The special meeting was called to order by Mayor Haguewood at 8:00 P.M. The ~
purpose of this meeting is to question Mr._ Jim Lazar and, if possible, a I
representative from WPPSS, on the matter of WPPSS Nuclear projects No. 4 and
5.

l. WPPSS NUCLEAR PROJECTS NO. 4 AND 5
To begin the special meeting on WPPSS Nuclear Projects No. 4 and 5, Manager
Flodstrom introduced Mr. Jim Lazar and Mr. Rick Newland to the Council and
audience. Mr. Lazar is a Staff Economist for Senator King Lysen and the
author of several publications and reports on WPPSS Nuclear Projects No. 4
and 5. Mr. Newland is a Senior Management Specialist for WPPSS
Both Mr. Newland and Mr. Lazar made brief, opening remarks on the projects,
which were followed by a lengthy debate between the two speakers on the
economics of the projects and the "mothballing" versus controlled termina-
tion options. It was Mr. Lazar's opinion that both nuclear plants face
"inevitable" termination due to a decline in future power needs, and the
Council should reject the mothballing option because the mothballing plan
that the WPPSS Board is approving is not the proposal made by the Governor's
Panel. Instead of a cost of $150 million to mothball the plants, the
Governor's Panel stated that mothballing costs would be approximately $450
to $550 million. Mr~ Newland did not agree with several of Mr. Lazar's
statements,' and defended the mothballing plan being proposed by the WPPSS
Board. However, in answer to a question from Councilman Duncan, Mr. Newland
could not assure the Council that the funds needed to mothball the plants
would be limited to $l50 million.
FOllowing the debate, Mr. Lazar and Mr. Newland answered several questions
from the audienoe and Council regarding the reason for failure of the pro-
jects; Mr. Lazar's opinion of the Governor's Panel and their recommendations;
the "liability" of the participants; the expected life span of nuclear
plants and the cost to decommission them; and Mr. Lazar's recommendation to
reject the present mothballing plan. The discussion on the nuclear plants
concluded with a brief, final statement from both Mr. Lazar and Mr. Newland.
