Mayor McPhee called the special meeting of the Port Angeles City Council to
order at 9:10 A.M.

Members Present: Mayor McPhee, Councilmen Gabriel, Hallett, Lemon, Ostrowski,
Sargent, Wight.
Members Absent: None.

IX LEGISLATION
1. Introduction to Special Apencv Presentations
Manager Flodstrom presented an overview of the 1989 -90 mid biennial review
special agency requests.
2. Clallam County Human Services Budget Request
Cindy Souders and Helen Dawley presented information to the Council on the
Clallam County Human Services 1990 funding request. The Human Services
Coordinating Council requested a total of $124,251 in local government
initiative funds from the City of Port Angeles.
3. Clallam County Economic Development Council
Judith St. Claire, Executive Director, presented the funding request for the
Clallam County Economic Development Council for the year 1990. The EDC is
requesting an amount of $12,500.
4. Tourism Convention Association of Clallam County
Chrys Cervinski, Director, and Pat McCauley, President, of TCACC, presented
information to the Council on the funding request for the Tourist Convention
Association of Clallam County. The 1990 funding request is $35,350.
5. Chamber of Commerce
Erl Hansen, Director of the Port Angeles Chamber of Commerce, and Gary Woods
presented the 1990 funding request for the Port Angeles Chamber of Commerce.
The Chamber is requesting $55,925.
Mayor McPhee recessed the meeting for a break at 10:50 A.M. The meeting
reconvened at 11:15 A.M.
6. Port Angeles Light Opera Association
Carol Philpott, representing the Port Angeles Light Opera Association, addressed
the Council on behalf of the 1990 budget request of $2,500 for the Association.
7. Clallam County Museum
Stan Enbysk, George Patterson, and Virginia Fitzpatrick addressed the Council
on behalf of the Clallam County Museum. The Clallam County Museum has requested
$10,000 be approved for 1990 funding.
8. Port Anzeles Symphony
Marsha Switzer and Kathy Crabb were present on behalf of the Port Angeles
Symphony for the 1990 budget request of $5,000. George Pettit also spoke on
behalf of the Symphony.
9. Arthur D. Feiro Marine Lab
Pat Willits and Susan Oliver presented information to the Council for the Marine
Lab's 1990 budget funding request. The Marine Lab has requested $9,432.

Jim Haguewood, President of the Port Angeles Downtown Association, addressed
the Council regarding the funding request of the Port Angeles Downtown
Association for 1990, of $2,950.
11. Olympic Peninsula Travel Association
Cora Higbee, President, and George Mattson addressed the Council on behalf of
the Olympic Peninsula Travel Association for the 1990 budget request of $2,500.
12. Others
A. Clallam County Fair Association
Sandy Bailey and Louise Meyer presented information to the Council on behalf
of the Clallam County Fair Association for funding for 1990. The Clallam County
Fair Board requested $1,500.
Manager Flodstrom noted for the Council that no one was available to represent
Derby Days for the funding request of $5,000 and that the budget presentations
for special agencies had been completed. Other funding requests for the
Hotel /Motel Tax for 1990 are $9,000 for improvement and equipment at the Vern
Burton Memorial Community Center; $2,500 for additional tables and chairs to
accommodate banquet facilities and banquet activities; $6,500 for refinishing
the gym floor in 1990 and rehabilitation for the public restrooms.
Manager Flodstrom provided the Council with a history of the Hotel /Motel Tax
Fund. He also stated that $2,500 has been taken out of the Hotel /Motel Tax Fund
in support of the City's Centennial Celebration.
Councilman Sargent addressed this issue, stating she felt that the Centennial
fund will be self- supporting. She further stated she did not believe the
Centennial Committee would need the allocated $2,500.
Following a discussion on the issue, Councilman Sargent moved the Council
allocate each year the first 25% of the Hotel/Motel Tax Fund to be put into a
capital improvement /reserve fund. Councilman Lemon seconded the motion.
Councilman Wight concurred with the motion, stating the Council needs to roll
up its sleeves and define the Fund. Councilman Wight offered a friendly
amendment to add the words "for tourism related activities or facilities
Councilmen Sargent and Lemon accepted the amendment.
Following further discussion, the amended motion was voted on and carried
unanimously.
