Roll call Mayor Beetle, Commissioners Beam and Lind, Attorney Conniff and The minutes of the previous session were read and approved. Under the head of Applications for Licenses the fcllovung were granted: Club Cafe, 1 "~sic Machine Tuter's Ice Cream Parlor, 1 h~sic Machine Little Brick Tavern, 1" Marine Drive Lunch, 1 Dickie's Place, 1 12.00 12.00 12.00 12.00 12.00 Under the head of Introduction of Resolutions the following resolution was introduced: RESIJ],U'I'ION WHEREAS, under and by virtue of General Order No. 12 of the National War Labor Board, it is necessary for a state or its political subdivision which proposes to make an adjustment in salaries or wages not fixed by stat~te which would otherwise require the prior approval of the National War Labor Board to certi- fy to said Board and the adjustments are necessary to correct maladjustments, or to correct inequalities as defined in the Boards Statement of Wege Policy of December 6, 1942; and, WHEREAS, the City Commission of the City of Port Ange~es in order to correct maladjustments and inequalities in the Cily payroll has, in its 1943 budget, made adjustments in wages and salaries. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Port Angeles that the Mayor and the City Clerk of said City be, and they are hereby authorized to execute the following certificate in order to co~ply with the requirements of General Order No. 12 of the Naticnal War Labor Board, and in order to correct the maladjustments and enequalities which existed in the 1942 budget and payrolls, and in order to protect the best interests of the City of Port Angeles and to make it possible for it to carryon as a municipal government and compete with the wage scales prevailing in this community: CERTIFICATE In pursuance of a reeolution adopted by the City vommission of the City of Port Angeles, Washington, at their regular meeting held on December 2, 1942, the undersigned Mayor of said City hereby certifies to the National War Labor Board ~he follovung to be facts: The ettached list which is incoroorated in the certificate and made a part thereof by reference shows uhe proposed salary increases for employees of the Cily of Port "ngeles for theyear 1943 as set up in the 1943 budget for said City. The adjustments as set forth in said attached list are necessary to correct maladjustments and inequalities in the City payroll which existed at the time the proposed budget for 1943 was formulated in July 1942; and said adjustments and increases in salaries would have been put into effect at that time if it had been legal to do so under the budget law. Specificially, salaries for the employees listed on said list were inadequate in light of the increased oosts of living at this time; they were further inadequate as com- pared to salaries now being paid for comparable work by non-city employees. It should be noted in this connection that certain valuable city personnel has already been Jost as a result of inadequate salaries paid, and that other personnel has been retained only on the basis that salaries would be increased as pro- posed in the 1943 budget. It was moved by Commissioner Lind that the foregoing resolution be approved and adopted. Seconded by Commissioner Beam. On roll call all members voted aye. lhe Mayor declared the motion carried.
