The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council- men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder; Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that minutes of the previous meeting be accepted as received and placed on file. A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, that the vouche~s be appro~ed for payment in amounts of: General Funds, $34,063.32; Water Fund, $11,408.28 - warrant~ No. 12571 - 12583 and Light Fund, $77,777.30 - warrants No. 12971 - 13003, a total of $123,248.90. I The following Ordinance was introduced and read in full: ORDINANCE NO. 1544 AN ORDINANCE of the City Council of the City of Port Angeles declaring an emergency and making an appropriation to the Park and Recreation Department L.I.D. Assessment Fund. II by councrl- I A motion by Councilman Wolfe that the foregoing ordinance be adopted as read, was seconded man Maxfield and unanimously carried. The following resolution was read in full: RESOLUTION NO. 11-64 A RESOLUTION of the City of Port Angeles with reference to Federal interference with watersheds. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that the fore- going resolution be adopted as read. Relative to a memo from the City Ma~ager concerning the ~evising of major arterial street pattern I :for the Clty of Port Angeles, a motlon was made by Councllman Wolfe, seconded by Councilman Schroed~r jand carried, that a thoroughly revised map be presented to the Council for study. II fA motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that Mr. Vandela~ be encouraged to proceed with talks with the residents 1n the area west of the Mt. Angeles Road to ,decide on a proposal relative to annexation, water lines and sanitary sewers in that area. A motion was made by Councilman Maxfield, seconded by Councilman Schroeder and carried, to approve the application of Mrs. Gladys H. Johnston for the -retention of an already established mobile home at 1134 E. Front St., as recommended by the Planning Commission. IIA motion by Councilman Thorne to approve and place on file the Planning Commission minutes of Oct. 20, 1964, was seconded by Councilman Bettger and carried. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, 'to accept and place on file the Library Board minutes of October 22, 1964. I A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to go ahead andl' lestablish "grade" (1%) on Chase Street between First and Second streets, according to the City ! Engineer's specifications. iA motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to refer to I, 'the Planning Commission the letters from School District No. 21 and Rayonier, Inc., requesting re- I ,IClaSsifYing of certain property from First Class Residential to Second or Outlying Business District~ ;'A motion was made by Councilman Maxfield, seconded by Councilman Schroeder and carried, that Mr. "Calland, Library custodian, be retired on regular retirement date February 1, 1965. II ,IA motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, that the Ligh~ and Water Operating and Balance Sheets, the Light, Water and Sanitation Billing Reports, Monthly IBUdget Report of Receipts, and the Fire, Recreation and Police Judge Monthly Reports be accepted and placed on file. A motion was made by Councilman Schroeder, seconded by Councilman Maxfield and carried, to accept and place on file the reports on out of town trips by Dick Mullins, Mina Saari, Robert Bruce, Donald Herrman, Beulah McNeece and Gene Williams. IA motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, that the City 'put the sewer in on a cash basis, at L.I.D. rate in that area, for D. C. McElravy on lots 11, 12, 13 and 14, Blk. 415 T, in area of 15th and "A" Sts. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, to purchase back Lot 13, Blk. 25, Section L in Ocean View Cemetery, from F P Clark for $17.50, the amount he paid for the lot. Mr. Herrman reported that almost twice as many have signed up for "Free Swim" instruction in 1964 as there was in 1963. A group of tavern owners and operators appeared in protest against the enforcement of state laws 'relative'to the defeat of Referendum Measure' No. 34 at the election held November 3, 1964. After considerable discussion a motion was made by Councilman Wolfe and seconded by Councilman Maxfield, that as of January 1, 1965, the City enforce the State Law as v~itten, relative to all gambling de- vices. On called vote, Councilman Wolfe, Maxfield, Cornell and Thorne voted "Aye", Councilmen Bett~ ger and Schroeder abstained from voting. Motion carried. P.~4ZU ..... 'The application of Kenneth H. Rudolph, Handee Food Shop, for liquor license was referred to the Police Chief for review. Monday., November 9, 1964 at 7:30 p.m. was set for meeting to discuss sanitary sewer facilities. I 'Other subjects of discussion were appointment of a Park Board member and progress of safety trails south of the Boulevard.
