,The CityCouncil of the, City of Port Angeles met in regular session at 7:30 p. M.,aNd was called to order
'by Mayor Smith. Roll call of officers sho'led the following present: Mayor Smith Councilmen Brown Neer
isandison, Powell, Wolfe and McFadden, City Manager Vergeer, Attorney Trumbull, and Clerk Law. ' ,
~It was moved by Councilman Brown that minutes of the previous meeting be approved as received. Seconded
ry Councilman Powell. All voted Aye. Motion carried.
~Under the head of unfinished business, the Council considered a proposal to remove certain timber from a
yortion of the Morse Creek watershed. The Department of the Interior halTing filed notic," of intention to
fffer for s~e a certai~ tract in the watershed, subject to special contract reservations and stipulations
,for protectJ.on of the Clty water supply, Manager Vergeer recommended that the City approve timber removal
rsubject to contract provisions as stipulated by the Interior Department. It was moved by Councilman '
McFadden that the recommendation be accepted and sale of. timber approved according to conditions stated.
,Motion seconded by Councilman Wolfe. All members voted Aye. Motion carried.

~The Council. instructed that calls for bids on the above described property be
,pened December 18.
:The Council considered purchase of a parcel of land at Morse Creek from which the City has removed gravel
iand which is traversed by City equipment. Being of advantage to the City by owning the land, I''anager
IVergeer recommended purchase of the same at the requested amount of $300.00. It was moved by Councilman
.l>lcFaaden ,that the recommendation be approved and property purchased. Seconded by Councilman Brown. All
'voted Aye. Motion carried.
bhe Council discussed improvement of Fourth Street from Peabody to Cherry Streets, the project having
Fe en previously petitioned and abandoned due to bids submitted being more than 10% above Engineer's estimate.
~ttorney Trumbull advised that proper procedure would be to re-initiate the project. It was moved by
pouncilman Brown that the project be re-initiated. Seconded by Councilman Sandison. All voted Aye.
Motion carried.
~he Planning Commission reported on fin~ding petition previously filed, requesting vacation of the
alley in Block 129. D. W. Morse Subdivision, Townsite. The Planning Commission having recorr~ended that
request for vacation be denied, it was moved by Councilman Neer that the Council concur with recommendation
frorr, the Planning Board. Seconded by Councilman Sandison. All voted Aye. Motion carried.

Under the head of new business, the I'mnager filed statement of claims paid November 7, in amount of
$21,562.01. It was moved by Councilman Brown that the claims paid and other reports as filed be approved.
~econded by Councilman McFadden and carried. It was also moved by Councilman McFadden that the .monthly
~udg:tary ,eports be approved and filed. Seconded by Councilman Powell. All members voted Aye. Motion
carr~ed.

~mnager Vergecr read a request from the Clallam Insurance Agents Association requesting that the Agant's
Association be allowed to continue writing insurance for~he City. The Council discussed policies and.
placements, after which it was moved by Councilman Wolfe that the City give Broker of Record.letter for
handling the insurance to the Clallam County Insurance Agent's Association. Motion seconded by Councilman
Brown and unanimously carried.

!rhe Council discussed appointment of " member to serve on the Library Board. Councilman Powell recommended
~ppointing Dr. Harry L. Lydiard and after confirming acceptance by Dr. Lydiard, it was moved by Councilman
Powell that Dr. Harry L. ~diard be appointed to serve th e Wlexpired term of the late Irma Horstman.
Motion seconded by Councilman Brown. All voted ~e. Motion carried.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES:
FIRST: That the public health, safety and convenience of the people of the~ity of Port Angeles require
<lJ1d it is the iriention of the City Council of the City of Port Angeles to order, the following improvements
in the following described portions of the City of Port Angeles, to wit: The improvement of Columbia
Street from a point approximately ten (10) feet east of the westerly boundary line of Lot Sixteen (16) in
1110ck Two (2) of Puget Sound Cooperative Colol\Y's Subdivision of the Townsite of Port Angeles, westerly
for a distance of approximately Five Hundred and Thirty-Seven (537) feet to a manhole in the intersection
of Columbia Street with Chambers Street, and from a Point approximately ten (10) feet west of the easterly
boundary line of Lot Seventeen (17) in Block Three (3) of Paget SoundCooperative Colony's Subdivision of
the Townsite of Port Angeles, easterly to such manhole in the intersection of Columbia and Chambers Street,
And Chambers Street from such manhole in the intersection thereof with Columbia Street south to a manhole
inthe intersection of Chambers Street with the alley running through Blocks Foure (4) and Five (5) in
?uget Sound Cooperative Colony's Subdivision of the TownSite of Port Angeles, all in the City of Port Angeles,
Washington, by the construction and laying therein of a lateral sanitary sewer, including all necessary
labor andmaterial for the complete laying, construction and installation thereof with all necessary wyes,
connections and manholes.
SECOND: It is the intention of the City Council that theentire cost and expense of said improvement
shall be borne by andassessed against the property liable therefore as provided by law and that a local
improvement district shall be created for such purpose. The City Council finds that the nature of the
improvement herein contemplated is such that the special benefits conferred on the property by the
pro~sed construction of the aforesaid sanitary sewers is not fairly reflected by the use of the termini
and zone method of assessing the cost thereof and the special benefits therefrom. It is proposed that the
lordinance ordering said improvement shall provide that the assessments which shall be made against the
'property within the proposed improvement district in accordance with the special benefits which such
property shall derive from the construction of such sanitary sewers shall be made without regard to the
termini and zone method of assessment and that the cost thereof shall be assessed against allthe property
specially benefited in accordance with the special benefits to be conferred thereon without regard to the
termini and zone method.

I THIRD: All persons .who ma,y desire to object to the aforesaid proposed improvement are hereby
I notified to appear and present such objections at a meeting of the City Council of the City of Port
! Angeles to be held on Thursday, the 18th day of December, 1952, at the hour of 7:30 p. M., at the Council
ltoom of the City of Port Angeles at 215 South Lincoln Street in said City, which time and place are
hereby fixed for hearing. all matters relating to such proposed improvement, and all additions thereto,
and for determining the method of payment for said improvement. .
FOURTH: The City Engineer is hllreby directed to submit to the Council at or prior to the date
fixed for such hearing the estimated cost and expense of such improvement, a statement of the proportionate
amount. thereof which should be borne by the property within the proposed improvement district, a state-
ment of. the aggregate assessed and actual valuation of all real estate, exclusive of improvements,
!within such proposed district accordinll to the valuation placed thereon for the purposes of general
Itaxation, together with a diagram or print showing thereon the lots, tracts and parcels of land and
other ~erty which will.be specially benefited thereby, and the estimated amount of the cost and
II expense of such improvement to be borne by eac(1 such lot, tract or parcel of l~nd or other property.
FIFTH: The City Clerk is hereby directed to give n<;>tice of such hearing by publication of
jthis resolution in the manner required by law, and by'mailing a notice of such hearing as required by
law to each owner or reputed owner of any lot, tract or parcel of land or other property specially
jbenefited by the proposed improvement, and to specify in such notices the nature of the proposed improveme~
',the total estimated cost thereof and the estimated benefit to each particular lot, tract or parcel of
,land owned by each such person. .

adopted. Seconded by Councilman Wolfe. All voted Aye. Motion carried.

'district as ordered and provided for in Ordinance No. 1288 of the City of Port Angeles; providing for
'the term of such bonds and fixing interest rates.
lIt was moved by Councilman Wolfe that the foregoing Ordinance be passed first re,!ding. Seconded by
.Councilman Brown. All members voted Aye.. Motion carried.
