PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
November 6, 1969
The Council met in regular session at 7:30 P.M. Officers present were Mayor
Wolfe, Councilmen Thorne, Maxfield, Bettger, Schroeder, Basom and Cornell;
Manager Herrman, Attorney Moffett and Clerk McNeece.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
carried, to accept and place on file the minutes of the regular meeting of
October 16, 1969 and the minutes of the special meeting October 27, 1969.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
unanimously carried, to approve and pay to CH2M $1,021.44 for engineering
services .from August 26 through September 24, 1969, in connection with the I
Sanitary Sewerage System Improvements.
A motion was made by Councilman Bettger, seconded by Councilman Cornell and
unanimously carried, to approve for payment Claims Vouchers in amount of
$209,749.56, Interdepartmental Transfers $48,603.66, Payroll Transfers
$49,543.43 and confirm payment on L.ID. No. 189 in amount of $118,000.00.
A motion was' made by Councilman Cornell, seconded by Councilman Thorne and
unanimously carried, to acknowledge receipt of the 1970 Preliminary Budget
and express appreciation for the fine appearance and timeliness of the
presentation.
A motion was made by Councilman Basom, seconded by Councilman Schroeder and
unanimously carried, to approve a Conditional Use permit for Olympj~c Vista Inc.
to permit operation of a private Inn in an RS-7 zone at 532West~llth"Street,
a6recommended by the Planning' Commission. Co.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and
unanimously carried, to concur with the Planning Commission's recommendation
and grant a Conditional Use Permit to Ray Robinson to allow construction of a
duplex in an RS-7 zone, on the north side of Park Ave. just west of Cherry
Street.
A motion was made by Councilman'Cornell, seconded by Councilman Bettger and I
carried, to accept and place on file the Planning Commission Minutes of
October 21, 1969.
The Mayor presented the Certificate of Merit for the 1968 Financial Report
to Beulah McNeece, with congratulations for having received the certificate
from the Washington Finance Officers Association.
A motion was made by Councilman Basom, seconded by Councilman Maxfield and
unanimously carried, to accept the petition of seven homeowners in the
1300 block on EastSeventl~~eet and include them in the Cresthaven L.I.D.
(a check is to be made to determine the extent of the area covered under this
petition)
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and
unanimously carried, to accept and approve the contract with CH2M for engi-
neering services in the proposed Ennis Street L.I.D.
A motion was made by Councilman Basom, seconded by Councilman Maxfield and
unanimously carried, to approve the renegotiated contract with Southwick,
Campbell, Waterman Co.; Hughbanks, Inc. and Wm. P. Harper & Son & Co.
relative to L.I.D. No. 189 warrants and bonds. (The interest on the remain-
ing warrants issued during construction and the complete issue of bonds after
completion will be 6.75% per annum.)

A letter from Bonneville Power Administration regarding new rate schedule indi-
cated that there would be no raise in the present rates at this. time.
A letter from the Washington State Highway Commission concerning a design
hearing on the Elwha River Bridge and Approaches, and Proposed Alignment
on December 11, 1969 was read and discussed.
A memo from the Recreation Department Concerning hiring a City Gardner was
read and discussed. Also a memo from the Light Department Superintendent
concerning electric rate schedule for the swimming pool.

A motion was made by Councilman Thorne, seconded by Councilman Cornell and un-
animously carried, to table and allow the new Council to make the decision con-
cerning conversion or new meters on all "On Street Parking".
A motion was made by Councilman Maxfield, seconded by Councilman Basom and un-
animously carried, that the Engineers' Department be authorized to install a
permanent barricade at 10th and Boulevard.
The City Manager is to contact the McFarlands to determine whether they object
to bringing the sidewalk down to grade in t~e vicinity of 2nd and Laurel Streets.

A motion was made by Councilman Cornell, seconded by Councilman Bettger and un-
animously carried, to refer the requast of the City EiJlployeesthat the City
provide parking facilities for city employees to the City Manager for recom-
mendation.
A letter from E. John Maier, President, Peninsula College, concerning Community
College Week - November 16-22, and inviting the Council to an informal luncheon
November 17, was read. Several Councilmen indicated they would plan to attend.
Receipt of the Olympic Air Pollution Control Authority Board of Directors Minutes
of October 1, 1969, were noted. Also a meeting to be held in the Elks Building
at 1:00 P.M. on November 7, 1969 - a Hearing on a proposed Air Pollution Ordi-
nance waS discussed. The City Manager will attend and present some of the prob-
lems concerning burning at the city dump.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and
carried, to accept and place on file the Minutes of ~: the Library Board Meet-
ing on October 23, 1969. (It was noted that Lincoln Construction Co. received
the bid for remodeling the library and the old fire hall - not Puget Sound
Construction Co.)
Minutes of the Olympic Regional Planning Council of October 29, 1969, were re-
ceived and discussed.

A motion was made by Councilman Basom, seconded by Councilman Bettger and carried,
to approve transfer of Liquor License from Elson Arthur Brewer and Helen M.
Brewer-to Merle Lester Schildknecht, Brewer's Tavern.
Letters from the Washington State Liquor Control Board were read. Re: discon-
tinued licensffiof Gordon Keith Sexton, d/b/a Pizza Pete for sale of beer at 1123
E. Fi1ist Street and Frederick H. Jones and Sidney J. Williams d/b/a Pieces of
Eight licensed operations at 229 West First Street, and the granting to John
B. Robinson, Executor, special permission to operate under the license privi-
leges of James E. Robinson, d/b/a-Harringtonrs Town House.
A motion was made by Councilman Basom, seconded by Councilman Schroeder and un-
animously carried, to accept and place on file the following reports:
I.B.M. Progress Report, the Light, Equipment Rental, Sanitation, Street, Treas-
urer, Water and Revenues and Expenditures Summary for the month of September;
The utilities Billing and Recreation reports for October and the Out-of-Town
Reports of John Warder and Paul Reed, and Warner Childress and Beulah McNeece.
The following ordinance was read in full.
ORDINANCE NO. 1667

AN ORDINANCE relating to and regulating the making of
loud, disturbing and unnecessary noises. All ordi-
nances in conflict are herewith repealed.
A motion was made by Councilman Maxfield, seconded by Councilman Cornell and un-
animously carried, that the foregoing ordinance be adopted as read.
A motion was made by Councilman Cornell, seconded by Councilman Maxfield and un-
animously carried, to approve Call for Bids for furnishing gasoline, fuel oil,
diesel and lubricating oil for the City for the year 1970.

nowledged.

Other subjects discussed were the need for enforcing the "walk" and !'don!t walk"
traffic signs, also a crack down on "jaywalking"; the City Manager reported
that cracks in the surface of Race Street have been seal coated in an attempt
to keep water from getting under the paving; Councilman Cornell expressed his
appreciation for the cooperation of the other council members and the department
heads who attended the Council meetings, and Mayor Wolfe thanked the Council
for their cooperation during his term as Mayor.
The meeting adjourned at 10:05 P.M.
