NOVEMBER 2, 1971 The Council met in regular session at 7:30 p.m. Officers present were Mayor WOlfe, Councilmen Basom, Haguewood, Hordyk, McRevey, Olson and Ross; City Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Hordyk,seconded by Councilman Olson and unani- mously carried to accept and place on file, as received, the Minutes of Octo- ber 19, 1971. A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unanimously carried to authorize call for bids for the City's gasoline, diesel fuel, stove oil and lubricating oil for the year 1972. I A motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried to approve and pay to J.E. Work, Inc. the fourth (Octo- ber) estimate of work done and material furnished on L.I.D. #193 in the amount of $64,000.00. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to approve for payment Claim Vouchers in the amount of $112,304.55 and Payroll Transfers in amount of $61,272.31. The Public Hearing on the annexation of portions of Pennsylvania Park Addition and of Croft's Addition was opened at 7:40 p.m. After considerable discussion from the audience, the hearing was closed at 8:05 p.m. (Loghery & Newell) A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to table both annexation requests to a work session and to be brought off the table again at the next regular meeting. The following resolution was read in full: RESOLUTION NO. 19-71 A RESOLUTION authorizing application for funding assistance for outdoor recreation project to the Interagency Committee for Outdoor Recreation as provided by the Marine Recreation Land Act and the $10,000,000 Out- door Recreation Bond Issue of 1964. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to adopt the foregoing resolution as read. The Application to the Interagency Committee for Outdoor Recreation for Grant-in-aid Assistance was then signed by the Mayor, completing preparation of application. The following ordinance was read in full: ORDINANCE NO. 1745 AN ORDINANCE amending Sec:l7.11 of the City Code and designating arterial streets. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried to adopt the foregoing ordinance as read. A motion was made by Councilman McRevey, seconded by Councilman Easom and unanimously carried to take from the table Orainance No. 1730 pertaining to sewage charges on premises not previously covered. A motion was made by Councilman Basom to delete the $1.00 charge for those I people who are outside the 300' radius for sewer connections. Motion died for lack of a second. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to take from the table the police chief recommendation to remove all parking on Cherry Street from Eighth to Boulevard. After some discussion from the audience, a motion was made by Councilman Basom, seconded by Councilman Hordyk, and unanimously carried to again table the re- quest for removal of all parking on Cherry Street from Eighth to Boulevard to the next regular meeting to allow more expression to be obtained from people who live on Cherry Street. . 2'3H PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. NOVEMBER 2, 1971 (Continued) A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani- mously carried to concur with the Director of Public Works recommendation and authorize the City Manager to negotiate a land exchange of approximately 80 acres between the Department of Natural Resources and the City. This exchange would involve State owned property W~ NEt Sect.16 T.30 N R6W WM (south and west of ihtersec'tion of Park Avenue and Cherry Street and strides Valley Creek) and the City owned property S~ NEt Sect. 5 T.29 N R5W WM (west of Morse Creek Dam). I A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the Civil Service Commission Minutes 10/21/71; Washington State Advisory Council on Libraries 10/15/71; Port Angeles Library Board 10/28/71 and the Librarian out-of-town report 10/31/71. A mo~ion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Park and Beautification Board Minutes of October 25, 1971.
