PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
OCTOBER 17, 1972
The Council met in regular session at 7:30 p.m. and called to order by
Deputy Clerk Hobbs, in the absence of Mayor Easom. A motion was made by
Councilman Haguewood, seconded by Councilm'a~Wray 'and unanimously carried to
elect Councilman Olson as Mayor Pro Tern. OfficerS'present were Mayor Pro Tem
Olson, Councilmen Haguewood, Hordyk, Lukey, Ross and Wray, Manager Puddy, At-
torney Moffett and Deputy Clerk Hobbs. Mayor Basom was out of town.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file, as received, the Minutes of Oc-
tober 3, 1972.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and I
unanimously carried to approve for payment to CH2M for engineering services -
from August 25 through September 25, 1972 in connection with the water study
the amount of $2,613.40.

City street and that the City had in no way been negligent regarding this,
Councilmen Hordyk.and Wray withdrew , their motion and second. A motion was made
by Councilman Lukey, seconded by Councilman Hordyk and unanimously carried to
deny the above claim.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for payment the Claim Vouchers in the amount of
$88,509.24 and Payroll Transfers in amount of $72,148.55.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to concur with the recommendation of the Planning Commission to
notify People's Bank that the drive-in teller lanes also represented off-street
parking facilities.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- I
mously carried to concur with the Planning Commission's recommendation and
approve extension of the conditional use permit for the Church of Christ,
Front and Liberty Streets, regarding the installation of an off-street park-
ing facility.
A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
unanimously carried to concur with the recommendation of the Planning Commis-
sion and- approve the request of Kermit Guenkel, 2906 South Regent Street, for
a variance to permit construction of a double carport with less than the re-
quired sideyard setback.
A motion was made by Councilman Wray, seconded by Councilwoman Ross, and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the request of Mrs. Dana Siebel, 8th and "F" Streets, for a variance
to permit construction of an 8-stall carport with less than the rear yard set-
back requirements.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Planning Commission Minutes of
October 9, 1972.
A memorandum from the Director of Public Works regarding solid waste disposal
was referred to a meeting with the Clallam County Commissioners.
A motion was made by CouncilmaniHaguewood, seconded by Councilwoman Ross and I
unanimously carried to instruct the City Manager to answer the letter from
the Chamber of Commerce regarding the extension of Third or Fifth Street
across White's Creek, explaining the City's intentions to improve this area
and that maybe it could be done sooner than anticipated in the 6-year improve-
ment program.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Human Relations Commission Min-
utes of May 10, 1972 and October 4, 1972.

k motion was made by Councilman Horct'yk to refer the landscaping ordinance re-
quest of the Park & Eeautification Eoard to the City Manager to notify the _
Planning Commission in writing of this request. Motion died for lack of a
Second.
A motion was made by Councilman Hor~yk, seconded by Councilwoman Ross and unani-
_mously carried to accept and place on file the Park and ~eautification Board
_Minutes of October 5, 1972 and.0ctober 11,1972.

A motion was made by Councilman Lukey, seconded by Councilman Hordyk, and unani-
mously carried to accept and place on file the Financial Statements for Light,
Wat~r, Sewer, Sanitation, Street, Equipment Rental and Off-street Parking De-
par_tments; the Light and Water Work Reports-September; Utilities, Fire, Muni-
cipal Judge, Park & Recreation, Police and Treasurer's monthly reports-Septem-
be~; Revenue & Expenditures September Report and the out-of-town reports from
the Building Inspector, Reference Librarian, Light Department a~d City Treasurer.
Af~er a request from Attorney Morgan Collins for the Council to re-instate the
dance license to the Lee Hotel as of October 17th instead of at the end of the
suspension period-November 1st, a motion was made by Councilman Lukey, seconded
by Councilwoman Ross and unanimously carried that the Council stand behind their
previous decision of October 3rd which suspended the dance license until the
l3t of November, 1972.
Two students from Roosevelt School, Mike Earnes and Jason Grice, were in atten-
dance as students interested in municipal government.

City Manager Puddy announced that there were two vacancies on the Library Board.
Councilman Hordyk suggested that Mrs. Richard Anderson might be interested in
serving on this Board.
Other subjects of discussion were: Decals on windows to help firemen know
which rooms of a building that children or senior citizens were in; water
running across Front Street as if draining from curbs; 911 decals being dis~
tributed throughout the City; One house at'the West End Park site is being
-rented out for $85.00 per month;. Association of Washington Cities Regional
Meeting October 31 at BirneyTs; Budget meeting to be November 2, 1972 at
7:30 p.m.; and none of the Council members were available to attend the
Community Action Council meeting in Seattle November 13-17, 1972.
