PUBLIC HEARING

The Revenue Sharing preliminary Public Hearing was chaired by City Manager David
T. Flodstrom, with Finance Director Orton also in attendance. The purpose of this
hearing is to provide an opportunity for citizens to appear and submit written and
oral comments and suggestion on the possible uses of Revenue Sharing anticipated
entitlement funds. The hearing is held in compliance with Revenue Sharing rules
and regulations as required in the public notice and inspection section 51.l4(c)
(l) and (2).
The City intends to utilize its Revenue Sharing anticipated entitlement of $230,B03
for: debt service on the EDA loan - $l8,500; Data Processing Conversion Project -
$73,920; CPR Dock payment - $36,000; Civic Field parking lot payment - $l3,OOO;
contribution to General Fund - $50,000; and miscellaneous departmental capital
outlay items - $39,383. The following summary shows the proposed appropriations
of Revenue Shairng entitlement of the following City Departments and Funds:

Manager Flodstrom opened the public hearing at 7:00 P.M. and requested comments or
questions from the audience on the anticipated Revenue Sharing entitlement funds.
Mr. George Casady, 307 West 9th Street, questioned the $50,000 contribution to the
General Fund. Manager Flodstrom explained that he is proposing that in 1982 there
be set aside Federal Revenue Sharing funds in the amount of $50,000 for a contribu-
tion to the Reserve Fund of the City's Current Expense Fund. This is being done
because at the end of 1981 the City will no longer have an active reserve in its
Current Expense Fund, due to the declining revenues in the City's tax base. There
were no further comments and the public hearing was closed at 7: 20 P.M.
