HomeMy WebLinkAboutMinutes 11/23/1976 I I 207 CITY COUNCIL MEETING Port Angeles, Washington November 23, 1976 CALL TO ORDER The special meeting of the Council was called to order by Mayor Pro Tem Haguewood at 7:10 P.M. The purpose of this special meeting was to discuss the Ediz Hook Beach Erosion Control Project and the purchase of Real Estate. The discussion portion of the meeting relating to the possible acquisition of real estate by purchase was held in Executive Session. II ROLL CALL Members Present: Mayor Pro Tem Haguewood, Councilmen Anderson, Buck, Hordyk, Ross, Wray. Members Absent: Mayor Olson. Staff Present: Manager Whorton, Attorney Taylor, Clerk Parrish. D. Flodstrom, J. Honnold, J. Warder, P. Carr, R. Parrish. Guests Present: R. G. Kott, O. W. Campbell, J. Boril, D. Feeley, L, Watts. III-V SUSPENDED VI LEGISLATION 1. Ediz Hook Erosion Control Project. Vernon Cook, Project Engineer, U. S. Army Corps of Engineers appeared before the Council at this meeting to brief the Council on recent develop- ments which may have an effect on the City of Port Angeles as local sponsor of the Ediz Hook Beach Erosion Control Project. It is noted that the Ediz Hook Beach Erosion Control Project extends from the base of Ediz Hook to the west boundary of the U. S. Coast Guard Air Station, and the City has agreed to pay a local share of $424,000 as 6.9% of the total estimated cost of the project. Mr. Cook informed the Council the possibility does exist that the Ediz Hook repair project may be extended to the east to include protective riprap for the Coast Guard Air Base. I He explained that recent northeast storms and winds have caused erosion damage to the beach and runway at the Coast Guard Air Station. The Coast Guard contacted the Corps of Engineers for assistance in preventing further erosion. According to Mr. Cook, the opinion is that the Corps of Engineers does possess the authority within the Congressional authority granted to the Corps of Engineers on the Ediz Hook Beach Erosion Control Project to extend the work as required to prevent erosion. The estimated cost for providing this protection to the Coast Guard facility is approximately $1,500,000, and since the repair work would also protect the harbor the City may be required to pay approximately $100,000 as a 6.9% local share of the total cost of the work. One alternative being considered is to seek an exemption to exclude the local sponsor from sharing in the cost of the work, Mr. Cook said. Another possibility to consider is that the Coast Guard may choose to do their own work and under this condition there would be no obligation to the City. During his presentation Mr. Cook explained the scope of work on the repair of Ediz Hook and the formula by which the repair work is to be funded. The Council discussed with Mr. Cook and Manager Whorton the possibility of other local entities who will be deriving benefits from the repair work to assume some of the responsibility for funding the 6.9 percent local share of the cost of the project. 208 CITY COUNCIL MEETING November 23, 1976 VI LEGISLATION 1. cant. The presentation concluded with Mr. Cook advising the Council that work on the original project will commence as scheduled with current plans I to open bids on December 14, 1976. During the first phase, 1.8 million is expected to be spent during fiscal year 1977, with project completion by the fall of 1973, The total estimated cost of the Ediz Hook Beach Erosion Control Project is approximately 6 million dollars. Mr. Cook will keep Manager Whorton advised on the possible modification to the Ediz Hook Repair Project.
