HomeMy WebLinkAboutMinutes 11/21/1968 49 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON November 21, 1968 The Council met in regular session at 7:30 P.M. The Oath of Office was admini- stered to Donald E. Cornell by the City Clerk followed by the roll call. Officers present were Mayor WOlfe, Councilmen Maxfield, Thorne, Bettger, Schroeder, Basom, and Cornell, Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to approve and place on file, as received, minutes of the meeting of November 7, 1968. I A motion was made by Councilman Basom, seconded by Councilman Maxfield and unani- mously carried, to approve and pay to CH2M $2,667.44 for engineering services from September 25 through October 24, 1968, in connection with the Fairmont Area Sewer System. lho~<Sl;i,on was made by Councilman Basom, seconded by Councilman carrled, to approve and pay to CH2M $3,158.08 for engineering September 25 through October 24, 1968, in connection with the System Improvements. Thorne and unani- services from Sanitary Sewerage A motion was made by Councilman Bettger, seconded by Councilman Cornell and un- animously carried, to approve for payment Claims Vouchers in amount of $228,067.74, and Payroll Transfers $47,549.23: A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to accept and place on file the Planning Commission Minutes of Nov- ember 19, 1968. A motion was made by Councilman Bettger, seconded by Councilman Thorne and unani- mously carried, to accept and place on file for further reference the letter of recommendation from Donald A. Morrison, District Sanitarian, concerning instal- lation of individual sewage disposal systems .in the "N" Street between 8th'and 10th Street area. (Letter dated Nov. 5, 1968, to be placed in the McWilliams file) I A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to accept and place on file the letter from Mrs.Orr regarding better lighting on streets running East and West from Lincoln to Cherry Street. (It waS pointed out that this would be a very costly project, with easements to be obtained from property owners, etc.) A motion was made by Councilman Schroeder, seconded by Councilman Thorne and un- animously carried, to accept the letter and set a hearing date on the request for rezoning the North 100 feet of Lot 20, Block 32, Government Townsite from RMF Zone to CBD Zone, to permit Mr. McRevey to expand his motel operations and construct a nine-unit motel. (G. B. Chamberlin, attorney for Mr. McRevey, pre- sented a petition containing the namas of a number of owners of property ad- jacent to Mr. McRevey's property stating they believe the construction of a motel at that location would be to the advantage of the immediate neighborhood in property values as well as aesthetic value.) , A motion waS made by Councilman Maxfield, seconded by Councilman Bettger and carried, that the date for hearing on the rezoning of the McRevey property be set for December 19, 1968, at the council meeting and to refer the petition to the Planning Commission for their recommendation. I A motion was made by Councilman Basom, seconded by Councilman Maxfield and un- animously carried, to grant an extension of time to Teeples & Thatcher Contractors, Inc. on the Treatment Plant and Pumping Stations as requested by CH2M. (Letter dated 19 November 1968) A motion was made by Councilman Basom, seconded by Councilman Bettger and unani- mously carried, to grant an extension of time to Harold Kaeser Co. on construction of Interceptor Sewers as requested by CH2M. (Letter dated 19 November 1968) A motion was made by Councilman Schroeder, seconded by Councilman Thorne and un- animously carried, to grant the request of Dick Miller, City Librarian, for per- mission to attend the mid-winter meeting of the American Library Association in Washington, D. C. from January 26 to 31, 1969. A letter from the State Highway Commission to Mr. Warder telling of his appoint- ment to a position on the Urban Arterial Board was read and Mr. Warder was con- gratulated by the Council on his appointment. Mr. Warder pointed out that this appointment is due to and in recognition of the progress of the City of Port Angeles. 50 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON November 21, 1958 (Contd) A motion was made by Councilman.Tl1orne, seconded by Councilman Bettger and carried, to accept and place on file the Child Guidance Report for October. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to accept the Police Chief's report regarding the Police Reserve, and place it on file. A motion was made by Councilman Basom, seconded by Councilman Maxfield and carried, to accept and place on file the Clallam-Jefferson County Community Action Council Agenda of November 20, 1968. A motion was made by Councilman Thorne, seconded by Councilman Cornell and unanimously carried, to instruct the City Attorney to draw up an ordinance to prohibit pornographic materials from being displayed before or sold to the kids of our community. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to accept and place on file the following reports: Progress of Sewer Project, Light and Water Departments' Revenue and Expenses Reports, monthly reports of Revenues and Expenditures, Utilities Billing, Equipment Rental, MuniCipal Judge, Police, Recreation, Sanitation, Street and Treasurer's Reports for October, and the Out-of-town report by Mr. Warder and Mr. Reed. Other subjects discussed were the Public Hearing at the Peninsula College in the Little Theatre on TueSday, November 26, at 7:30 P.M. (to give the citizens of the City an opportunity to express their views concerning the trDffic .flow on East First and East Front Streets); anti it was~noted that ~ thenextc-re'gu;Lar .Counci,l Meeting (Dec. 5) will be held at the Roosevelt Jr. High School Auditorium.
