~he City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council- II
~b~ Maxfield, Thorne, Cornell, Wolfe and Bettger; Manager Herrman, Attorney Moffett and Clerk MCNeec~.
Il motion was made by Councilman Wolfe, seconded by Councilman Bettger and car~~,that minutes of t~e
/previous meeting be approved and placed on file. II
A motion was made by Councilman Bettger, seconded by Councilman Thorne and passed that minutes of t~e
special meeting of October 5, 1964, be approved and placed on file. !I
A letter of resignation from Al Haley, Park Board Chairman, was read and a motion made by Councilma~
~axfield, seconded by Councilman Bettger and carried, that the resignation be accepted with regrets II
Later in the meeting a certificate for five years meritorious service was presented to Mr. Haley. II
~ motion was made by Councilman Maxfleld, seconded by Councilman Thorne and carried, that the vouchJrs,
~s listed, be approved for payment. General Funds, $42,661.63; Water Fund, $7,511.40-warrants No. II
'12550-12570 and Light Fund, $15,376.49-Warrants No. 12931-12970, a total of $65,549.52. II

The following Resolutions were introduced and read in full:

A RESOLUTION of the City of Port Angeles objecting to the abandonment or
relocation of Primary State Highway 112 in the City of Port Angeles.
A motion by Councilman Thorne that the foregoing resolution be passed as read was seconded by
man Wolfe and unanimously carried.
RESOLUTION NO. 10-64
A RESOLUTION of the City Council of the City of Port Angeles, authorizing
the establishment of taxicab stands.
~ motion was made by Councilman Bettger, seconded by Councilman Cornell and carried, that the fore-
going resolution be adopted as read.
~ motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that the Park
Board minutes of October 6, 1964, be accepted and placed on file.

~ motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that opening of
registrations to determine the number of children wishing to take swimming lessons, and the number
'of class periods needed, be referred to the City Manager and a report on the results be made at the
hext Council meeting.

A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that the appli-
'cations of Ken H. Rudolph - 402 E Blvd., James Zahrobsky - 320 W 8th St., Robert E. Wilkins - 706
So. A St., Bette J. Bairey - 605 W 13th St. and Herman Niehemke - 322 E 8th St., for the retention
bf already established mobile homes be approved for two years, and the application of Ruth D. Dorr,
1309 W 1st, be approved due to hardship, as recommended by the Planning Commission. These approvals
lare non-transferrable.
I~ motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to approve the
application of Robert A. and Katherine R. Allen for permission to operate a trailer court on Lots
III to 6 inclusive, Blk. 55, and Lots 10 to 15 inclusive, Blk 56 and Lots 13 and 14, Volume 1 of
IPlats, as recommended by the Planning Commission.

'the application of the Port Angeles City Light Dept. for a variance on Lot 18, Blk. 204, Townsite ~
~orthwest corner of 7th and Albert Streets - to construct and operate an electrical substation at I
thiS location, as recommended by the Planning Commission.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to accept the
Irecommendation of the Planning Commission and approve the application of Mr. Harold P. Johnson for
:permission to constrUct an apartment-motel at Boulevard and Chase Streets.
~A motion by Councilman Wolfe that the Planning Commission minutes of October 6, 1964 be accepted
land placed on file, was seconded by Councilman Ma~field and carried.
~A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to accept and
'place on file the Light and Water Dept. Work Reports, the monthly report of the Police, Fire, Recre -
I'tion and Treasurer's Depts. and the monthly Budget Report of Expenditures.
A motion by Councilman Maxfield that the Civil Service Commission minutes of October 2, 1964 be
accepted and placed on file was seconded by Councilman Thorne and carried.

A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, to accept and
'place on file the report of Michael Grooms on attending Statewide Basic Law Enforcement School at
lFort Lewis and Chief Kochanek's report on attending graduation of Michael Grooms.

A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the City Mana-
'ger write up the proposal for annexation and installation of water lines, as proposed by a group Oft
lpeople in an area south of Craig Ave. and west of Mt. Angeles Road.

Other subjects of discussion were the hazardous intersection at 15th & Cherry and Highway 101 (this 'I
was referred to the City Manager for investigation), parking of van trucks in downtown area, exces-
Isive speed and street lights being broken in the 13th and I Sts. area, Overnight parking for traile~s,
'and the dangerous condition of a catch basin in the 300 block of West 2nd Street. II
~ctober 29 at 7:00 p.m. was set as time for work session relative to Comprehensive Study and Plan. II
,The Civil Defense activity report by D. Frosty Clare for Sept. 1954 was read and discussed. Mr. He~r-
I~an reported that the Civil Defense Work Shop, pictures and talks on Wednesday, Oct. 14, were excellent.
