Under the head of Unfinished Business,-
The following ordinance having been introduced, read in full and passed its first reading September 1,
1957, was taken up by the Conmission, read by title and placed on its second reading:
AN ORDINANCE granting to Sewerage & Drainage District No. 1 of Clallam County, Washington, its successora
and assigns, the right to lay sewer pipes for the drainage and conveyance of water in and along certain
streets, alleys and public places in the City of Port Angeles.
Under the head of New Business,-
A committee of residents of Peabody Heights, south of the Boulevard, met with the Commission and objected
to the use of water meters in their district. The Committee declared that the meters made the cost of
water used by them excessive, and asked the Comn1ssion to discontinue the use of meters and bill the
water used by them on the nat rate plan, or change the price of water on the meter rate.
After listening to the various members of the committee and duly considering the matter it was moved by
Commissioner Beam that the use of all water meters outside the City limits for private residences be
discontinued and that water charges be billed at the flat rate, beginning with a nd including the month
of October, 1939. Motion seconded by Commissioner Masters. On roll call all members voted aye. The lIayor i
declared the motion carried. i
