HomeMy WebLinkAboutMinutes 11/17/1970 ,... .... 177 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. , NOVEMBER 17, 1970 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey and Olson, Manager Herrman, Attorney Moffett and Deputy Clerk Hobbs. Councilwoman Ross was absent.. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to accept and place on file, as received, the Council Minutes of November 2, 1970~ I A motion was made by Councilman McRevey, seconded by Councilman Basom and unanimously carried to accept the low bid of $11,963.70 of Morris Construction, Inc. for L.I.D. #192 Sanitary Sewers. A motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried to approve and pay to Owens Brothers, Inc. the first. (October) and final estimate of work done and material furnished on Ediz Hook Rip Rap Project in the amount of $58,300.00, and accept the project as completed. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to approve for payment Claim Vouchers in the amount of $193,496.88 and Payroll Transfers in amount of $59,824.61. A motion was made by Councilman Edwards, seconded by Councilman Olson and unanimously carried to concur with the Planning Commission's recommendation and deny the rezoning request for the area between Peabody Street and Peabody Canyon from Lauridsen Boulevard to Whidby and Park Avenues. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to concur with the Planning Commission's recommendation and deny the request to rezone Lots 6-10 inclusive Block 11 and Lots 11-16 inclusive Block 16 Puget Sound Cooperative Colony Second Addition, from RS-7 to RMF. I A motion was made by Councilman Edwards, seconded by Councilman Basom and unanimously carried to ask the Planning Commission to investigate the possi- bility of putting apartment buildings in the CAD and Residential Buffer Zones. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to accept and place on file the Planning Commission Minutes of November 9, 1970. The following resolution was read in full: RESOLUTION NO. 15-70 A RESOLUTION of the City Council of the City of Port Angeles, Washington, fixing time and place for hearing upon the assess- ment roll for Local Improvement District No. 191. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried to approve the foregoing resolution as read. The following ordinance was taken from the table: I ORDINANCE NO. 1701 AN ORDINANCE providing for local organization for Civil Defense, and granting powers neces- sary to cope with wars or peacetime catastrophes or disasters threatening life and property in the City of Port Angeles. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to adopt the foregoing ordinance as previously read. The following ordinance was read in full: ORDINANCE NO. AN ORDINANCE setting charges for sewer con- struction costs in a certain area in Illinois Addition and providing for reimbursement. 178 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. NOVEMBER 17, 1970 (Con't) A motion was made by Councilman Olson, seconded by Councilman McRevey and unanimously carried to table the foregoing ordinance until the next meeting to determine period of time ordinance would be in effect. The following resolution was read in full: RESOLUTION NO. 16~70 A RESOLUTION stating opposition to proposed Initiative No. 43. A motion was made by Councilman Basom, .seconded by Councilman Edwards and I unanimously carried to approve the foregoing resolution as read. f Mr. Bill Franz of the Bonneville Power Administration spoke to the Council regarding the 3-party contracts with BPA, City of Port Angeles and Power Supply System for construction of seven hydro-thermal plants in the northwest. Under this contract the City will be paying for .02416% of the project or slightly in excess of $1 million a year for power from the Supply System which we will assign to BPA and BPA will in turn pay us for that power, the same number of dollars that we pay for power each month from the Power Supply System. The City Attorney will have the Opinion of Counsel ready for the December 1, 1970 meeting, at which time the signing of the contracts will be considered. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried to ins~ruct the City Attorney to prepare the required ordinance to ad9Pt the 1970 Edition of the Fire Prevention Code. A motion was made by Councilman Edwards, seconded by Councilman McRevey and unanimously carried to approve the request of the Community..Involvement and Responsibility Committee to install and decorate a community Christmas Tree in the parking lot at the corner of 1st and Lincoln Streets. Mr. Marsh, of the Merchants Association, offered any assistance they could give, including donation of the tree. A motion was made by Councilman Edwards, seconded by Councilman Basom, and I unanimously carried to hire a professional labor negotiator to head up the Management Negotiation Team for labor negotiations with the four City Unions. v Barbara Townsend, of the Citizens for Prisoners of War and Missing in Action, spoke to the Council. A motion was made by Councilman Basom; seconded by Councilman McRevey and unanimously carried to approve her request to use the City Center Park for a Prisoner ~f War Display during the month of January. After a lengthy discussion, a motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to accept and place on file the Park and Beautification Board Minutes of November 5, 1970. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the Clallam/Jefferson County Com- munity Action Council Minutes of October 21, 1970; Emanon October Report; and Civil Service Commission Minutes-October. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- mously carried to accept and place on file the following reports; Light and Power; Water; Revenue and Expenditure Summary; Fire; Municipal Judge; Police; Park and Recreation-Pool and Treasurer's monthly reports for October; Finance Officers, Public Works and Sewer and Street Departments out-of-town reports. A letter from the Chamber of Commerce re nominations for Publicity and Pro- motion Committee was read and noted. A motion was made by Councilman McRevey, seconded by Councilman Olson and unanimously carried to approve the proposed emergency connection between the City's Water System and ITT-Rayonier's fire system, with the City noti- fying the Health District of same. I The one-day workshop on Collective Bargaining for Municipal and County Offi- cials in Seattle on Thursday, December 17th was mentioned. Several Council- men plan on attending. J The BPA Public Agency Customer Meeting in Portland on December 3rd was dis- cussed and possibly three councilmen will be able to attend. It was noted that the sidewalk area at 3rd and Laurel is overgrown with bursh anq the property owner should be notified to remedy the situation. NOVEMBER 17, 1970 (Canlt) 179 It was also noted that the bench on the stairway on Laurel Street should be placed right on the landing for people to rest on halfway up and that the railing is in need of repair and the whole area needs cleaned up.
