The City Council met in regular session at 7:30 P.M_. . Officers present were Mayor Willson, Council.' men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder; Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to approve and place on file, as received, minutes of the previous meeting. A motion was made by Councilman Bettger, seconded by Councilman Cornell and carried, that the City Manager be authorized to call for bids for Water Department Dump Truck with specifications as re- vised. A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to approve for payment claims vouchers in amount of $80,924.76; Payroll Transfers, $34,047.21; and L.I.D. #187 in amount of $51,000.00. A motion was made by Councilman Bettger, seconded by Councilman Wolfe and unanimously carried, to grant the request of Robert E. Morgan for installation of a water meter to service his house on Spruce Street. (This is outside the city but the area has been served with city water for a num- ber of years.) A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to extend the city's policy regarding water service extension outside the city, (ref. Resolution No. 24-65-- that utility services will not be extended outside of the City Limits--), to cover the Fairmount area. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously carried, that the Mayor and City Manager be authorized to negotiate a contract with Cornell, Howland, Hayes and Merryfield, consulting engineers, for preliminary design report, at $1,800.00, relative to Water System Improvements. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to schedule I the Public Hearing on the Six Year Street Program for December 16, 1965, in the Council Chambers ,I at 7:30 P.M. An executive session to study the street plan and other items was set for Monday night, December 6, 1965. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to refer the re- quest to annex to the city an area northwest of Ahlvers Road and Haller Road to the Planning Com- mission for study and recommendation. A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried to grant an ease" ment to Rayonier, Inc. so they can build a road from Front Street to the mill; that the road be I built to proper city specifications if the city is to take it over in the future, or if they choos~ they may maintain it as a private road. Councilman Maxfield abstained from voting on this motion. A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to accept the recommendations of the Park Board and permit the Go Kart Club to race a maximum of five Sundays during the summer of 1966, and to practice one evening.during the week as designated by the City Recreation Department, as long as the Go Kart Club will maintain the area and facilities. A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, to table action on any change in rates for overnight trailer camping in Lincoln Park. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, to accept and place on file the Park Board Minutes of November 18, 1965. j 1 A motion was made by Councilman Schroeder, seconded by Councilman Bettger and unanimously carried, that an ordinance be drawn up to refund an overcharge of $283.25 to Ivor Smith for utilities bille', in error on a house which had been torn down in March, 1960. A motion was made by Councilman Cornell, seconded by Councilman Thorne and unanimously endorsed bY\ the Mayor and other Councilmen, that all Boards and Commissions be sent a letter of acknowledge- I ment and appreciation for the time they have donated to the City without pay. I, I; A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to accept the Police Chief I s recommendation and 'go ahead -and approve 'the transfer of liquor license to QUEntin P. Ricks and Dolores Y. Ricks and Carl Almquist from Loren James Cooke - Loren's Tavern. Other subjects of discussion were traffic channeling at 8th and Race Streets and other intersec- tions and a request for a report to the Council on the progress on acquisition of a new gravel pit, There being no furhter business, the meeting was adjourned.
