U p.HU4 .~ The City Council met in regular session at 7:30 p.m., the following officers present: Councilmen Smith, Sandison, Maxfield, Thorne, Randall and Caldwell, Manager Slankard, Attorney Moffett, and Clerk Law. I Councilman Maxfield moved, seconded by Councilman Thorne, that Councilman Smith act as Mayor Pro Tempore In absence of Mayor Richardson. It was moved by Councilman Maxfield that the minutes of the previous meeting be approved. Seconded by Councilman Caldwell and carried. Under the head of unfinished business, one bid was received from R. H. Maki of Bellevue in the amount of $222.50 per month to maintain and service the radio equipment in operation by the City. It was the opinion of the Council and Manager that the offer is too high. The Manager was authorized to investigate on per service call basis instead of per month fixed charge. Report of findings will be submitted at a later date. Under the head of new business, the Manager read communication from John Goneis requesting installation of a culvert on Second Street, east of Lincoln Street. A similar request having been previously referred to the Planning Commission, the Manager recommended the same disposal of this request. It was moved by , Councilman Randall that the Council concur with the Manager's action in referring request to the Planning : Commission. Seconded by Councilman Sandison and carried. W. G. Tozier, Florist, 116 East First Street asked clarification of loading zones and parking in the City. ' Also stated problems concerning delivery of orders. It was the opinion of Councilman Caldwell that Mr. j Tozier is entitled to consideration and if necessary, an Ordinance be passed specifying use of loading zonesJ Councilman Randa,ll then moved that the Manager be instructed to make a complete investigation of the load-I ing zone problem in the City and report back to the Council with the thought that the present Ordinance be re-drafted or a new Ordinance passed that would take care, of loading zones. Motion seconded by Councilman Maxfield and carried. Request having been received to purchase certain Lots in Block 357. Townsite, it was moved by Councilman I Randall that a committee be appointed to appraise the property and fix minimum to be charged. Seconded by I Councilman Thorne and carried. Committee appointed was Councilmen Caldwell, Thorne and Maxfield. It was moved by Councilman Randall that the Manager be authorized to publish call for bids to furnish trans- formers for the Light Department. Seconded by Councilman Maxfield and carried. The Council accepted a petition requesting vacation of "I" Street between Blocks 125 and 130, Townsite: It was moved by Councilman Maxfield that the petition be referred to the Planning Commission for study and recommendations. Seconded by Councilman Caldwell and carried. I: , It was moved by Councilman Caldwell that reports of the Police Department and Fire Department and the Treasurer's report be accepted and placed on file. Seconded by Councilman Sandison and carried. I I It was moved by Councilman Thorne that claims be approved in amounts of: General Funds, $15,485.02, Water Fund, $1,597.27, Light Fund, $29,062.65. It was moved by Councilman Thorne that all claims be " approved and paid. Seconded by Councilman Caldwell and carried. Under the head of reading and approval of Ordinances, the following was read by title and placed on final reading: ORDINANCE NO. 1438 AN ORDINANCE authorizing Standard Oil Company of California, Western Operations, Inc. to lay, construct, maintain, operate, use and repair pipelines for the transporta- tion of petroleum and its by-products along, across and under the surface of certain streets and alleys in the City of Port Angeles. It was moved by Councilman Maxfield that the foregoing Ordinance be passed final reading and adopted. Seconded by Councilman ,Caldwell and carried. Under the head 01 introduction and reading of Ordinances, the follOWing was introduced and read in full: ORDINANCE NO. 1442 AN ORDINANCE confirming the estimates of expenditures for the City of Port Angeles for the year 1960 and affixing the tax levies for said year as heretofore made an d levied by the City Council of the City of Port Angeles, meeting and sitting for such purpose. It was moved by Councilman Caldwell that the foregoing Ordinance be approved and adopted. Seconded by Councilman Randall and carried. There being no further business, the meeting was adjourned.
