Proceedings of the City Commission of the City of Port Angeles, Washington

The Commission met in regular session at 10 a.m. and was called to order by Mayor Beetle. Roll call
showed the following officers present. Mayor Beetle, Commissioners Beam and Lind, Attorney Conniff
and Clerk Hawkins.
The minutes of the. previous session were read and approved.
Under the head of applications for building permits and licenses the followin were granted:

Under the head of introduction of resolutions the following resolutions were introduced:
Resolution
WHEREAS, The City of Port Angeles is the owner of the following desoribed real property, having
acquired the same by Treasurer's Deed dated September 27, 1940, under and by virtue of the authority
of Section 9393 of Remington's Revised Statutes, Chapter 143 of the Laws of 1929, page 365, to_wit:
Commencing 35 feet North of the Southeast corner of Suburban Lot 10 in the Townsite of
Port Angeles, said point being on the North line of Second Street in said Townsite and
extending in a Westerly direction along the North Line of Seoond Street 150 feet;
thence at right angles in a Northerly direction 140 feet to an alley; thence turning at
right angles and extending Easterly along the South line of said alley a distance of
150 feet; thence at right angles in a Southerly direction 140 feet to the point of
beginning, and described on the Tax Rolls as Tax No. 506 in Suburban Lot 10 of the
Townsite of Port Angelas, Washington. This deed is given to amplify the des cription
of the property in' that certain Treasurer's Deed No. 1359, WIn. Gilliam as Treasurer of
Clallam County, Washington to the City of Port Angeles, dated February 17, 1939, and
recorded in Volume' III of Treasurer's Deeds on Page 607 of the records 06 said County,
and also that certain Treasurer's Deed No. 1504, Wm. Gilliam as Treasurer of Clallam C
County, Washington', to the City of Port Angeles, dated May I, 1940, and recorded in
Volume 137 of Treasurer's Deeds"on Page 17 of the Records of said County.
WHEREAS, Paul W. Blatter has offered to purchase from the
real property for the sum of $5QO.00, payable as follows:
before the 1st day of June, 1940, and $25.00 on or before
after until paid in full. Interest to be oomputed at the

WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is
fair value and is in excess of the amount paid by the City for said property, plus all Ll.D.
assessments, including interest and other charges against the same.

$75.00 as a down payment and $25.00 on or
the 1st day of each and every month there-
rate of 7% per annum on the balance due

NOW, THEREFORE, BE IT RESOLVED, that said offer be aocepted and that the City of Port Angeles sell
the said property at private sale to the said Paul W. Blatter, for the sum hereinabove set forth,
subject to any other valid liens against the same; that the City Attorney be instructed to prepare
a quit olaim deed oonveying said property to the purohaser, and that the City Clerk of the City of
Port Angeles be and he is hereby instructed to execute said quit olaim deed, and that the V~yor of
the City of Port Angeles be and he is hereby instructed to oountersign said quit olaim deed, when
jthe purchase price and all accrued interest thereon has been paid in full.
, It was moved by Commissioner Beam that foregoing resolution be approved and adopted. Seoonded by
) Commissioner Lind. On roll call all members voted aye. The Mayor deolared the motion oarried.
Resolution
WHEREAS, The City of Port Angeles is the owner of the following described real property having acquired
the same by Treasurer's Deed, .Dated Ootober 4, 1940, under and by virtue of the authority of Seotion
9393 of Remington's Revised Statutes, Chapter 143 of the Laws of 1929, page 365, to-wit:
Lot Five (5), Block Thirteen (13) of the Puget Sound Co-operative Colony's Subdivision
of the Townsite of Port Angeles, Washington Territory, and

WHEREAS, Sarah B. Haven has offered to purohase the above deaoribed real property from the City of
Port Angeles for the sum of 1400.00, payable as follows: $140.00 as a down payment and tlO.OO on
or before the 5th. day of November, 1940, and $10.00 on or before the 5th. day of each and every
month thereafter until paid in full. Interest to be computed at the rate of 7% per annum on the
balance due and paid with the monthly installment, and

WHEREAS. the City Commissioners have viewed the said property and is of the opinion that the orrer
is fair value and is in exoess of the amount paid by the City for said property, plus all L.I.D.
assessments, including interest and other charges against the same.
New, THEREFORE, BE IT RESOLVED, that the said offer be accepted and that the City of Port Angeles
sell the said property at private sale to the said Sarah B. Haven for the sum hereinabove,set.forth,
subject to any other valid liens against the same; that the City Attorney be instruoted to prepare
a quit olaim deed conveying said, property to the purchaser, and that the City Clerk of the City of
! Port Angeles be and he is hereby instructed to execute said quit claim deed, and that the Mayor of
the City of Port Angeles be and he is hereby instructed to countersign said quit claim deed when the
!purchase price and all aoorued interest thereon has been paid in full.
It was moved by Commissioner Beam the the foregoing resolution be approved and adopted, Seconded by
'I Commissioner Lind. On roll oall all members voted aye. The Mayor deolared the motion carried.

Under the head of introduction of Ordinanoes the following ordinances were introduced read in full and
plaoed on their First and Second readin&s:
AN ORDINANCE adopting and approving the City budget of and for the City of Port Angeles for the fisoaI
year, 1941, as prepared by the City Clerk of said city, and as amended and determIned by said City
Commission meeting and having full hearing thereon upon upon the 7th. day of October, "1940, aocording
to legal and regular notice of such meeting and hearing, and in accordanoe with lavr, and each and every,
item thereof as so finally amended, fixed and determined by said City Commission, be and the same is
hereby ~dopted, approved and confirmed.
AN ORDINANCE Confirming the estimates of expenditures for the City of Port Angeles for the year 1941,
and fixing tax levies for said year 1941 as heretofore made and levied by the City Commission meeting
and sit~ing for that purpose on the 7th. day of October, 1940, and declaring an emergency.
Under the head of unfinished business:
Pursuant to the following call for bids the City Clerk reported bids
on file to furnish series and multiple Mazda Lamps for the various City
Departments as follows:

23% off of billing prioe of broken paokages.
2 % additional if paid within 10 days.

It was moved by Commissioner Beam that the contract be awarded to the Willson Hardware Co. Seoonded by
Commissioner Lind. On roll 00.11 all members voted aye. The Mayor declared the motion oarried.
It appearing that on September 25, 1940 an application made by Mary Greer for a license for the
Star Rooms was granted by the City Commission and entered on page 203 of this Journal, and that at
this time the license has not been issued. And it further appearing that the said Mary Greer has been
oonvicted of the violation of the State Liquor Laws ,- -----
Now, therefore it was moved by COl!llllissioner Beam that the aotion of the Commission in granting the
said license be reconsidered and that the application of Mary Greer for a license for the Star Rooms
be rejeoted and the lioense fee of $10.00 be refurned to her. Seoonded by Commissioner Lind. On roll
Call all members voted aye. The Mayor deolared the motion carried.
