayor Ostrowski, Councilmembers Braun, Campbell, Doyle,
Hulett, McKeown, and Wiggins.
Mere bets Absent: None.
Staff Present: Manager Pomeranz and Attorney Knutson.
Public Present: Port Commissioner Foster, Port Director Anderson, School
Superintendent Woodruff, EDC Director Phillips.
Meeting with Congressman Mayor Ostrowski made introductory remarks and introduced Congressman Dicks. The
Norm Dicks Congressman discussed the efforts of the Washington Congressional delegation to assist
the Port Angeles/Clallam County area deal with the economic downturns of the last few
years. The Congressman also responded to questions and comments from the Council and
other officials present.
Discussion included the Elwha Dam removal and protection of the City's water supply, the
funding of the Gateway/Transportation Center for downtown Port Angeles, the Valley
Creek Estuary project, the funding for modifications to the Hood Canal and Narrows
Bridges, measures for improving the salmon fishing situations, efforts in response to the
Rayonier Mill closure, and the recent expansion of the Admiral Marine/Admiral
Composites business enterprises.
