PROCEEDINGS OF THE ,CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
DECEMBER 1, 1970
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey, Olson and Ross; Manager
Herrman, Attorney Moffett and Deputy Clerk Hobbs.
A motion was made by Councilman McRevey, seconded by Councilman Olson and
unanimously carried to accept and place on file, as received, the Council
Minutes of November 17, 1970.
A motion was made by Councilman Basom, seconded ,by Councilman Olson and
unanimously carried to approve and pay to Morris Construction, Inc. the re-
tained percentage of the cost of work done and materials furnished on Crest- I
haven L.I.D. #191 in amount of $7,355.54.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to approve for payment Claim Vouchers in amount of
$35,491.96 and Payroll Transfers in amount of $55,117.95.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to concur with the Planning Commission's recommendation
and grant a conditional use permit to Ray Robinson to construct a duplex in
the RS-7 Zone on the south side of Park Avenue between Laurel and Oak Streets,
A motion was made by Councilman Basom, seconded by Councilman McRevey and
unanimously carried to concur with the Planning Commission's recommendation
and grant a variance to permit Alpine General Builders to construct an addi-
tion to an existing single-family residence at 210 South Francis Street.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and
unanimously carried to concur with the Planning Commission's recommendation
and authorize the Building Inspector to issue a building permit to Art Dunker
for a single-family residence based on the requirements of the amended ordin-
ance.
Monday, December 14,1970, 7:30 p.m., was set for a joint study session with
the Planning Commission to discuss the multi-family residence issue.

A motion was made by Councilman McRevey, seconded by Councilwoman Ross, and
unanimously carried to accept and place on file the Planning Commission Min-
utes of November 23, 1970.
The Public Hearing on Rezoning of Suburban Lot #39 was opened at 7:45 p.m.
After some discussion from the audience, a motion was made by Councilman Hor-
dyk, seconded by Councilman Olson and unanimously carried to continue the
hearing until the next meeting, December 15, 1970.
The Public Hearing on the Final Budget was opened at 8:25 p.m. After some
discussion, a motion was made by Councilwoman Ross, seconded by Councilman
Hordyk and unanimously carried to close the hearing, approve the final bud-
get and instruct the City Attorney to prepare an ordinance adopting the fi-
nal budget.

The following resolution was read in full;
RESOLUTION NO. 17-70
A RESOLUTION authorizing the execution of net billing
agreement with the Bonneville Power Administrator and
the Washington Public Power Supply System, and delivery
of said agreement to those parties.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to adopt the foregoing resolution as read.

A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to authorize signing of the architectural contract with
Milton Hunt for the Emanon and the Mental Health Clinic remodeling.
The following ordinance was taken" from the table:
ORDINANCE NO. 1702
AN ORDINANCE setting charges for sewer construction costs
in a certain area in Illinois Addition and providing
for reimbursement.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
una~imously carried to adopt the foregoing ordinance as amended, changing
perlod of effectiveness to ten years.
The following ordinance was read in full;
ORDINANCE NO. 1703

AN ORDINANCE adopting a Fire Prevention Code pre-
scribing regulations governing conditions hazar-
dous to life and property from fire or explosion
and establishing a Bureau of Fire Prevention and
providing officers therefor 'and defining their
powers and duties, and providing penalties and
repealing prior ordinances.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to adopt the foregoing ordinance as read.
The following ordinance was read in full;
ORDINANCE NO. 1704
AN ORDINANCE relating to larceny; prescribing certain
conduct, providing penalties and repealing certain
ordinances.
A motion was made by Councilman Basom, seconded by Councilman McRevey and
unanimously carried to adopt the foregoing ordinance as read.

A letter from Commander A. J. Soreng, U. S. Coast Guard regarding a car wash
on Ediz Hook was read and noted. (City Manager to contact Crown Zellerbach
and Merrill and Ring to see if it can be placed somewhere in their area.)
Receipt of a letter from Washington Environmental Council regarding Initia-
tive #-43, Shorelines Protection Act, was acknowledged and discussed.
A motion was made by Councilman Basom, seconded by Councilman Hordyk and
unanimously carried to accept and place on file the Olympic Air Pollution
Control Authority Minutes of November 4, 1970,
A motion was made by Councilman Olson, seconded by Counciiman Hordyk and
unanimously carried to accept and place on file the Light, Equipment Rental
Fund, Sanitation, Sewer, Street and Water Monthly Reports for October; the
Light and Power Work Report and Water Report for month of November, 1970.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to approve the Liquor license application of Lloyd V.
Cunningham for ~unningham!s Gourmet Foods.
A motion was made by Councilman Hordyk, seconded by Councilman McRevey and
unanimously carried to approve the liquor license transfer from .Max T. Ains-
worth and Nathalia M. Ainsworth to Donald E. Fleming and Helen J. Fleming-
Mt. Angeles Grocery; transfer from Carl Marion Lundgren to Robert Dallas
Hogan-Busy Bee Market; and second application for liquor license for Merle
Lester Schildkrecht-Lesl Tavern. .
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross, and
unanimously carried to write a letter to the Olympic Highlanders Band thanking
them for rep~esenting our city in other cities and doing such a fine job.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to write a lettercommerlding the Community Involvement
and Responsibility Committee of the Youth Work Shop and Mr. Jerry Marsh and
the Merchan~!s Association for getting the.Community Christmas Tree up and
decorated.
The sidewalk area between 2nd and 4th on Peabody was discussed and the Street
Department is to prepare a cost estimate of putting in the sidewalk in this area.
