The Commission met in regular session at 10 A.M. and was called to order by Mayor Beetlw. Roll call
showed the following officers Present: Mayor Beetle, Connnissioner Lind, Attorney Conniff and Clerk
Hawk ins .
The minutes of the previous session were read and approved.
Under the head of applications for Building cermits and Licenses the following were granted:

Under the head of Introduction of Resolutions the following resolutions were introduced:
RESOl!.UTION
VnffiREAS, The City of Port Angeles is the owner of the following described real property, having acquired
the same by Treasurer's Deed, dated October 26, 1938, under and by virtue of the authority of Section 9593
of Remington's Revised Statutes, Chapter 143 of the Laws of 1929, page 365, to-wit:
The North 50 feet of Lots Nineteen (19) and Twenty (20), Block One
Hundred Twenty-one (121), lownsite of Port Angeles, Washington, and
WHEREAS, James C. Bena has offered to purchase from the Gity of Port Angeles the above described real
property for the sum of $260.00, payable as follows: $50.00 as a down payment' and $8.00 on or before . '/
December 4, 1940, and $8.00 on or bHore the 4th day of each and every month thereafter until paid in full.'
Interest to be computed at the rate of 7% per annum on the balance due and paid with the monthly install-
ments, and
WHEREAS, The Ci~ Commission has viewed the said property and is of the op~fi1on that the offer is fair
value and is in excess of the amount paid by the City for said property, plus allL.I.D. assessments,
including interest and other charges against the same,
NCWi, THEREFROE, BE IT RESOLVED, that the said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said James C. Bena for the mL~ hereinabove set forth, subject to ar~
other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed con-
veying the said property to the purchaser, and that the City Clerk of the City of Port Angeles be and he is
hsreby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and
he is hereby instructed to countersign said quit claim deed when the purchase price and all accrued int-
erest thereon has been paid in full.
It was moved by Commissioner Lind that the foregoing resolution be approved and adopted. Seconded by
Mayor Beetle. On roll call all members votec aye. The Mayor declared tne motion carried.
RESOLUTION
WHEREAS, 'he City of Port Angeles is the ownsr of the following described real property, having acquired
the same by Treasurer's Deed dated October 31, 1940, under and by virtus of the authority of Section 9393
of Remington's Revised statutes, Lhapter 145 of the Laws of 1929, page 365, to-wit:
Lot Three (3), Block Seventy-three (73), 'i.'omsite.of Port IIngeles,
Wa shington, and
WHEREAS, Bert Smith has offered to purchase from the Cit). of Port Angeles the above described real prop-
erty for the sum of $85.00, payable as follows: S15.00 as a down payment and $5.00 on or before the 6th
day of December, 1940, and $5.00 on or before the 6th day of each a~d every month thereafter until paid
in full. Interest tc be computed at the rate of 7% per a~"um on the bal&nce due and paid with the monthly
installments, and
VlHEREAS, The City Commission has viewed the said property and is of the op~fi1on that the offer is fair
value and that at this time it is the best interest of the City that it should be accepted and the sale
made.
NOW, TH'JREFORE, BE IT RESOLVED, That said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Bert Smith for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City Attorney. be instructed to prepare a quit claim deed
convsying said property to the purchaser, and that the City Clerk of the City of Port Angeles be and he is
hereby instructed to execute said quitclaim deed, and that the Mayor of the City of Port Angeles be and
he is hereby instructed to countersign said quit claim deed when the purchase price and all accrued int-
erest thereon has been paid in full. .
It was moved by Commissioner Lind that the foregoing r€solution be approved and adopted. Seconded by
Mayor Beetle. On roll call all members votsd aye. The Mayor declared the motion carried.
RESOLUTION TO SELL PROPERTY ACQUIRED BY jo'OREGlOSURE
WHEREAS, The City of Port Angeles is the owner of the follOwing described property in the City of Port
Angeles, to-wit:

An undivided three quarters of Lot ~ix (6), Block Three (3) of
Williams and Cramer's Subdivision of "'uburban Lot No.7 of the City
of Port Angeles, Washington,
which said property has been acquired by the City on foreclosure of delinquent local improvement assess-
ments: under Chapter 205 of the Session Laws of 192'1, and
to
\mEREAS, Oscar Bystedt has Offered/purchase the above described real property from the City of Port Angeles
for the sum of $150.00, payable as follows: ~75.00 as a down payment and ~6. 75 on or before the 20th day
of December, 1940, and $6.75 on or before the 20th day of each and every mcnth thereafter until paid in
full. Interest to be cumputed at the rate of 7% per annum on the balance due and paid yuth the monthly
installment, and
, W~EREAS, The City Commission has viewed the said propsrty and is of the opinion that the offer is fair
value and is in excess of the amount paid by the Cit~. for said property, plus all L.I.D. assessments, in-
cluding interest and other charges against the same.
NOW, TREREFORE, BE IT RESOEVED, That the said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Oscar Bystedt for the sum hereinabove set forth, subject to a~
valid liens against the sall'.ej that the City Attorney be instructed to prepare a deed conveying said prop-
erty to the purchaser, and that the City Treasurer be authorized to execute the said deed in accordance
ynth the provisions of this resolution and ~hapter 275, Session Laws of 1927, when the purchase price and
all accrued interest thereon has been paid in full.
It was moved by !:ommissioner Lind that the foregoing resolution be approvsd and adopted. Seconded by
l,layor Beetle. On roll call all members voted aye. The Mayor declared the motion carried.
RESOLUTION
WHEREAS, The City of Port Angeles is theowner of the following described real property, having acquired

Cramer' s Subdivision of Suburban Lot No. 7 of the City of Port Angeles,
Washington, and
WHEREAS, Oscar Bystedt has offered to purchase from the City of Port Angeles the above described real
property for the sum of $50.00, payable as follows: $25.00 as a down payment and $2.25 on or before the
20th day of December, 1940, and ~2.25 on or before the 20th day of each and every month thereafter until
paid in full. Interest to be computed at the rate of 7% per annum on the balance due and paid with the
monthly installments, and
WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value and is in excess of the amount paid by the "i~ for the said property, plus all L.I.D. assessments,
including interest and other charges against the same,
NOW, THEREFOR[, BE IT RESOLVED, that the said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Oscar Bystedt, for the ~~ hereinabove set forth, subject to a~
other valid liens against the samej and that the City .1ittorney be instructed to prepare a quit claim deed
conveying said property to thepurchaser, and that the "ity Clerk of the City of Port Angeles be rod he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and

RESOLUTION
ESTABLISHING A PARKINC ZONE ON WEST FIRST STREET
BETWEEN OAK STREET AND CHERRY STREET.
I
WHEREAS, under the provisions of Ordinance No. 1020, the City Commi~sion by resolution may establish new
parking zones and change existing parking zones and shall likewise fix and determine the hours during
which such zones shall be maintained for the purpose of regulating parking and traffic for the safety and
convenience of the inhabitants of the City, and
WHEREAS, 1'he business people of that portion of West First Street, from Oak Street, west to Cherry Street,
have made colnplaint to the City ~ommission that traffic in this district is badly congested and seriously
interferes with properly conducting business in the district, and asked the Commission to establish a
parking zone for the district in order to control automobile parking and traffic, and
WHEREAS, The City Commission, after examining the traffic conditions in the district above referred to
are of the opinion the t a parking zone should be established for the di strict.
Na~, THEREFORE, BE IT RESODfED, That all that portion of West First Street from Oak Street to Cherry
Street be and the same is hereby designated as " parking zone for the control of parking automobiles
and other vehicles, and that between the hours of 8 A.I\:. and 6 P .!,:. each day except Sundays, the pc rking
time in the said district shall not exceed two hours.
It was moved by. Connnissioner Lind that the foregoing resolution be approved and adopted. Seconded by
v.ayor Beetle. On roll call all members voted aye. The Mayor declared the motion carried. I
Under the head of New Business,- I
Arthur E. Anderson having assigned all his right, title and interest in and to Lot 8, Block 256, Tqwnsite, I
to his mother, Olga J. Anderson, requested in writing that when the contract of sale is completed, the deed
be issued to Olga J. .Anderson. The sale of the ~bove described property was authorized by resolution '
dated July 21,1937, and recorded in Vol. 19 of Commissioners' Proceedings an page 508. I

There being no objection the City Clerk was instructed to issue the deed to said property to Olga J.
Anderson, as requested, when all the terms of the sale are oompleted.
