Members Absent: Mayor Sargent, Councilman Lemon. Staff Present: Manager Pomeranz, AttorneyKnutson, Clerk Upton, B. Collins, J. Pittis, G. Kenworthy, K. Ridout. Public Present: None. III VII SUSPENDED VIII LEGISLATION 1. Review of Requirements of Growth Management Act Planning Director Collins made a presentation on the requirements of the Growth Management Act, or ESHB 2929, which includes the development of a new Comprehensive Plan by July 1, 1993; the designation of a 20-year urban growth area beyond current City limits by July 1, 1991; and the designation of critical areas and resource lands by September 1, 1991. This legislation became effective July 1, 1990, and fortunately, the City had already begun work on updating its Comprehensive Plan. Discussion involved current and future actions that must be taken by the City with regard to the Growth Management Act, and consideration was given to the technical and political consequences of this legislation. Consideration was given to a Mortgage Revenue Bond Program available through the Washington State Housing Finance Commission. This Program is designed to assist public corporations, housing authorities, and other municipal corporations in offering home ownership opportunities to low and mid income families. The financing is available via 30-year fixed rate mortgage loans at 8.35% interest. The City would be required to pay a reservation fee of $5,000 for a financing amount totaling $1,000,000. Councilmembers present were anxious to pursue this program and since the application is due December 3, 1990, decided by consensus to forward the application and place the matter on the agenda for the upcoming City Council meeting on December 4th. It was noted the City has the right to review the program in more depth at a later date and will not be bound by the application it submits.
