The Commission met in regular session at 10:00 A.M., and'was called to order qy Mayor Feeley. Officers present were ~~or Feeley, Commissioners Robinson and Taylor, Attorney Trumbull and Clerk Law. Minutes of the previous session were read and approved. Under the head of applications for building permits and licenses, the following were granted: Building Permits: Holl Stark Build' a living room and also a chicken house; Lot 34 Suburban, Townsite Add a bedroom to existing dwelling; Lots 13,14,15; Blk. 25g, Townsite ' , . . Build double garage; Lot 3, Blk. 113, Townsite l,oob.oo 300..00 gOO.DO Harry Seward Don Mor!'ison Licenses: Vernon S. Behymer Massage, 3 months 6.25 Under the head of unfinished business, the hearing on assessment roll for L.r.D. No. 154 was opened. There having been no objections made or filed, it was moved qy Commissioner Robinson that the roil be approved , and the Attorney instructed to prepare an Ordinance confirming the same. Seconded by Commissioner Taylor. I All voted Aye. Motion carried. . r 'I Mr. and Mrs. J. Feola appeared regarding curbs and gutters, large rocks and gravel used for fill, and base- , ment flooding caused qy lack of proper drainage. Commissioner Taylor informed that the curb was installed according to State Highliay specifications. That his department is still trying to eliminate the storm Irate!' situation at First and Chambers Streets and many other places. Mr. Taylor further informed that he > .Till investigate and try to make temporarily arrangements to relieve the drainage problem. Joe Morrison again appeared regarding Morse Creek property, informing that Del Guzzi is willin~ to release a portion of ground to the City, thereby eliminating his responsibility for slides, etc. The matter was ,referred to Commissioner Taylor who will contact Mr. Del Guzzi and make necessary arrangements. The Attorney subfuitted a contract between the City and Joe Cecil Lumber Co. for purchase of timber by the Lumber Company in the Ennis Creek watershed. It was moved qy Commissioner Taylor that the contract I be referred to Mr. Cecil for hi~ approval. Seco:>ded by Mayor Fe?ley. All voted Aye. Motion c~rried. The Commission again considered plans and specifications for the Police Station, possible changes and alternate bids. Commissioner Taylor informed that he is in full accord with plans except the pit for heating plant which he considers too low. Approval and formal acceptance of the final plans and specific- ations '<ill be arranged for next Monday when it ~s hoped the Architect will be in attendance. Under the head of new business, Neil Pendley, Union Representative, requested that the Commission approve a working aggreement between the City and employees belonging to the Union. No objections were expressed and the Comnission will meet with employees to work out an agreement together. Sj~'''ltV{':';\S Gilbert Harper and Paul Neer informed the Commission that the Schreiners are spon~rine a benefit ball November 3, and requested permission to conduct a parade and band concert in conjunction l<ith the same. It is understood that the Victoria. Club will be here to assist the sponsors. Hayor Feeley advised that there are no apparent objections and moved that permission be granted for tohe parade and a concert to be staged at First and Laurel Streets. Seconded by Commissioner Taylor. All'voted Aye. Hotion carried. The Commission discussed a resolution recently adopted fixing office hours and Saturday closing. Also cited complaints regarding the same. It was moved by Commissioner Robinson that the C~~y office be open from 9:00 A.M. to 12 Noon for collection of Light, \;ater, and Garbage only, effective immediately. 110tion seconded by i1ayor Feeley. All voted Aye. Motion carried. Under the head of introduction and reading of Ordinances, the following was placed on first and second reading : ORDINANCE NO. /,;{ (,; I AN ORDINANCE vacating a portion of the alley ~~ng in a Northerly and Southerly direction through Block Two (2) of Cain's Subdivision of Suburban ~ot Twenty-one (21) in the City of Port Angeles. . . I I It was moved by Hayor Feeley that the foregoing Ordinance be passed first and second readin~. Seconded by Commissioner Robinson. All voted Aye. Motion carried.
