The City Council met in regular session at 7:30 P.M. and was called to order by Acting Mayor Brown. Roll
call ot otticers showed the tollooring present: .Acting Mayor Brown, Councilmen 5a1l1lU08, Powell, Wolfe,
and McFadden, Manager Vergeer, Attorney Severyns ani Clerk Law. .
Due to the absence ot Mayor Pro-Tem Neer, it was regularly moved, seconded and carried, that Councilman
~rown serve as Chariman and act in capaci~ ot Mayor.
J' It was moved by Councilman Madden that minutes ot the previous meeting be approved. Seconded by Council-
man Wolfe and carried. -
, It was moved by Councilman Wolfe thst minutes of special meeting ot October 20 at which time the hearing
I on L. I.D. No. 167 was held and !londjlcted, be approved. Seconded by CouncilJllan POI-leU and carried.
j Under th~ head of unfinished business, Manager Vergeer advised that CI'OWII Zellerbach Paper Corp. has
l requested renewal and validation of sub-lease to unused portion ot Tract No.. 8, miz Hook Id8hthouse
1 Reservation. It wfls moved by Councilman McFadden that sublease to CrCMn Zellerbach be approved. Seconded
I by Councilman W~lte. All voted lI3e. Motio~ carried.
i Under the head of new business, the Council considered a plan whereby City employees would participate
I in Social Security benefits in conjunction with the present retirement system. 11,.. Verg"er explained
the ,plan, and accorditng to information available, participation is ,highlJ' recommended. .Lt was moved by
Councilman McFadden that the matter be tabled tor turther imrestigation until the next meeting. Seconded
by Councilman . Powell. ill voted ~e. Motion carried.
Claims paid October 19, 25, November 1, 3, were apjroved in total amount of $28,081.23. It was moved
by Councilman Powell that claims be approved as paid. Seconded by Councilman Wolfe. ill, voted k;Je.
Motion carried.
The Nazarene Church requested in writing that they be exempt from pa,ying tee for building permit on con-
templated construction at 2d and 'Race Streets. Manager Vergeer reminded t hat other organizations have
been required to p~ without exemption. Attorney Severyns cited Ordinance recently adopted as establishing
tees for building permits wi,th no exceptions although it was the opinion of the Attorney thst the Council
could allow credit for' fee previously paid. It ,was moved by Councilman Sandison tha.t the Council
authorize credit allowaDce for IlIllOunt ot fee ,paid on previous permit issued. SecoDied by Councilman Powell
and unanimously carried.
I Report of the Police Department tor the month of October was submitted for approval. It was moved by"
Councilman McFadden that the report be accepted and placed on file. Seconded by Councilman Wolfe. ill

Rq Petersen appeared for Del Guzzi Brothers a.nd displ~ed 1llBp, sho1dng proposed improvement district.
I The Company propose' to purchaae ll6, lot s or approximately 10. bloeks between 12th and 15th streets west
ot C Street and'improve the same by rough grading the streets and installing truck and lateral sewers.
I The City would then be expected to gravel streets. The lots being owned by Clallam County, it would be
I necessary for the. City to purchase lots for pr,otection, of improv!lllent assessments a.nd publish notice of
sale of the same. To eliminate possibility of bids being filed for ialividual lots, Manager Vergeer
recommended that the bid publication specify the ent,ire g~p as llJIit purchase, street grading and sewer,
installation to be included subject to approving opinion of the City Attorney. It was moved by Council-

I The report of Chester .I~rgan, Examiner for Di vison of Municipal Corporations, was presented for Council
I perusal. It Was moved by Councilman Wolfe that report be accepted and placed on file. Seconded by
I Councilman, Sandison and carried.
Under the head of introduction of Resolutions the following was introduced am. read in full:
RESOLUTION 7 - 54
FOR TRANSFER OF ITalS WITHIN FUNDS
WHEREAS IT APPEARS, that requirements of certain departments for the year 1954, made necessary
the expenditure of SUlll5 of money greater than, the appropriation therefore, and
WHEREAS, the' amount provided for other items within the same legal classification had not been
exhausted and portions of said appropriation can be transferred within the same legal classification and,
WHEREAS, those requirements could not have been reasonably foreseen at the time of preparation of

It was moved by Councilman Wolfe that the foregoing Resolution be approved and adopted. Seconded by
Councilman Sandison. All voted Aye. Motion carried.
Manager Vergeer cited ihe transfer in the Light Depa.rtment of $1,0.00.00 to New Truck, this amount cover-
1 ;ing cost of truck and ladder recently purchased with adequate amount remaining for purch...e and install-
ation of radio in the truck. Mr. Vergeer further explained that as the equipment will be used during
emergencies, authorization for purchase of the radio will be appreciated. The Council confirmed
nec.ssity for radio and authorized purchase of same. '
Under the head of introduction and reading of ordinances, the following were int roduced and read in full

City, declaring the estimated cost thereof, providing tor'the issuance of &250,000 ot electric revenue
bonds to provide fws therefor, providing the date, 'form, terms and maturities of said boms, creating a
Bond Redl!lllption Fund for the ~nt of the principal am interest thereot and a Reserve Account, providing
certain covenants and protective features safeguarding such payments, reserving the right in the city
to issue additional revenue bonds on a parity with said bonds, to be issued. am declaring an emergency.
It was moved by Councilman Ware that the foregoing ordinance be approved and adopted. That notice of
sale 01' the boms be pUblished ani bi.ds for the same be rece! ved until 7:30 p.M. November 1$. Motion
seconded by Councilman Sandison &nd unanimously, carried.

It was moved by Councilman McFaddlm that the foregoing Ordinance be approved and adopted. Seconied
by Councilman Sandison. All members voted /fie. Motion carried.
