I I I I The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council- men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Ass't. City Attorney Johnson and Clerk McNeece. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that minutes of the previous meeting be approved as received, A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that permiSSi]n be granted to the City ManagCr to call for blds for furnishing gasoline, oil, diesel and stove oil I to the City during the year of 1965. The report on Park Dept. costs by lndlvldual parks and playgrounds for the year of 1963 was reviewea. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that the voucl~lrs be approved for payment in amounts of: General Funds, $56,243.78; Water Fund, $6,633.59-warrants No. 12584-12602 and Light Fund, $25,154,ll-warrants No. 13004-13036, a total of $88,031.48. The following resolutions were introduced and read in full: RESOLUTION No. 12-64 A RESOLUTION of the City Council of the City of Port Angeles trans- ferring any surplus funds in the Industrial Water Fund to the Domestic Water Fund, and changing the name of the Domestic Water Fund to Water Fund. A motion by Councilman Wolfe that the foregoing resolution be adopted as read was seconded by Councilman Thorne and carried. RESOLUTION No. 13-64 A RESOLUTION of the City Council of the City of Port Angeles making a transfer of $89,000.00 from the Water Fund to the Current Expense Fund. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried, that the foregoing resolution be adopted as read. A memorandum from the Light Supt. set forth some of the problems and expenditures of furnishing lighting service fer annexed area. The memorandum from the City Manager concerning harbor pollution was discussed. The City Manager reported on the meeting he attended regarding 701 Outdoor Recreation and Open Space Plan. To be eligible to receive matching monies from the Federal Land and Water Conservatior' Fund through the State of Washington, the City must prepare a six to ten year comprehensive plan II for Park and Recreational development and present it to the State prior to August or September, 1995. A progress report from the Building Inspector, R. P. Willson, showed that of fifty (50) known mObi~~ and trailer homes in the City all but four or five have either moved or applied for and received variances. IA motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the reCOm- mendation of the Planning Commission be approved and the application of John Collins of 616 West '13th St. for retention. of a mobile home be approved for a period of two years. ; After considerable discussion regarding the application of Mr. John B. Pearce for permission to purchase and install a mobile home at 316 West 2nd St. to be used by the aged and ill parents, the i iMayor appointed a committee - Councilmen Wolfe, Thorne and Bettger - to look into and recommend i action regarding this application. I ,A motion was made by Councilman Maxfield and seconded by Councilman Wolfe that the application of ; Cliff Swain for a variance on Lots 13, 14 and 15, Block 25, N. R. Smlth, to permit thc constructiOl of an off-street parklng lot be approved wlth the provision that an entrance only be allowed on 2n I Street for the 75 ft, lot In question. If the 150 ft. is acquired, no entrance or exit on 2nd St. lS to be allowed. City Manager Herrman had recommended agalnst any entrance or eXlt on 2nd St. On called vote Councilmen Maxfield, Wolfe, Thorne, Bettger and Schroeder voted "Aye". Councilman Cor- nell voted opposed to the entrance on 2nd Street. Motlon carrled, A motion by Councllman Cornell that minutes of the Plannlng Commisslon Nov. 17, 1964 be approved ana placed on file, was seconded by Councilman Bettger and carried. l A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that the Lig~ and Water Work Reports, Light, Water and Sanitation Billing Report, thc City Treasurer's monthly report, the Police Judge's report, the monthly report of Budget Expenditures and the reports of Rosa Sander, Diane Stark and Dorothy Baker on out of town trips, be accepted and placed on file. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, that the appli- cation of J & A., Inc., Dale Rollf's Restaurant for transfer of liquor license from Dale Jennings ROllf, be approved. Mr. K. F. Gau of 1124 Grant Ave. protested, in person, the $5.00 water turn on charge for which he was billed. After considerable discussion, a motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, to abide by the ordinance setting up this charge, charge the $5.00 and if Mr. Gau wishes to install a meter, the $5.00 to be credited on the instal- lation of the meter. Other subjects of discussion were the installation of the Christmas lights and decorations and the installation of a loud speaker and microphone in the Council chambers.
