The COIIlIIlission met in regular session at 10 a .m. and was. called to order by Mayor Davis. Roll call
showed the following officers present: Mayor Davis, Commissioners Beam and Masters, Attorney Conniff
and.Clerk Hawkins. .
The minutes of the previous session were read and approved.
Under the head of ,Applications for Building Permits and Licenses the following were granted:

Under the head of Reading and Passage of Ordinances, the following Ordinance was read by title and placed
on its third reading:
AN ORDINANCE granting to Sewerage and Drainage District No.1 of Clallam County Washington, its successors
and assigns, the right to lay -sewer pipes for the drainage and conveyance of water in and along certain
streets, alleys and public places in the city of Port Angeles.
It was moved by Conmissioner Masters that the foregoing ordinance be placed on its final reading and
adopted. Seconded by Commissioner Beam. .On roll call all members voted aye.. The Mayor declared the
motion carried.

Under the/reports from City Iilfficers the following was read:
October 25, 1939
To the Honorabe Mayor and City Commission,
Port Angeles, Washington
Gentlemen:
The thirty day period since the completion of the furnishing of the mineral aggregate for
bituminous surf8ces has elapsed and there have been no claims filed with the city.
I therefore recommend that the 15% retained ($1218.04) of the coast of the work be paid the
Contractors, Nichols and Owens.

It was moved by Commissioner Masters that the foregoing Engineer's report be accepted and the City Clerk
be instructed to issue a warrant in the sum of $1218.04 to Nichols and Owens. Seconded by Colllllissioner
Beam. On roll call all members voted aye. The Mayor declared the motion carried.

Under the head of Introduction of Ordinances the following ordinance was introduced, read in full and
placed on its first reading:
AN ORDINANCE providing for the leasing to. Puget Sound Navigation Compan;y, a corporation, its successors
or assigns of all that portion of Laurel Street in theCity of Port Angeles, Washington, lying northerly
of the. north line of Railroad Avenue, for the construction, operation and maintenance of e wharf,
warehouse, ferry slip and appr;oaches.
