The Council met in regular session at 7:30 p.m. Officers present were Mayor
Wolfe, Coun~ilmen B~som;.Epw~rds,Hordyk, McRevey, Olson and Ross; Manager
Herrman, Attorney Moffett and Deputy City Clerk Hobbs.
A motion was made by Councilman Hordyk, seconded by Councilman McRevey and
unanimously carried to accept and place on file, as received, the Council
Minutes of October 20, 1970.
A motion was made by Councilman Easom, seconded by Councilman Edwards and
unanimously carried to ac~ept the low bid of Howard Industries on the fol-
lowing transformers for the Light Department:

and accept the low bid of RTE ~orporation on ~he following transformers for
the Light Department:

for total of $2,754.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to approve and pay to Morris Construction, Inc. the
third (October) and final estimate of work done and material furnished on
Cresthaven L.I.D. #191, in amount of $17,000. (Revenue Warrants to be
drawn against L.I.D. #191 fund, bearing interest at the rate of 8.25% per
annum dated November 5, 1970; the proceeds from said warrants to be depos-
ited in L.r.D. #191 Fund and a Cash Warrant to be drawn on said Fund in
favor of contractor in amount of $17,000 for work performed).
A motion was made by Councilman McRevey, seconded by Councilman Hordyk and
unanimously carried to accept L.1.D. #191 project as completed.

..A motion was made by Councilman McRevey, seconded by Councilwoman Ross and
unanimously carrfed to approve for payment $121.47 to Helsell, Paul, Fetter-
man, Todd and Hokanson as Port Ang~les! share of attorneys! fees and costs
in regard to anti-trust cases against the electrical manufacturers.
A motion was made by Councilman Hordyk, seconded by Councilman McRevey and
unanimously carried to approve for payment Claims Vouchers in amount of
$84,531.72 and Payroll Transfers in amount of $56,630.52.
The Public Hearing on L.I.D. #192 was opened. Certification of Engineer and
protests of eight property owners were presented by the City Engineer. A
motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to proceed with L.I.D. #192, sanitary sewers - West 12th/13th
Street area.
The hearing was closed and the following ordinance was read in full:
ORDINANCE NO. 1700

AN ORDINANCE of the City of Port Angeles, Washington,
providing for the improvement of a certain area
within the city by the construction and installa-
tion of sanitary sewers therein, and by doing all
other work required in connection with such im-
provemeDts, all pursuant to Improvement Resolution
No. 192 of the City passed and approved October 6,
1970; creating a local improvement district there-
for, providing for the payment of the cost of said
improvements by special assessments upon the pro-
perty in said District, providing.for the creation
of Local Improvement District No. 192 Fund and for
the issuance and sale of local improvement district
warrants and notes or bonds.
A motion was made by Councilman Basom, seconded by Councilman Olson and
unanimously carried to adopt the foregoing ,ordinance as read.

A motion was made by Councilman McRevey, seconded by Councilman Olson and
unanimously carried to authorize financing of L.I.D. #192 to be done through
the Fireman's Pension Fund, the rate of interest to be the going rate.
A motion was made by Councilwoman Ross, seconded by Councilman McRevey and
unanimously carried to authorize the Engineering Department to call for bids
for construction on L.I.D. #192.
The Public Hearing on rezoning of the following areas from single-family
residential to multi-family residential was opened:
(1) Area between Peabody Street and Peabody Canyon from
Lauridsen Boulevard to Whidby Avenue.

A petition of approximately 110 land owners protesting this rezoning was
presented to the Council by Mr. Rene LaRocque.
After considerable discussion from the audience, the hearing moved onto
(2) Area between Waste Water Treatment Plant and railroad
right-of-way east of Ennis Creek.
No objections were presented. Access to the area and availability of fire
and pOlice protection were discussed.
A motion was made by Councilman, Hordyk, seconded by Councilman Olson and
unanimously carried to close the rezoning hearing.
A motion was made by Councilman Hordyk, seconded by Councilma~McRevey and
unanimously carried to table action and present petition and findings of the
hearing on the area between Peabody Street and Peabody Canyon and Lauridsen
Boulevard and Whidby Avenue to the Planning Commission for their meeting of
November 9, 1970.
A motion was made by Councilman Hordyk to table, until the next Council Meet-
ing, the rezoning of the area between the Waste Water Treatment Plant and
railroad right~of-way east of Ennis Creek. Motion died for lack of a second.

A motion was made by Councilman McRevey, seconded by Councilwoman Ross and
unanimously carried to concur with the Planning Commission's recommendation
and allow the rezoning of the area between the Waste Water Treatment Plant
and railroad right-of-way east of Ennis Creek from an RS-7 Zone to an RMF
Zon~.
A motion was made by Councilman Easom, seconded by Councilman Edwards and
unanimously carried to concur with the Planning Commissionts recommendation
and approve the request of Karen McFarland for permission for her and her
brother to install and occupy a mobile home on the southeast corner of 19th
and "P" Streets, with the following conditions:
1. Septic tank and drainfield must be installed to serve the mobile
home prior to occupancy.
2. The variance is valid only for occupancy of this unit by Miss
McFarland and her brother. There is to be no subleasing or
renting of the mobile home.
3. The variance is granted for two years only, until the two in-
dividuals complete their courses at Peninsula College. If
these individuals cease to attend college prior to this time
limit, the variance is automatically void. At the termination
of this variance, the mobile home is to be promptly removed.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and I
unanimous~y carried to concur with the Planning Commissionts recommendation
and approve Mr. James I. Bairey's request for a variance to permit him to
construct an addition to.a pre-existing, non-conforming single-family resi-
dence at 1021 East Lauridsen Boulevard.
A motion was made by Councilman Edwards, seconded by Councilman McRevey and
unanimously carried to concur with the Planning Commission's recommendation
and deny the request of William B. Dennis, for vacation of that portion of

ilL" Street lying north of West 4th Street and south to the railroad right-of-
way in exchange for some neighboring property, since vacation of this area
would not provide sufficient area to construct a house as Mr. Dennis proposes.
A motion was made by Councilman McRevey, seconded by Councilman Hordyk and
unanimously carried to concur with the Planning Commission's recommendation
to authorize the Building Inspector to issue a permit to Mr. Jack Plaskett
to erect a single-family residence on a corner lot in an RS-7 Zone observing
a 131 set back instead of a 25' set back.

A motion was made by Councilman Hordyk, seco~d~d by.Councilman McRevey and
unanimously carried to accept and place on file the Planning Commission Min-
utes of October 26, 1970.
The Service Certificate for Mrs. Rosa Sander was not presented as she was not
in attendance.
A motion was made by Councilman Edwards, seconded by Councilman Hordyk and
unanimously carried to again table the ordinance providing for organization
of Civil Defense until the next meeting.
Mayor Wolfe presented a Pedestrian Safety Citation from the Automobile Club
of Washington to the City of Port Angeles Police Department; Mr. Herrman
accepting for Chief Kochanek.
A motion was made by Councilman Edwards, seconded by Councilman Basom and
unanimously carried to instruct the City Attorney to draw up a resolution
against Legislative Initiative No. 43 and comparable to the resolution adop-
ted by the City of Aberdeen.

A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to refer to a work session, November 23, 1970 at 7:30
p.m., the request of Mr. Frank Platt reo Olympic Music Company. Mr. Platt
and his two clients were asked to attend this work session. (Councilwoman Ross
left the meeting during this discussion)
A motion was made by Councilman Basom, seconded by Councilman Hordyk and
unanimously carried to approve renovation of the 2nd floor of the Community
Services Building to allow the Olympic Center for Mental Health and Mental
Retardation Eoards of Clallam and Jefferson Counties to establish offices
for the staff members at a rental rate of $200. per month to the City of
Port Angeles; and renovation of the basement of the City Hall to accommodate
the Emanon group presently located on the 2nd floor of the Community Services
Euilding; and to authorize the City Manager to call for bids for both projects.
A motion was made by Councilman Basom, seconded by Councilman Edwards, and
unanimously carried to reappoint Dick Mullins as City Representative to the
Clallam County Fair Association for another three-year term.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to accept and place on file the following reports: Light,
Water, Sanitation, Sewer, Equipment Rental, Street, Off-Street, and Utilities
Eilling Monthly Reports for month of September, 1970 and the Recreation out-
of-town report.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to refer to the Budget Hearing the request of the Police
Department for additional help.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimeusly carried to accept and take under advisement the letter of Mrs.
Louise E. Saxton reo traffic on Oak, First and Front Streets.
A motion was made by Councilman Olson and seconded by Councilman Basom to
accept the low bid of $4,825 of Enger Construction Company for construction
of a parking lot at William Shore Memorial Swimming Pool. After further dis-
cussion, a motion was made by Councilman Hordyk and seconded by Councilman
McRevey to table this motion until the next meeting for further study. Coun-
cilmen Hordyk and Edwards voted IIAye," Councilmen Basom, McRevey and Olson
voted IINo;" motion to table defeated. On the other motion to accept low bid of
Enger Construction Company, Councilmen Basom, McRevey and Olson voted "Aye,1I
Councilmen Edwards and Hordyk voted IINo.1I Motion carried.

A motion was made by Councilman McRevey, seconded by Councilman Olson and
unanimously carried to set December 1, 1970, 7:30 p.m~ as a Public Hearing
date and refer to the Planning Commission for recommendation the rezoning
of Suburban Lot 39, approximately ten acres between 6th and 8th on IINIT Street.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and
unanimously carried to authorize the City Engineer to prepare an engineering
report for the Department of Ecology on our operation at ,the, city garbage
dump.
