I"Z4ZU_~ --- The City Council met in regular session at 7: 30 P. M. The Officers present were: Mayor Maxfield; Council- 'i men Smith, Richardson, Thorne, Randall, Caldwell and Haguewood; Manager Slankard; Attorney Moffett and II Clerk Law. I It was moved by Councilman Randall that minutes of the previous meeting be approved and placed on file. I I Seconded by Coutlcllman Richardson and carried. 1 The Mayor introduced Mr. Wan Salaidin of Malaya, guest of Port Angeles, to" study City and County govern-I ment, sponsored by U. S. State Department, Washington D.C. ' I Under the head of unfinished business, one bid was received for purchase of Lots 11 and 12, Block 350, ,I Townsite, submitted by Lawrence and Helen Farnsworth in amount of $350.00. It was moved by Councilman' Caldwell that the offer be accepted. Seconded by Councilman Smith and carried. II , Progress payments for work done and material furnished for proJects under construction were approved as I , follows: ' Olympia Oil and Wood Products Company, Inc., Third (October)estimate, 1.I.D. No. 180, $51,000,00,[' Third (October) fixed estimate, L.I.D. No. 180, $5,000.00,: J. b. Shotwell Company, First (October) estimate, L.!.D. No. 183, $37,000.00. i First ,(October) fixed estimate, L.!.!>. NO. 183, $3,000.00. It was moved by Councilman Smith that progress payments and fixed estimates be approved and paid. Second, d by Councilman Richardson and unanimously carried. II Progres s payment to Harbert Construction Corporation, for work done and material furnished on installation ; of Morse Creek pipeline, $153,679.23. It was moved by Councllman Richardson that the progress payment b~ approved as set up by the tngineers. Seconded by Councilman Haguewood and carried. ~ I Under the head of new business, it was moved by Councilman Richardson that Planning Commission minutes J~ I ~ October 17th be accepted and placed on file. Seconded by Councilman Thorne and carried. II Reports of City Departments were approved as follows; Budget reports of Receipts and Disbursements, Ught !' and Water Departments Work, Billing and Operating reports. It was moved by Councilman Richardson that alIi reports be accepted and placed on file. Seconded by Councilman Smith and carried. Claims payable were approved in amounts of: General funds, $8,687.72. Water Fund, $2,52i.51. Pipeline, Fund, $36.00/ Light Fund, $25,367.24. It was moved by Councilman Thome that all claims be approved an paid including claims numbered 26521-22. Seconded by Councilman Richardson and carried. l I It was moved by Councilman Caldwell that payroUs for October be approved as paid. Seconded by Councillfia IIHchardson and carried. . I Attorney Moffett explained in detail, prOVisions of anL Ordinance prepared at request of Natural Gas Trans- mission Company asking assignment of their franchise to Magna Pipe Line Company. The followi!1g Ordinance was introduced and read in full: ORDINANCE NO. 1478 I' AN OR 1:)1 NAN C E of the City of Port Angeles approving the assignment of the franchise of Natural Gas Transmission Company to Magna Pipe Line Company. ; It was moved by Councilman C~ldwel1 that the foregoing Ordinance be approved and adopted. Seconded by , Councilman HaguewQod and carried. - I Mayor Maxfield read a letter of thanks from Mr. and Mrs. Ben Kingsley expressing appreciation for alley and light improvements done by the City~ I The Mayor cited requests for discussion on COllection of Water line contract dates and if the correct date was 1 March 5th to October 27th or November 5th. The Attorney as sured that the Contra<1or is bound to finish the project according to terll\s of the contract. After discussion and due consideration, it was decided to make no changes In action taken the previous meeting. Also discussed was negotiation with Architects concerning plans and specifications for the Library ,addition. The Manager assured that negotiations are in progress. Councilman Caldwell expressed desire that request l~ for negotiation be sent to Bill Savage of John M. Phillips. II There being no further business, the meeting was adJourned.
