I CALL TO ORDER - SPECIAL MEETING

Mayor Whidden called the special meeting to order at 6:35 P.M. for the
purpose of interviewing applicants for the vacancies on the Parks,
Recreation and Beautification Commission.
II CALL TO ORDER - CONTINUED MEETING
Mayor Whidden called the November 5, 1985, meeting back to order at 7:08
P.M.

Members Present: Mayor Whidden, Councilmen Gerberding, Hordyk, Quast,
Schermer, Stamon.
Members Absent: Councilman Haguewood.
Staff Present: Manager Flodstrom, Attorney Knutson, Deputy Clerk

VI FINANCE
1. Bid Awarded to RTE corporation for Transformer - USCG Air Station
Councilman Gerberding moved to award the bid to RTE Corporation of Portland
in the amount of $5,404.01, including tax. Councilman Quast seconded and
the motion carried.

VIII LEGISLATION
1. Planning Commission Minutes of October 23, 1985, and Special Meeting
of October 29, 1985 - Accepted
Councilman Quast moved to accept and place on file the Planning Commission
Minutes of October 23, 1985, as written. Councilman Schermer seconded and
the motion carried.
Councilman Quast then moved to accept and place on file the Planning
Commission Minutes of the Special Meeting of October 29, 1985. Councilman
Stamon seconded and the motion carried, with Councilman Schermer
abstaining.
2. Proclamation - Veteran's Day
Manager Flodstrom explained that Mayor Whidden had signed the proclamation
November 5th and that no further Council action was required.
3. Request From Veterans' Organizations to Rename Central Park to
Veterans' Park
Kenneth Watkins, a member of the VFW, the American Legion, and the Disabled
American Veterans, presented his request to the Council. Following discus-
sion at length, Councilman Quast moved to refer the matter to the Park,
Recreation and Beautification Commission and to the Council Memorial Com-
mittee. Councilman Gerberding seconded. Park and Recreation Director John
Marsh noted there was a meeting of the Park Board Thursday, November 14,
1985, at 7:00 PM. The Council instructed Park and Recreation Director

Marsh to place this as Item No.1 on the Agenda. On call for the question,
the motion carried.
Councilman Quast suggested that if the veterans' name is attached to the
Park, the group pursue bringing more flowers into the park.
4. Agreement With Port Angeles Downtown Association for PBIA
Administration Discussed
Manager Flodstrom explained that the managers of the Downtown Association I
had reviewed their current agreement with the City of Port Angeles. He
explained that the Port Angeles Downtown Association is requesting that
they administer the newly established PBIA. He explained two steps needed
to carry this forth; specifically, amendment of the existing Parking
Ordinance to recognize the PBIA, and amendment of the existing agreement
between the City of Port Angeles and the Downtown Association to recognize
the administrative responsibility for the Downtown Association.
The Council, staff and Jerry Cornell discussed the matter at great length.
Jean Fairchild of the Port Angeles Downtown Association entered the meeting
during this discussion and joined in the discussion.
Following discussion, Councilman Gerberding moved to amend Section 17, sub-
section 2, for consideration at the November 19th meeting. Councilman
Stamon seconded. Manager Flodstrom stated that staff would bring back a
draft summary agreement for administration of the PBIA by the Downtown
Association on November 19th. On call for the question, the motion
carried.
5. Public Hearing Set for December 3, 1985, to Declare Property Surplus
Councilman Quast moved to set the public hearing for December 3rd for the
disposition of surplus property. Councilman Gerberding seconded. Upon
inquiry, Manager Flodstrom explained that the view trip with the Real
Estate Committee was for the purpose of determining parcels owned by the I
City which could be made available for sale to the public. The motion
carried.
6. Resolution Passed Requesting Congressional Delegation to Support
Existing Federal Preference Clause for Public Utilities
Mayor Whidden read the Resolution by title, entitled
RESOLUTION NO.
36-85
A RESOLUTION of the City of Port Angeles
reaffirming the Preference Clause and
requesting the City's Congressional
delegation to support existing law and
to oppose any proposed changes.
Councilman Hordyk moved to pass the Resolution as read by title. Council-
man Stamon seconded and the motion carried.
7. Rebecca Redell and Douglas Redgrave Selected to Fill vacancies on
Park, Recreation and Beautification Commission
The Council cast ballots for the vacant positions on the Park, Recreation
and Beautification Commission. Rebecca Redell and Douglas Redgrave were
selected. Councilman Schermer instructed staff to send letters of thanks 1._
to other candidates.
8. Proclamation - Cystic Fibrosis Awareness Week - November 4 through 10,
1985
Mayor Whidden read the Proclamation and urged all citizens to learn more
about this tragic disease and to support research for a cure.
9. Grant Application for Hydro/Geological Study at Port Angeles Landfill
Authorized
Councilman Schermer moved to concur with the recommendation of the Public
Works Department to authorize the grant application. Councilman Quast

seconded. Public Works Director Pittis explained this was simply to
authorize the application for the grant; that should the grant be awarded
the Council would have the option of acceptance. He explained also that it
was a fifty/fifty grant. The motion carried.
10. Information on City's Participation in Federal Emergency Management
Agency (FEMA) Teleconference

Fire Chief Glenn reported to the Council on an invitation he recently re-
ceived to attend a Federal Emergency Management Agency teleconference on
March 12, 1986. The teleconference will be televised nation-wide and only
four other agencies have been invited to participate. Those include
Stillwater, Oklahoma: Mount Vernon, New York; Los Angeles, California; and
Washington, DC. Mayor Whidden praised the Port Angeles Fire Department.
Councilman Stamon also commented on what a significant honor this was.
Other Councilmembers joined in praising the Port Angeles Fire Department
for this nation-wide acclaim.
11. Letter of Agreement Authorized Between City and Port for Additional
Fire Protection
Following discussion with staff, Councilman Schermer moved to authorize the
Mayor to sign the agreement. Councilman Gerberding seconded and the motion
carried.
12. Request by Art Rud to Address the Council
Mr. Rud discussed with the Council and staff at great length further ques-
tions he had on the beam lamination project a william Shore Memorial Pool.
During discussion, Manager Flodstrom indicated that a final report had not
yet been received from the State Auditor on the project. Following discus-
sion, Councilman Stamon moved to set aside further discussion of this
matter until the final report from the State Auditor is received. Council-
man Schermer seconded and the motion carried.
III IX LATE ITEMS
Councilman Gerberding referred to information included in the Association
of Washington Cities news bulletin about proposed regulations for storm
water drainage. He directed staff to draft a letter urging caution on
pursuing this matter to avoid another problem similar to the one now facing
the City with secondary sewage treatment. The Council and staff concurred
to discuss this matter further at the special meeting of November 2lst as a
part of budget discussions.
Manager Flodstrom referred to a memo included in Councilmembers' packets to
Art Rud. He also noted that this Friday, November 15, 1985, marked the
dedication of the Hiller Helicopter project in Port Angeles.
Councilman Hordyk noted that November 22nd was the date of a retirement
party for Fire Marshal Gary Braun who will be retiring effective November
29th.
