The Colllllli.ssion met in regular session at 10 A. M. and was oallsd to order by Mayor Robinson. Roll Call
showed the following officers present: Mayor Robinson, Colllllli.ssioners Beam and Masters, Attorney Johnston
a~l Clerk Hawkins.
Tho minutes of the previous session were read and approved.
Under the he.ad of Applioations for Building Permits ,the following were granted:

Under the head of Reading and Passage of Ordinanoe, the following Ordinsnoe passed its third reading
and was finally approved and addopted:
An Ordinance relating to certain delinquent looal improvement bondS, oreating a special revolving fund,
pursuant to Chapter 244 of the Laws of Washington, 1945, for the purohase of sny such bonds, upon tender
at not more than ten (10) per oent of the face value of the prinoipal thereof and repealing any Ordinances
in oonniot therewith. .
It was moved by Commissioner Beam that the foregoing ordinanoe be pliloed on its 5rd reading and finally
approved and adopted. Seoonded by Commissioner Masters. On roll call all members voted Aye. The Mayor
deolared the motion oarried.
Under the head of introduction of Resolutions the following resolutions were introduoed:
RESOLUTION
WHEREAS, the City of Port Angeles owns the following des"cribed real estate, to-wit:
Lots, 1,2,5,4,5,6,7,8,9,10,11,12,15, and
14 of Blook 1, Doyle's Subdivision of
Suburban Lot 20, original Townsite of Port Angeles.
Lots 1,2,3,4,5,6,7 ,fil, and 9 of Block 2, Doyle's .
Subdivision of Suburban Lot 20, original Townsite of
Port Angeles. Lots 8,9, and 15, Blook 4, Doyle'S
Subdivision of Suburban LOt 20, original Townsite
of Port Angeles.
AND WHEREAS, Clallam County owns the following described real estate, to-wit:
Lots 1,2,5,4,5,6,7,8,9,18,19,20,21,22,25,24,25, and 26
of Blook 4, Cain" s Suburban Lot 21, in the City of Port
Angeles. Also Lot 7 i Block 236, Townsite of Port Angeles.
AND WHEREAS, an, appraisement has been made of said property by the City Conunissioners and the County
Commissioners and it is deEmed by eaoh Commis sian that the value of the above desoribed property owned
by the qty is equal in value to the above described property owned by the County, and that said pro-
perties are of equal value. That an exchange of said property rould be fair, equitable, reasonable and"
desirable. That there is no objebtion to said exchange in the vioin1ty nor has any opposition tc said
, exchange been expressed by any person to the knowledge of the City Commissioners, and the Oi ty of Port .
, Angsles has o.ocupied a portion of the County owned property abovo described for many years, arid has
, been largely devoted to parl< purposes, partially leased and partislly without lease. That it is de-
sirable that the City aoquire title to said property for park purposes or otherwise in its proprietary
capacity.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Port Angeles that the Said City of
Port Angeles execute a conveyanoe of all of its interest in the above described property which it now owns
to Clallam County in excbl\nge for a conveyance from Clalm County of the property above described and now
owned by Clallam County.
It was moved by Commissioner Beam that the foregoing Resolution be approved and adopted. 3econded by
Commissioner Masters. On roll oall all members voted Aye. The Mayor declared the motion' carried.
RESOWTION
WHEREAS, the City of Port Angeles has aoquired and owns the following described real estate, having
acquired the same under the provisions of Section 9395, R. R. S., which property is described as the
West half (wt) of Lot Five (5) and the
East half (~) of Lot Six (6), in Block
Four hundred twenty-two (422) of the
Government TOlil1site of Port Angeles, and
Lot Thirteen (13) in Block Four hundred
twenty-one (421) of the Townsite of Port Angeles
YiHEREAS the looal improvement. assessments and taxes, interest an:! other charges against Lot Thirteen (15)
in"Block Four hundred twenty-one (421) is the SUlll of Two hundred twelve dollars an:! twenty-nine cents
$212.29). .
ANIJ WHEREAS, the local improvement, assessments, taxes, interest and all other charges against the West
half(wt) of Lot Five (5) and the East half (Ei) of Lot Six (6) in Rlock Four hundred twenty-two (422) is
the swn of Five hundred and two dollars and twenty-nine cents ($5.02.29).
WHEREAS, it is the desire of the City of Port Angeles to acquire said property in its proprietary capaoity
and discharge the same 'from the trust of the local improvement, assessments and other obligations, and the
City Commissioners of the City of Port Angelas have viewed the said property and are of the opinion that
it. 'is advantageous to the City that seid property "be acquired by the City in said proprietary oapacity,
and that aaid property, or property exchanged for said property, be devoted to park purposes, and the Parl<
Fw1d has ample funds with which to reimburse the Local Improvement Guaranty FUnd or discharge all local
inlprovement a ssesmnenta .
NOW THEREFORE, be it resolved by the City Commission of the City of Port /lngeles, tbat there be paid and
transferred from the Perk Thnd to the Local Improvement Guaranty Fund or to the Local Improvement Distriots

I in which said lots are located and on lIhich there are delinquent assessments, the total amount of the
delinquent assessments for lIhich said property was sold, and 'all accrued interest and interest to the time
, of the next oall for bonds or warrants issued against such asseaement fund at the rate provided thereon,
and that thereafter, the said property shall be held and owned by the City of Port Angeles in its pro-
prietary capacity.
It 1I3S moved by Colllllli.esioner Masters that the foregoing Resolution be approved and adopted. Seconded by
Commissioner Beam. On roll call all members voted Aye. The Mayor declared the motion carried;
RESOWTION
WHEREAS, the City of Port Angeles is the owner of the following described real property, having acquired'
the same by Treasurer's deed, dated Ootober 17, 1944, under and by virtue of the authority of Section 9593,
of Remington's nevised Statutes, Chapter 145 of the Laws of 1929, page 365, to-'ft.it:
Lots Three (3) and Four (4) Block One Hundred Fourteen (114)
Townsite of Port Angeles, Washington
WHEREAS, Fannie E. Stark has offered to purchese from the City of Port Angeles the above described real
property for the sum of $250.00, payable as follows. $25.00 as a down payment and $1'0.00 on or before
the 16th day of November 1944, and $10.00 on or before tha 16th day of each and every month thereafter
'until paid in full, together with interest at the rate of 7% per annum on monthly balances an:! paid with
the monthly installment, and' "
WHEREAS, The City Commission haa viewed the said property and is of the opinion that the offer is fair
value and at this time it is the best interest of the City that it should be accepted and the sale made.
NOW, THEREFORE, BE IT RESOLVED, that said offer be accepted and thet the City of Port Angeles sell the
said property at private sale to the said Fannie E. Stark for the sum hereinabove set forth, subjeot to
any other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed
conveying said property to the purchaser, and that the City CleIil: of tha City of Port Angeles be and he is
hereby instructed to execute said quit claim deed, and that the Mayor of- the ~ity of Port Angeles be and
he is hereby instructed to counteraign said quitclaim deed whEn the purchase price and all accrued interest
,thereon has been paid in full'.
, It was moved by Commissioner Masters that the foregoing Resolution be approved and adopted. Seconded by
Commissioner Beam. On roll oall all manbers voted Aye. The Mayor aeclared the motion carried.
Under the bead of DeW business:
Roy Ziegenfuss, having requested permission to salvage auto parts and other material having value on the
fanner dump on City property at 16th and "I" Streets. It was moved by Mayor Rohinson that the ssid
request be granted under the supervision of the Chief of Polioe. Seconded by Colllllli.ssioner Beam. On roll
call all members voted aye. The Ma,yor declared the motion carried.

W.M. then oame before the Commission. After due consideration it wae moved by Commissioner Beam thet the

aye. The Mayor declared the motion oarried. .
