NOVEMBER 7, 1972 The Council met in regular session at 7;30 p.m. Officers present were Mayor Basom, Councilmen Hordyk, Haguewood, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Hordy~, seconded by Councilman Wray and unanimously carried to accept and place on file, as received, the Minutes of October 17, 1972. A motion was made by Councilman Haguewood, seconded by Councilman Olson and unani- mously carried to authorize permission to call for bids for the furnishing of gas- oline, diesel fuel and lubricating oil to the City of Port Angeles for the year 1973. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to refer the Claim of Mrs. Edna Clark, ,regarding damage to pro- per~y Block 3 of Cooperts Addition resulting from work done by Park Department, to the City Manager and City Attorney to negotiate- with Mrs. Clark for settle- ment and release. I A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani- mously carried to concur with the recommendation of the Light Superintendent and deny the claim of Harold G. Horton, pertaining to damage to a tel~vision set sup- posedly.causect by high-voltage. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to approve for payment Claim Vouchers in the amount of $148,453.24 and Payroll Transfers in amount of $ 67,695.69. The public hearing for the Shoreline Permit Application of Department of Natural Resources was opened at 7;40 p.m. No protests liad been received and a motion was made by Councilman Haguewood, seconded by Councilwoman Ross and carried to approve the application of Department of Natural Resources for a shDreline permit to dis- pose of material waste in the Strait of Juan de Fuca. All Councilmen voted "Aye," except Councilman Lukey, who voted "No." Motion carried. Hearing closed at 7:45 p.m~ A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani- I mously carried to accept the petition of approximately 85 signatures regarding extending Boulevard and not 5th Street to Golf Course Road, and to thank the residents for presenting~their feelings on this subject. . A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani- mously carried to accept and .place on file the memorandum from the Director of Public Works regarding rates to be considered for the Solid Waste Landfill Area if the City enters into an agreement with the County on this. The following resolutions' were read ,in' ,full: RESOLUTION NO. 8-72 A RESOLUTION of the City Council of the City of Port Angeles, Washington fixing the time and place for the hearing upon the assessment roll for Local Improvement District No. 193. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to adopt the foregoing resolution as read. RESOULTION NO. 9-72 A RESOLUTION of the Council of the City of Port Angeles, Washington providing for the sale of bonds and warrants of Local Improvement District No. 194. A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani- mously carried to adopt the foregoing resolution as read. The following ordinance was read in full: I ORDINANCE NO. 1767 AN ORDINANCE amending the 1972 Budget~Library-Federal Social Security Act Grant) A motion was made by Councilwoman Ross, seconded by Councilman Wray and unanimously carried to adopt the foregoing ordinance as read. ~ 311 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. NOVEMBER 7, 1972 (Continued) A memorandum from the City Treasurer regarding the Washington Public Power Supply Net Billing Agreements was read in full and the Council thanked Mr. Childress for this report. A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unani- mously carried to refer to the Park Board for recommendation the letter of Rosemary Cockrill requesting the City to ban smoking at Civic Field. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- mously carried to approve the Proclamation as read by the Mayor proclaiming the Iweek of November 19-25, 1972 to be BIBLE WEEK. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the Civil Service Minutes of October 26, 1972; the Community, Action Council Minutes of October 18, 1972 and the Pub- lic Library Board Minutes of November 2, 1972. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani- mously carried to table the appointment of two new members to the Library Board uDtil the next meeting, so that the Council might meet with the Library Board. on November 20, 1972. .~ -- A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to approve the application of walpurgis Tavern for a'Class C Dance L~cense, concurring with the Police Chief's recommendation. A motion was made by Councilman Hordyk and seconded by Councilwoman Ross to concur with the recommendation of the Police Chief and not approve the transfer of the Class H Liquor Dicense from the Bevo, Inc., Lee Hotel, to Sally, Celia Corning. All Councilmen voted "Aye" with Councilmen Haguewood and Lukey abstaining. Motion ca:rried. I After consiaerable audience discussion and reading of recommendation of the Police Chief' and a protest by Robert McCrorie, all regarding the location for an outdoor firing range, a motion was made by Councilman Hordyk, seconded by Councilman Hague- wood and carried to table this issue until the next regular meeting so that Coun- cil may meet with interested parties at the site on November 19th at 10;00 a.m. All Councilman voted "Aye," except Councilman Lukey, who voted "No. It Motion carried. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried'to accept ana place on file the following reports; City Librarian, Audio-Visual Clerk, and Personnel Director. . . With reference to Mr. Miller's request regarding annexation and property improvements a_motion was made by Councilman Hbrdyk, seconded by Councilman Wray and unanimously carried to approve Mr, Miller's putting in improvements and paying or putting up a bond as the property i~ platted, and not all at once. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- mously carried to authorize permission to call for bids for Microfilm camera, re~der, printer, Micro-thin Jacket, Reader-Filler and Supplies for the Police Dep~rtment. A_motion was ~ade by Councilman_Lukey, second~d by Councilman Hordyk and unani- mously carried to table the request to call for bids for a station wagon for the Library, and refer it to the Budget Work"S~sSion Dn,November.8, 1972. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and carried to approve the transfer of liquo~ license from Norma Rae Anderson to Harry Gerald Davis and Janie Pearl Davi,s, BABE'S TAVERN. Councilmen vo!ed "Aye" except Councilmen Haguewood and Lukey, who abstained. Motion carried. I Other subjects of discussion were Olympic Regional Planning Council Minutes of November 1, 1972; Liquor license transfer notice on B.M.
