P.!'1U~ The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Councilli man Maxfield, Thorne, Wolfe, and Bettger, Manager Herrman, Attorney Moffett and Deputy Clerk Thompson. Minutes of the Council meeting of October 6, 1966 were corrected as follows: to delete under lIoth~l I subj ects of discussion II line 5 and part of line 6. I A motion was made by Councilman Wolfe,seconded by Councilman Maxfield and carried, that minutes of the previous meeting be approved as corrected. I A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to accept the low bid of Ruddell-Chevrolet Oldsmobile, Inc. for a 1967 Van in the amount of $2,172.67 for the Engineers' Department. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried to allow "the" Erigi-neer' s" DepartmehCto. hire~an additional Engineering Aide. I- 'A motion was made by Councilman ThornB, seconded by Councilman Maxfield and carried, to approve for payment claims vouchers in the amount of $97,514.55 and payroll transfers in the amount of $37,784.65. The fire prevention ordinance will not solve the problem of outside burning in incinerators accord i ing to reports given by Fire Chief Cameron and Attorney Moffett. A copy of the Fire Chief's re- port is to be sent to the Royal Victorian Motel informing them that a civil suit would be the only alternative to their problem. A study session with Don Morrison and the Fire Chief will be held in the future. A letter was read from the Senior Class of Port Angeles Senior High School thanking the City for the use of the service garage when building their homecoming float. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried to paint a walk at 4th and Chase Streets and place barricades at an angle to allow through traffic. A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried that the minutes of the October 4, 1966 Planning Commission meeting be accepted and placed on file. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried to approve the request of William B. Dennis for a variance to permit the construction of a private residence with less than the set-back required in a First Residential Zone as recommended by the Planning Commisslon. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried to approve th~ I request by Greul and Mair Construction Company for a variance from side yard requirements on one j.o side only at 1823 East 5th Street. : . I A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried that the mlnute of the October 18, 1966 Planning Commission Meeting be accepted and placed on file. I A motion was made by Councilman Thorne, seconded by Councilman Bettger, and carried to accept and I place on file the Monthly Budget reports of Revenue and Expenditures; Finance-Workshop in Tacoma, 10 Finance-Major changes since 1963; Fire Department Monthly Report; Light Department Monthly report;! Municipal Judge Monthly Report; Police Department Monthly Report; Recreation Department Monthly I' Report; Street Cost Report; Treasurer's Monthly Report; Utilities Monthly Billing Report and waterol Department Monthly Report. I Mayor Willson noted that a letter was sent to all property o\vners on Lincoln Street notifying them that the State had informed the City that in two.to five years all parking would be eliminated on Lincoln Street. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried that the Mayor and City Clerk be authorized to sign the Engineering Contract with CH2M, regarding sewer treatment plant, after the amendment is made to clause 3B, page 4, to the satisfaction of the City Attorney, City Manager and City Engineer. Under other business, a letter was acknowledged from the Washington School regarding the First Street ! crossing and a meeting with Local 1619 was set for November 8, 1966 at 7:00 p.m. at City Hall.
