The Commission met in regular session at 10:00 A.M., and was called to order by Mayor Fseley. Officers
present were: Mayor Feeley, Conunissioners Robinson and Taylor, Attorney Trwnbull and Clerk Law.
Minutes of the previous session were read and approved.

Under the head of unfinished business, the hearing on petition for vacation of a portion of an alley in
IJlock 2 of Cains Sul:xlivision of ?uburban Lot No. 21, Townsite, was opened. No objections having been made
or filed, it was moved by Commissioner Robinson that the Attorney be instructed to prepare an Ordinance
vacating the alley as requested. ~econded by Commissioner T'l'flor. All voted Aye. Motion carried.

The ~ineer submitted first and final estimate of work done and material furnished by Albino Casilio in
Local Improvement District No. 159.

Gentlemen:
I herewith submit the first and final estimate (September and October) of work done and
material furnished by Albino V. Casilio, Contractor, on the construction of curbs and gutters
on Tenth street between Vine Street and Peabody Street and Northerly and Southerly to the
alleys on the \'festerly and Easterly sides of the latter named streets respectively, the
contract dated September 10, 1951.

It was moved by Commissioner Taylor tha t the amount due on contract be paid. ::ieconded by Mayor Feeley.
All voted Aye. Motion carried.
The report of Police Judge Phillips for the month of July, showing lIl, 755.50 fines colleoted, was approved
and ordered filed.
Under the head of new business, claim for damages was fHed by Mrs. Earl in behalf of her son, Jeffrey Earl,
a minor, who fell from the sewer line trestle near Eighth and ~rancis Streets and suffered a broken arm
and shoulder. It was moved by Mayor Feeley that the claim be referred to the Attorneyfor disposal as he
thinks best. Seconded by Commissioner Taylor. All voted Aye. Motion carried.
The Commission discussed flouridetion of the water system and including the proposition on special election
ballot, thereby obtaining opinion of voters regarding the same. It was moved by Commissioner Robinson that
the Attorney be instructed to determine legality of including the proposition on special election ballot,
and if legal, the same be included in the election. Seconded by Com.'l1issioner '"aylor. All voted Aye.
l~otion carried.
Alfred Fors requested that the Street Department put gravel on Thirteenth ;;tree.t '{est of Cedar Street. The
request was referred to the l'ngineer.
Commissioner Taylor discussed purchase of pipe for the water system to be used during the coming year and
so moved that bids be published for purchase of 10,000 feet of 6" and 8,000 feet of 8" cast iron or transite
pipe and miscellaneous fittings, bids to be opened ~ovember 5th. tlotion seconded by Commissioner Robinson.
All voted Aye. Motion carried.

notice of hearing on petition to vacate an alley described in the notice of hearing hereto attached.
One copy was posted at the front door of the Court house in Clallam County, Washington; One at the
Front door of the City Hall at 140 Vlest Front Street, Port Angeles; One in a conspicuous place on the alley
which is sought to be vacated in the petition in the above entitled matter.

The Comnission discussed the water system,improvements to the same, and ;rater service for the new school
and consumers above the Boulevard. Commissioner Taylor informed that more than 66,000 feet of water. main
has been installed in the last tl10 years, being new and replacement, also water screens installed. an;!
other projects conpleted as ~roj:osed by G. L. Geisinger. Also discussed was consultation with Cunningham
and Associate~ regarding further improvements, the same being planned fornext'Monday if arrapgenents
materi4ize.

The Commission also discuesed the police station and plans for the same. It was moved by Commissioner
Robinson that the prelimina~ plans be accepted, subject to changes necessary. Seconded by
Mayor Feeley. All voted Aye. Motion carried.
I Also considered was radio interference, maintenance of the inter-communication nystem, radio technician
and compensation for services. The Light Superintendent was instructed to consult Pearson Music Co.
regarding radio maintenance.
There being no further business the meeting was adjourned.
