".2H'~ ~ rhe Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Councilmen Maxfield, Thorne, Cornell, Wolfe and Bettger, Manager Herrman, Attorney Moffett and Clerk McNeece. I . A motlon was made by Councilman Thorne, seconded by Councilman Wolfe and carried, to accept, as re- teived, and place on file the Council minutes of November 17, 1966. I A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried, to' !;ccept the low bid of Ruddell Chevrolet-Oldsmobile, Inc. at S5,250.00 net for three Police Cars and ~1,470.00 for a car for the Director of Public Works, contingent on their meeting all specification ~ mO'tion was made by Councilman Cornell, seconded by Councilman Bettger and unanimously carried, to b.ccept the low bid of Angeles Ele~tric at $6,825.10 for the Down-Town Street Lighting Renovation. ~ motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to concur with :the Engineer's recommendation and approve and pay to Del Guzzi Construction, Inc. Pay Estlffiate No. 4 !for construction on Mill Creek Reservoir No.5 in amount of $10,377.7). I A. motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to approve for ! payment Pay Estimate No.1 for Peabody Heights Pump Station in amount of $7,683.77 to Del Guzzi Con- struction, Inc. A. motion was made by Councilman Cornell, seconded ~ayment Claims Vouchers in amount of $106,109.77; tlepartmental Transfers in amount of $5,763.77 and I ~he State Auditor's Reports on the Light and Water Departments were presented to the Council, to be pirculated among them. I A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, that a statemen ~o the Washington State Pollution Control Commission be prepared stating the Council's feeling that a Secondary Treatment Plant is not needed for Port Angeles and the area they are considering. ~ttorney Chamberl,c' , speaking for Mrs. Hurlong, requested that the pre'sent ordinance be amended tol ~llow a variance so that the "Driftwood" 110tel sign need not be moved. After considerable discus- , ~ion, a motion was made by Councilman cor,nell, seconded by Councilman Thorne and carried, to refer I' this to the City Attorney for the purpose of drawing an ordinance amending the Sign Code to set up rocedures and allow for variances. motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to accept and Iplace on file the letter from the Civil Service Commission, and to defer action on the recommenda- ition, that, "when the vacancy arises the position of Lieutenant be left vacant, and that the positio !be filled with the rank of Assistant Police Chief, "for further study.. by Councilman Bettger and carried, to approve for Payroll Transfers in amount of $36,087.57; Inter- Budget Transfers in amount of $31,520.88. ~ motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, to accept and Istudy the Annual Traffic Inventory Report from National Safety Council. I'k motion was made by Councilman Bettger, seconded by Councilman Maxfleld and carri~d, to accept and [laCe on file the Equlpment Rental Monthly Report, Street Cost Report, Light and Water Departments' evenues and Expendltures Reports and the Llght Garage-Out of Town School Report. A motion was made by Councilman Cornell, seconded by Councilman Maxfleld and carried, to concur ~ith the recommendation of CH2M and the City Engineer and a time extension be granted to Del Guzzi ~onstruction, Inc. on the Peabody Heights Pump Station to January 30, 1967. ~ motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to go ahead '~ith the Call for Bids on the truck for the Sanitation Department with specifications as amended. IIOther subjects discussed were: A report .of accidents on East First Street by the Police Chief; reI" Ila ti ve to widening East First Street, the City Engineer reported the field work is practically COm- pleted, the data plotted, but no computation of quantities have been made; the condition of the ,dump and possible land-fill method of disposal; traffic problems in vicinity of Washington School; Iland the proposed painting for William Shore Memorial Pool.
