HomeMy WebLinkAboutMinutes 10/23/1979~7~ CITY COUNCIL MEETING Port Angeles, Washington October 23, 1979 I CALL TO ORDER The special meeting was called to order by Mayor Haguewood at 7:30 P.M. The purpose of this meeting is to discuss policies, procedures and ' priorities for reviewing the 1980 preliminary budget. II ROLL CALL Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk, Wray. Members Absent: None. (One position vacant)' Staff Present: Manager Whorton, Deputy Clerk Caso. III - IV SUSPENDED V LEGISLATION 1. 1980 PRELIMINARY BUDGET The first item to be discussed by the Council was procedures for reviewing the 1980 preliminary budget. Prior to any discussion on this matter, Manager Whorton informed the Council that the preliminary budget will be ready for review on November 1st. Manager Whorton then requested comments and sug- gestions from the Council on procedures to be used and their priorities. Subjects discussed by the Council included the possibility of a Council work session early in the year, with staff present, so that the Council , can made their priorities known and participate in the drafting of the budget; the advantages and disadvantages of reviewing the budget depart- ment by department over a number of days, as opposed to an over-all re- view in one or two days; the need for the Council members to work to- gether more between themselves and with the staff; and priorities such as energy rates, Police Department manpower, a sign ordinance, and water rates. 2. LETTER OF RESIGNATION Mayor Haguewood read a letter of resignation dated October 22, 1979 from• City Manager Kenneth Whorton. In the letter Mr. Whorton stated that he is resigning to accept the position of City Manager in Milwaukee, Oregon, and thanked each Council member and Deaprtment Head for their assitance and support. Councilman Hordyk then moved the Council accept Mr. Whorton's letter of resignation with regret. The motion was seconded by Councilman Boardman. During discussion on the motion, the Council and Manager Whorton discussed the date he would be leaving and how this would affect the budget hearings scheduled for November 16th and 17th. Mayor Haguewood then rescheduled the budget hearings for Saturday, November 10th and Monday, November 12th, with Manager Whorton to be relieved of his duties on F]o'vember 14th, if possible. Following this action, Mayor Haguewood expressed the Council's appreciation to Mr. Whorton for the four years he has served as City Manager and praised the various projects he has accomplished during , that time. On call for the question, the motion was passed by the Council with Councilman Wray voting "NO." VI LATE ITEMS 1. RENTAL AGREEMENT: CERTIFIED BUILDERS Mayor Haguewood submitted a proposed rental agreement between the City and Certified Builders to the Council for their consideration. The CITY COUNCIL MEETING October 23, 1979 VI LATE ITEMS 1. Cont. proposed agreement is for rental of storage space on the old Owens Brothers dock at the foot of Oak Street, and will remain in effect on a month-to-month basis until December 31, 1980, unless terminated prior to that date by either party. 1 Councilman Wray then moved the Council approve the rental agreement between the City and Certified Builders.
