PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
NOVEMBER 21, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom,
Councilmen Haguewood, Hordyk, Lukey, Olson, Ross, and Wray, Manager Puddy, Attorney
Moffett and'Deputy Clerk Hobbs.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unanimously
carried to accept and place on file, as received, the Minutes of November 7, 1972.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unanimously
carried to grant permission to the Police Department to call for bids for three
new vehciles, to be delivered in 1973.
A motion was made by Councilman Olson, seconded by Councilman Wray and unanimOUSIYl'
ca~ried to grant permission to the Library to call for bids for a new station wa-
gon. '
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unanimously
carried to concur with the recommendation of the Assistant Director of Public Works
Paul Reed and deny the claim of Mrs. Pedro R. Fajayan for damages to her car while
ariving on Ediz Hook.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for payment the progress billing of Harstad\Associates,
Inc. for the Topics Projects T-7150(1) and T-7005(1) Agreement No. TY-38 in the
amount of $24.97.
A motion was made by Councilman Olson, seconded by Councilwoman Ross, and unani-
mously carried to table the billing of CH2M for engineering services from Sep-
tember 25 through October 25, 1972 for water study in the amount of $932.14,
until the next meeting, to enable the Council to meet with the CH2M representa-
tive.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to approve paym~nt of the retained percentage, $2,505.00 to J. D.
Shotwell Company for work done and material furnished for alley paving on L.I.D.
No. 193.
A motion was made by Councilman Hordyk, seconded,by Councilman Olson and unani- I
mously carried to approve for payment Claim Vouchers in amount of $105,462.42
and Payroll VOUchers in amount of $74,212.05.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve 'payment. of retained percentage, $37,247.44, less
amount of lien, $19,507.49 and less amount of legal costs, $1,200.00 for a total
of $16,539.95 due J. E. Work, Inc. for work done and material furnished for
street improvement L.I.D. No. 193.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission's recommendation and deny
the request of Marianne L. Nansen, 219 South Liberty Street, for a variance to
allow construction of an addition to a carport on rear of property because the
existing situations represented a hazardous condition.
A motion was made by Councilwoman Ross~ seconded by Counci"iman Olson and unani-
mously carried to concur with the Planning Commission's recommendation" and ap-
prove the request of J. L. Wertz Company for a variance to allow construction of
an-attached double carport to a pre-existing, non-conforming single-family resi-
dence at 223 North Chambers Street.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to concur with the Planning Commission and approve the request of
Leo C. White for a variance from the off-street parking requirements to permit 'I
a laundro-mat at 212 South Peabody.
A motion was made by Councilman Wray, seconded by Councilman Lukey and unani-
mously ~arried to concur with the Planning Commission and approve the request of
J. L. Williams for a variance from rear yard set back requirements for construc-
tion of Peoples National Bank on 7th and Lincoln Streets.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to concur with the Planning Commission and approve the request of
Ruth Lawrence for a conditional use permit to allow operation of a knit shop in
her home at 1623 West 7th Street.

A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission and approve the request of
C. H. Watkins for an extension of the conditional use permit granted him to erect
a duplex on the northwest corner of 9th and Washington'. Extension approved for a
six-month period.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission and approve the request of
Dr. E. A. Hopfner for an extension of the variance 'granted him to enlarge his
pre-existing, non-conforming residence at 1234 East 6th Street. Extension ap-
proved for a six month periodJ

A motion was made by Councilman Wray, seconded by Councilman Lukey and unanimously
carried to concur with the Planning Commission and approve the request of T. J.
Construction Company for installation of a septic tank and drainfield on Lot 10
Block 311 Townsite, southeast corner of 10th and 'L'.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to accept and place on file the Planning Commission Minutes of
November 14, 1972.
The following ordinance was read in full;
ORDINANCE NO. 1768
AN ORDINANCE designating portions of Milwaukee Drive
to be an arterial street.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mous'ly carried to adopt the foregoing ordinance as read.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to take from the table the Rifle Range proposal, ,location site
on City property on the edge of Ennis Creek south of the Scribner Road.

A motion was made by Councilman Lukey, seconded by Councilwoman Ross and carried
that, contingent upon permission from the County, the City>lease this site, for
the sum of $1.00 per year, to the Olympic Peninsula Outdoor Sportsman Associa-
tion for the purpose of conducting a rifle range site. All Councilmen voted "Aye,"
except Councilman Hordyk, who voted "No." Motion carried.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously
carried to appoint Mrs. Robert (Ann) Kennedy to the Library Board.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
carried to approve the liquor application of Pay Less Drug Store of Port Angeles,
Inc. 110 Port Angeles Plaza. This is a "E" /"p" License. Councilmen Haguewood
and Lukey abstained from voting.
A motion was made by Councilman Haguewood,~secoh0ed by Councilman Wray and unani-
mously carried to accept and place on file the following reports; Financial-
Light, Water, Sewer, Sanitation, Street, Equipment Rental and Off-street Parking;
Light and Water October Work Reports; Monthly reports for Utilities, Fire, Muni-
cipal Judge, Park and Recreation, Police and Treasurer;, Revenue and Expenditures
October Report; and out-of-town reports by Honnold-Light, Puddy-City Manager,
Hordyk and Mullins-Park and Recreation, and Leone Western-Senior Citizen Center.

A motion was made by Councilman Olson, seconded by Councilman Lukey and unanimously
carried to adopt the foregoing ,resolution as read.
A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani-
mously carried to grant permission to Engineer's office to call for bids for side-
walk, curb and gutter and concrete paving for street improvement at Front and Pea-
body Streets.
Other subjects of discussion were the traffic at Golf Course Road'and at Highway
101 being a problem from shopping center lot and number of parking spaces ifl,the

Port Angeles Shopping Plaza; Association of Washington Cities representatives
to meet with Council Tuesday, December 12th at Noon; Council to meet on Friday,
December 1, 1972 at 7:30 p.m. for Public Hearing to fix the final budget;
Interagency Committee report that West End Park is still under consideration;_
and bicycle licenses should be available at different times rather than just one
period through the day.

The Council met in special session at 7;30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Lukey, Ross and Wray, Manager Puddy, Attorney
Moffett and Deputy Clerk Hobbs, Cbuncilmen Hordyk and Olson were absent.
The purpose of this meeting was to hold the Public Hearing, and for fixing
the final budget for the year 1973.
A list of proposed budget changes was read by Manager Puddy and after some
discussion a motion was made by Councilman Haguewood, seconded by Councilman
Lukey and unanimously carried to adopt the 1973 budget as amended and authorize
preparation of an ordinance to adopt the budget for passage at the meeting of
December 5, 1972.
Meeting adjourned at 8;00 p,m.
