Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey, Olson and Ross; Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried, to accept and place on file the Council minutes of November 20, 1959 and minutes of the special meeting December 1, 1969. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried, to approve final acceptance of Interceptor Sewer Construction, and pay to Harold Kaeser Company the retainage in amount of $13,458.14. No. 189, in amount of $13,000.00. A motion was made by Councilman Basom, seconded by Councilman McRevey and un- animously carried, to approve and pay Claims Vouchers in amount of $99,821.48; Payroll $49,156.22; Interdepartmental Transf.eus $46,447.90; L.r.D. No. 189 $13,000.00 and L.I.D. No. 189-A $3,000.00. A motion was made by Councilman McRevey, seconded by Councilwoman Ross and un- animously carried, to approve the variance for Mr. Gene Burdick to permit in- stallation of a 37 foot wide house on a fifty foot lot in an RS-7 zone, as recommended by the Planning Commission. A motion was made by Councilman Hordyk, seconded by Councilman Basom and unani- mously carried, to concur with the Planning Commission's recommendation and grant to C.W. Lockhart, 315 W. 7th St., a variance to permit construction of a double car garage in an RMF zone. Relative to the request for the vacation of parts of East 6th and East 7th I Streets between Lincoln and Chase Streets, the City Attorney was instructed ., to draw up a resolution to accomplish this, as set forth in "Procedures for Vacation of City Streets and Alleys - City of Port Angeles". A motion was made by Councilman Olson, seconded by Councilman Hordyk and carried, to accept and place on file the Planning Commission Minutes of December 2, 1969. The Mayor presented to the former Councilmen Service Award Certificates - James E. Maxfield, 13~ years, Dalton W. Thorne, 11~ years, Donald E. Cornell, 5~ years, and Donald G, Bettger and Leonard V. Schroeder each 5~ years service on the Council. James E. Maxfield served as Mayor four years during his service. ~ The following ordinance was read in full. ORDINANCE NO. 1669 AN ORDINANCE approving and adopting the budget for the City of Port Angeles for the fiscal year 1970. A motion was made by Councilman Basom, seconded by Councilman Edwards and un- animously carried, that the foregoing ordinance be adopted as read. A motion was made by Councilman Easom and 'seconded by Councilwoman Ross, that the ordinance proposing a change in the time (1st and 3rd Tuesday) of council 'I meetings be re'3tabled to a work session. All voted "Aye" except Councilman Olson, who voted "No". Motion carried. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and un- animously carried, to authorize the City Attorney to draw up an ordinance on marihuana and glue sniffing. (to include any other drug abuse the Attorney thought applicable) The following ordinance waS read and discussed. ORDINANCE NO. AN ORDINANCE providing for reimbursement to Lloyd L. Flata~, Sr. for sewer construction costs. ..... " PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON December 4, 1969 (Contd) 117 A motion was made by Councilman McRevey, seconded by Councilman Edwards and unani- mously carried, ,to table the foregoing ordinance, and it be referred back to the City Attorney for clearance'with Mr. Flatau. A memorandum from the Utilities Superintendent regarding East First Street Patching was, read and discussed. To the question of the status of the lawsuit concerning E'astFirst Street, the City Attorney reported that he has received no "brief" so will check to determine the status. I A motion was made by Councilwoman Ross, seconded by Councilman McRevey and un- animously ~carried, to table any further action on patching in the East First ?treet area until a report on the Lawsuit has been received. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and un- animously carried, to table the recommendation from Harry Powell and Associates Re: Boulevard Bridge (protective screening) for a work session. A motion waS made by Councilman Edwards, seconded by Councilman McRevey and un- animously carried, to accept and refer to a work session the letters from the Port Angeles Retail Merchants and the Chamber of Commerce protesting increase in the cost of the use of on-street parking meters. A motion was made by Councilman Basom, seconded by Councilman Hordyk and carried, to accept and place on file the Olympic Air Pollution Control Authority Minutes of November 5, 1969. A motion was made by Councilwoman Ross, seconded by Councilman McRevey and carried, to accept and place on file the Human Relations Commission Minutes of November 25, 1969. A motion was made by Councilman Basom, seconded by Councilman Hordyk and carried, to accept and place on file the Civil Service Commission Minutes of Nov. 25, 1959. I A motion was made by Councilman Basom, seconded by Councilman Edwards and un- animously carried, to accept and place on file the Recreation dept. report for November, the Personnel Progress Report and the Planning Workshop on Olympic Regional Planning Council. Other subjects of discussion were: Notice of Public.Hearing of the Washington State Water Pollution Control Commission; Notice of Alaska North SlQpc Confer- ence to be held in Seattle, December 12, 1959 (several of the Council members will plan to attend); a letter from Mr. George E. Grier concerning possibility of improved garbage and refuse disposal (will be filed for consideration during planning for these improvements which is taking place at this time); the City Manager reported on the B.P.A. meeting which he, Councilman Edwards and the Light Superintendant attended December 3, 1969 (main theme seems to be the need for additional power plants, for more electricity); a notification from Frank Wyman concerning the Evangelistic Crusade to be held by the Seventh Day Adventist Church from December 1 through 21, 1969; lack of visibility on S.E. corner of Second and Race Street due to shrubs; parked trailers and loggihg truck trailers on city streets; a report concerning Municipal Optional Code was given to the City Attorney; the need for the meter maid to be more consistent in checking the parked cars on East First Street; the City Manager reported that six log houses has been given to the City by Sandy Keys and his History class; Council- man Hordyk moved that the city employees be given December 26 as a holiday in appreciation for the fine job they are doing (the motion died for lack of a second), and the City Manager is to check to determine when the H.U.D. repre- sentative can hold a meeting here (to explain enforcement of the Housing Code and other related subjects relative to t~e Workable Program). The meeting adjourned at 10;05 P.M.
