'The Commission met in regular session at 10:00 A.M., and was called to order by Mayor Epperson. Roll call of

Under the head of unfinished wsiness, and pursuant to bids held for consideration from the last session,
'the bid to furnish the water department one pick-up or panel body was again discussed. On recollllllendation of
the City Engineer, it was moved by Commissioner Johnson that the bid su1:rnitted by H. T. Swanson Motor Co.
for one half' ton pick-up at $1,562.50 plus state sales tax be accepted. Motion seconded by V.ayor Epperson. '
,All members voted Aye. Motion carried.
The bids for installation of traffic control system were again considered, and by recollllllendation of Light
Supt. Lean, it ""s moved by Commissioner Steele that the bid by The Ele ctric Co. for $2,940.00 be approved
,and accepted. Seconded by Mayor Epperson. All voted Aye. Motion carried.
'The one bid submitted by James W. Caven for $850.00 to install oil burner in the Fire Hall was opened, and I
it was moved by Commissioner Steele that the bid be approved and accepted. Seconded by Mayor Epperson. All I
voted Aye. Motion carried. "
'Under the head of new business, a committee of businessmen appeared before the ,Commission requesting I
'insta~tion of a formerly proposed pedestrian cross walk on First Street between Lincoln and Laurel Streets~
After considerable discussion as to advantages and disadvantages, it was decided to install the said crossing
'\mich could be eliminated if proven unsatisfactory. I
,The report of Police Judge Taylor for the month of september showing 107 cases tried and $2,lB7.00 fines
,collected was approved and ordered filed. ,I
"The date of hearing for L.LD. No. ISO was set by the Commission for Nov. 19, 1947.
,Pursuant to bids published for one standard Sedan Delivery car for the Police Dept., the one bid by Schreiner
Chevrolet Co. was opened. Amount of bid was as follows: 1 Model 1508 Chevrolet Sedan Delivery $1,412.00, I
'Heater-defroster and window washer $54.50, State Tax $45.99...Total $l,510.39. It was moved by Mayor Epperson
that the foregoing bid be accepted. Seconded by Commissioner Johnson. All members voted Aye. Motion carried.

An agreement between the C.M.St.P & P Railroad Company and the City for installation of cast iron water mains
Under tracks in west Second Street between A & B Streets was approved and signed by the proper officials. i

'A letter from the Lions Club regarding the new street signs was read by the Mayor, and a vote of thanks was
extended to the Club, also appreciation of citizens of the City for efforts of the Club in purchase of
Isigns.

"It wae moved by Commissioner Johnson that the two foregoing Ordinances be passed third and final reading
and finally adopted. Seconded by Mayor Epperson. Commissioner Steel refrained from voting. The motion
"carried.
'Under the head of introduction and reading of Ordinances the following were passed first and second reading:

'AN ORDINANCE relating to a pension, relief, disability, and retirement system; making an election to join
the state-wide system pursuant to Chapter 71, Laws of 1947, and providing for notification of the Governor
of such election.
"It was moved by Mayor Epperson that the foregoing Ordinance be passed first and second reading. Seconded by
,Commissioner Johnson. Commissioner Steele refrained from voting. The motion carried.
ORDINANCE NO. 1189
AN ORDINANCE amending Section 4 of Ordinance !lo. 1170 as amended by Section 1 of Ordinance Ho. 1182 relating \
,to Local Improvement District No. 148; providing for the payment of the cost of the improvement by the
issuance of warrants instead of bonds, and authorizing, the investment of City Funds in said warrants. I
