".'''M~ The City Council met in regular session at 7:30 P.M. Officers present were Mayor Willson, Council men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and Clerk McNeece. ,A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried that minutes of the previous rneet~ng be'approved.arid placed.on file. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, that per- mission be granted to call for bids for furnishing gasoline, lubricating oil, diesel fuel and stove oil to the City during the year commencing January 1, 1966. A motion was made by Councilman Cornell, seconded.by Councilman Thorne and carried, to refer the reQuest to call for bids for a dump truck for the Water Department to the City Manager and the Ser- vice. Garage Superintendent for review of the specifications. A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, to refer the bid of Ruddell Chevrolet-Oldsmobile, Inc. for a Chevrolet, 4-door Sedan, for the Light Department to the City Manager for study and recommendation. Later, on the recommendation of the City Manager, a motion was made by Councilman Cornell, seconded by Counci'lman Thorne and unanimously carried, to award the bid for the Light Department sedan to Ruddell Chevrolet-Oldsmobile, Inc. for a 1966 Chevrolet Biscayne at a net cost to the City of $1,956 .00 . A motion was made by Councilman Maxfield, secunded by Councilman Thorne, and uanimously carried, to accept the low bid of Ruddell Chevrolet-Oldsmobile, Inc. of $1,778.89 net to the City, for a 1966 Chevy II, 100 Series, 4-door Sedan for the Engineering Department. A motion was made by Councilman Wolfe, seconded by Councilman Cornell and unanimously carried, to accept the City Engineer's recommendation, to void (or rescind) L.I.D. No. 187 Fund interest bearin warrants No. 12 through 16, dated November 5, 1965, in total amount of $46,000.00, and to apply the $20,000.00 from the Arterial Street Fund against this progress payment and to issue L.I.D. No. 187 Fund interest bearing warrants in amount of $26,000.00 for the remainder. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, to .approve for payment the fourth (November) and final !"stimate of work done and material furnished by Del Guzzi Construction, Inc., contractor on the L. I.D. No. 187, Penn Street Area Project, in the total amount of $5,000.00. (Retained amount is $5,848.52). A motion was made by Councilman Schroeder, seconded by Councilman Maxfield and unanimously carried, to accept the L.I.D. No. 187 Penn Street Area project as completed from Del Guzzi Construction, Inc.. as recommended by the City Engineer. A motion was made by Councilman Schroeder, seconded by Councilman Thorne and unanimously carried, .\ to approve for payment the first fixed estimate of work done and material furnished by the City of Port Angeles in the construction of sanitary sewers in L.I.D. No. 186, Highland View Sanitary Sewer, in total amount of $1,000.00. ,I A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and unanimously carried, toi approve for payment claims vouchers in total amount of $49,043.17; Payroll transfers in amount of $36,146.42; L.I.D. No. 187 Fund, $18.58 and L.I.D. No. 186 Fund, $22,015.00. , A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, to accept the recommendation of the City Manager, Police Chief, and Director of Public Works, and not install a Stop and Go Light at 8th and Peabody Intersection. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to approve t e quit claim deed to Walter A. Thomas and Minnie P. Thomas. (This is to correct an error in the legal Ilidescription of property in the original grant of easement. There is also a right of way deed from ~Mr. & Mrs. Thomas to the City). 'The following ordinance, as re-drawn, was read in full: ORDINANCE NO. 1475 AN ORDINANCE of the City of Port Angeles providing for a charge and permit for the right to discharge certain waste into the sanitary sewers, and providing for penalties. A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that the fore- Igoing ordinance be adopted as read. IThe following resolution was read in full: Resolution No. 28-65 A RESOLUTION authorizing settlement of certain antitrust damage claims. IA motion was made by Councilman Bettger, seconded by Councilman Cornell and unanimously carried, to adopt the foregoing resolution as read. (This resolution authorizes John W. Riley, of the firm of Houghton, Cluck, Coughlin, Schubat and Riley, to make a settlement in the claims against Allis- Chalmers Manufacturing Company, General Electric Company, McGraw-Edison Company and Wagner Electric. Corp. for the aggregate sum of $31,050.0D. Balance to the City, after costs and fees are deducted, $30,886.80) . A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to approve the application of Gordon K. Sexton and William A. Sexton, Pizza Pete's, for a liquor license C-wine by glass or opened bottle-on premises; D-Beer by opened bottle only-on premises, with the recom~en- dation of the Police Chief, that a method of segregation of minors and adults is part of the licensl when granted, accompany the application. The principal land holders are t ;be contacted regarding an L.I.D. for that area. ~ motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to accept the priginal Recreation Program based on a twenty (20) year program instead of the condensed ten (10) ~ear accelerated program. I ~ motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to approve the I ~pplication of R. J. Goin of 502 East Viewcrest Avenue for a variance to permit an addition to his ' home that would bring the building within 21 feet of the property line instead of the 25 feet re- ~uired, as recommended by the Planning Commission. ~ motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to accept and j'PlaCe on file the Planning Commission Minutes of November 16, 1965. ~ motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to accept and place on file, as submitted, Monthly Budget Reports of Revenues and Expenditures; Monthly Report of the Fire Department, Light Department, Municipal Judge, Police Department, Recreation Department, I, Street Department, Water Department, and Equipment Rental; the Light and Water Department Revenues and Expenses; Treasurer's Monthly Report; Utility Billing Report; Police Department Parking Count I ,on First Street; Civil Service Minutes, and out of town trips-City Manager, Community Development Fonference in Everett; Engineers, A.W.P.A. Meeting in Tacoma, and the Light Department meeting in Ta coma. l motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to refer the ~uestion on parking adjacent to the Post Office Building to the City Manager and Police Chief for I'recommendation. (Mr. Watts, Recruiting Officer for the U.S. Navy, protested any change which would eliminate the two free parking spaces being used by himself and other government workers.) 'Other subjects of discussion were the advertising for a Police Clerk for night shifts, and furnish- ing water to an area south of Ahlvers Road. There being no further business, the meeting was adJourned.
