The C"ity Council met in regular session at 7:30 P.M. ami was called to order by Mayor Smith. Roll call of officers revea1ed the following present: Councilmen Brown, Sandisro, Matthieu, Wolfe, McFadden, Max- I field, Manager Vergeer, Attorney Severyns and Clerk Law. It was moved by Councilman Brown that minutes of the previous meeting be approved. Seconded by Councilman McFadden and carried. Motion seconded by Councilman Matthieu and carried. l'One. bid was received from Schreiner Chevrolet Co. to furnish the City one chassis and cab" in amount of $2,645.00. It was moved by Councilman Brown that bid be accepted. Seconded by Councilman SanllisQn and carried. . IThe thirty day period having expired since completion and acceptance of work done and material fumished by Matt Malaspina Co. in L.I.D. No. 173, Engineer Warder recommended that the IS" retained or $4,009.16, be paid the contractor. It was moved by Councilman McFadden that claim for 15'l\ retained be approved and paid after all claims against the contr~tor are satisfied, a warrant issued on L.I.D. No~ 173 Construction Fund in payment of same, and the City Clerk authorized to issued warrants No. 20 for $2,000.00, 21 for $1,000.00 and 22 for $1,009.16 on L.I.D. No. 173 Fund, bearing interest at the rate of 4 5/ft1. per amum, dated :November 12, 1957, proceeds to be deposited in the L.I.D. No. 173 Construction Fund. No. 175, the City I!ngineer recommended tha t the IS'l\ retained, or $2,639.35 be paid the contractor. It was moved by Councilman McFadden t hat claim for IS" retained be approved and paid after all claims against the contractor have been satisfied. Motion seconded by Councilman Brown and carried. Fixed estimate claims against L.I.D. 's were approved as follows: L.I.D. No. 171, Peninsula Herald, Public- ation, $4.08 and City Treasurer, stamped envelopes, $79.20. L.I.D. N o. 175, Peninsula Herald, publications, $6.48. It was moved by Councilman Sandison that fixed estimate claims be approved and paid. Seconded by Councilman Matthieu and carried. Fred Overly, National Park Superintendent, appeared to request permiSsion to erect directional signs Showing the way to Park Headquarters and Hurricane Ridge Road. Also cited numerouS complsi nts concerning inadequate signs for public information. It was moved by Councilman Wolfe that if there are no Objections from property owners, the sign installations be approved. Seconded by Councilman Sandison and carried. :,The Police Department requested that $5.00 per worki, day of their salaries be designated as subsistence, Ithereby exempting this amount from withholding tax. t was moved by Councilman McFadden that request be referred to the City Attorney. Seconded by Councilman Wolfe and carried. Reports of the City Departments were approved as follows: Treasurer's financial report. budget reports. Fire and Police Departments and Utilities. It was moved by Councilman Brown that all reports be accepted and filed. Seconded lIy Councilman Matthieu and carried. :Council received petition signed by property owners requesting that permanent grade be established on Eighth IStreet from C Street to L Street and improvement of same. It wa~oved by Councilman Wolfe that petition be re!erred to th",e Planning Commission. Seconded by Councilman Matthieu and carried, Patrolman Loucks read letter from the Police and Fire Departments, recommending that Murray Randall or someone from the ranks of labor be appointed as member of the Civil ~ervice Commission, his term expiring as of November 8. No action was taken at this time, Mrs. Kenneth Breitbach filed claim for damage to her car October 18 caused by sign left in Marine Drive l~t Fibreboard Paper Products, amount of Claim, $35.55. It was moved by Councilman Brown that claim be re- (erred to the Attorney. Seconded by Councilman Sandison and carried. Clarence Lundstrom filed claim for damages to fence and bu11ding caused by City garbage truck in amount of $13.00. It was moved by Councilman Brown that claim be referred to the Attorney and Insurance company. William H, Gwynn appeared. before Council and read prepared statements, commending the Civil Service Board for impartially conductina recent hearing and searching out facts. Also recommending that Murray Randall be retained on the Board.o Mr. Gwynn then read statements concerning pollution control, the Pollution Con- trol Commission, bacterial tests and Evening News articles. Mr. Gwynn then advised that further planning be delayed as something new may develop of which the Council is not informed. Mter further diSCUSSion, it was dec.ided that if possible, a meeting will be arranged at wbich representatives of the Pollution Cont- rol Commission, the Counci 1 aoojinterested public will be present, Under the 'head of introduction of Resolutions, the following were: introduced and read for Council approval: RESOLUTION NO. 25 -57 I A RESOLUTlCN of the City Council of the City of Port Angeles, w~shington, providing for the iSSUance of I I bonds of Local Improvement District No. 171 of the city in the principal sum of $245,000. I It was moved by Councilman Br";"n that the foregoing' Resolution be adopted. Seconded by Councilman Maxfield, and carried. I RESOLUTION NO. 26 - 5'7 A RESOIillTlrn of the City Council of the ~ity of Port Angeles fi~ing the time and place for hearing upon I the assessment roll for Laal Improvement District No. 173. I It was mov,ed by Counci1lllan Brown that the foregoing Resolution be adopted. Seconded by Councilman Sandison and carrie.d. RESOLUTION NO. 27 - 5.7 A RESOLUTICN transferring budget appropriations within the 1957 ,Budget within their respective classifica- tions in the appropriation for the Street Department, Water Department ,Light Department, Pack Department, and the Cemetery lJepartment. It was moved by Councilman Brown that the foregoing Resolution qe appro,l"d and adopted. Seconded by Councilman Sandison and carried.
