The. special meeting was called to order by Mayor Haguewood at 7:30 P.M.
The purpose of this meeting is to hold a public hearing on the 1980 Pre-
liminary Budget and Revenue Sharing funds.

Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk,
Polhamus, Wray.
Members Absent: None.

V LEGISLATION
1. PROPOSED CHANGES IN 1980 BUDGET
Mayor Haguewood read a memorandum from Finance Director Orton which sum-
marized the changes made to the 1980 preliminary budget based upon tenta-
tive adjustments discussed during the budget hearings of November 10th and
12th. These adjustments included departmental changes in the Police Depart-
ment, Parks and Recreation Department, Engineering, Planning Department, and
Fire Department, totaling $178,636. There were also adjustments to the 1980
health expense to reflect actual contract preLniums ($37,069}; adjustment to
the Equipment Rental rates ($28,000} to service the first debt installment
on the loan from the Firemen's Pension Fund; and adjustments to the Revenue
Sharing and Convention Center budgets to reflect allocation of $60,000 for
Shane Park lighting. The amendments and adjustments increased the total
1980 budget to $15,572;170 from $15,338,838 (233,332}, Mayor Haguewood then
requested questions or comments from the staff or audience on these amendments.
There were no comments.
2. PUBLIC HEARING: REVENUE SHARING
Mayor Haguewood opened the public hearing on an amendment to the Revenue
Sharing budget to provide $60,000 for lighting of Shane Park, and requested
comments or questions from the audience or staff. There were no comments
and the public hearing was closed. Councilman Buck then moved the Council
amend the Revenue Sharing budget to provide $60,OD0 for Shane Park lighting.
The motion was seconded by Councilman Hordyk and carried.

3. PUBLIC HEARING: 1980 PRELIMINARY BUDGET
The public hearing was opened for audience participation by Mayor Haguewood.
Local agencies whose 1980 budget requests were subject to review at this
hearing were the Chamber of Commerce, the Clallam County Heritage Advisory
Board, the Community Alcohol Center, the DSHS Delinquency Prevention Services,
the Community Services Board for Mental Health and Developmental Disabilities,
the Clallam County Humane Society, and the North Olympic Library System.
The Council, taking each agency separately, discussed with each agency repre-
sentative the amount of funds requested for 1980 and the amount recommended.
Following these discussions, Mayor Haguewood requested comments from the
public or staff on the proposed 1980 budget. There were no comments and
the public hearing was clooed. The Council then took the following action

(A) Chamber of Commerce: Councilman Buck moved the Council allocate $1,092
for the Publicity Fund and $500 for dues to the Chamber of Commerce.
The motion was seconded by Councilman Wray and carried.
(B) Heritage Advisory Board: Councilman Wray moved the Council allocate
$4,800 to the Heritage Advisory Board. The motion was seconded by
Councilman Polhamus and carried.
(C) Community Alcohol Center: Councilman Polhamus moved the Council al-
locate 10~ of the liquor revenue tax for the Community Alcohol Center.
The motion was seconded by Councilman Buck and carried.
(D) DSHS Delinquency Prevention Services: Councilman Duncan moved the
Council allocate $3,785 to the Delinquency Prevention Services. The
motion was seconded by Councilman Buck and carried.
(E) Clallam County Humane Society: Councilman Wray moved the Council al-
locate $13,265 to the Clallam County Humane Society. The motion was
seconded by Councilman Duncan and carried.-
(F) Community Services Board for Mental Health and Developmental Disabilities:
Councilman Buck moved the Council allocate $2,500 to the Board for Mental
Health and Developmental Disabilities. The motion was seconded by Council-
man Polhamus and carried.
(G) North Olympic Library System: Prior to any Council action on this agency's
budget request, Attorney Miller advised the Council that negotiations are
currently underway to update the 1972 agreement which created the North
Olympic Library System. One area still under negotiation is the clause
which provides for continuing contributions to the library system by the
County, City and Clallam County Rural Library District. P7r. Miller
pointed out that in addition to considering the Library's budget re-
quest, the Council must also consider a method by which the City would
provide for future contributions to the library. The Council, Attorney
Miller, and Acting Library Director Annette Moore then discussed the
library's budget request and pending contract at length, with various
suggestions made on how to base the City's future contributions to the
library. Following this discussion, Councilman Buck moved the Council
allocate $228,000 to the North Olympic Library Board for 1980. The motion
was seconded by Councilman Polhamus. During discussion on the motion,
Councilman Hordyk and Mayor Haguewood discussed the budget amount re-
commended by the-City Manager for the Library System, which was $127,000;
Mayor Haguewood explained that the additional funds allocated for the
library would come from the Reserve Fund. On call for the question,
the motion was passed by the Council.
