P.H2" ~ ; The City Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield, counc~~- men Smith, Thorne, Haguewood, Cornell, Willson and Wolfe, Manager Herrman, Assistant City Attorney Johnson and Clerk McNeece. . I A motion was made by Councilman Willson, seconded by Councilman Cornell and carried, that mlnutes, of the previous meeting be approved and placed on file. I A motion was made by Councilman Thorne, seconded by Councilman Smith and carried, that the City j Manager be authorized to call for bids for gasoline and diesel fuel oil for the year 1964. I A motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, that the third ~ estimate of work done and material furnished on the Tumwater Street Trestle Redeck in total amoun , of $17,000.00 be approved and paid to Del Guzzi Constructlon Inc I A motion was made by Councilman Wolfe, seconded by counci~an'Smit~ and carried, that the bid of Ii Gerald D. McCabe of $1,100.00 for Lots 11, 12, 13 and 14, Blk. 313 and $550.00 for Lots 11 and 12,1 Blk. 315 be accepted. This was the only bid received. !i The following Ordinance making the issuance of a check, draft or order for the payment of money without funds or credit to meet the same a misdemeanor. ORDINANCE NO. 1522 AN ORDINANCE, making the issuance of certain commercial instruments disorderly conduct and prescribing a penalty therefor. It was moved by Councilman Haguewood, seconded by Councilman Willson and carried, that the fore- going ordinance be adopted as read. A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, to approve the replatting of Ocean View Cemetery, as shown on the map prepared by the Engineer's Department. This will facilitate the use for graves of some of the property formerly designated as roadways, as well as platting some new areas of the cemetery. A motion was made by Councilman Haguewood, seconded by Councilman Thorne and carried, to proceed with the winter Learn to Swim program as outlined by the Pool Manager if the School and the U.G.NJ are in accord. A motion was made by Councilman Willson, seconded by Councilman Wolfe and carried, that the Libra,V Board minutes of November 27, 1963, be approved and placed on file. A motion by Councilman Willson that the Park Board minutes of December 3, 1963, be approved and placed on file was seconded by Councilman Thorne and carried. A motion was made by Councilman Willson, seconded by Councilman Wolfe and carried, that a letter be sent to Bonneville Power Administration suggesting that they waive any price increase at this time, with the understanding that the City will waive the five year rate review clause in their power 'contract to allow a review before 1969, if Bonneville so desires. A motlon was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the City J Manager's report on his trip to Olympia to attend Industrial Development meeting November 22, 196 and report on installation of Christmas decorations be approved and placed on file. The Volunteet Flremen will lnstall the Christmas decorations. J A motlon was made by Councllman Willson, seconded by Councilman Thorne and carried, that the cla' s in amount of: General Funds, $25,258.70; Water Fund, $5,420.80 c warrants No. 12213 - 12220; Light Fund, $38,743.90 - warrants No. 12297 - 12319, a total of $69,423.40 be approved and paid. A question as to the legality of the Firemens Pension paying a portion of the Firemens medical, surgical and hospital premium was referred to the City Attorney for clarification. A motion by Councilman Wolfe to accept and place on file the Fire Department and the Police Judge' reports was seconded by Councilman Cornell and carried. A motion was made by Councilman Haguewood, and seconded by Councilman Thorne to write a letter, as a Council, to Washington State Senators and Congressmen urging the passage of the Accelerated Public ,Iorks 'Program, HB NO;., 7351. On called vote Councilmen Haguewood and Thorne voted "Aye", Councilmen Smith, Cornell, I'lillson and Wolfe voted "Opposed".. Motion failed. Willson and carried, to refer to the County's Lease Agreement for Childrdh's J II Councilman Smith informed that he received a telegram from the Friends of Rosehheim, Rosenheim, Ger- many expressin~ sympathy to the people of Port Angeles for the loss of President Kennedy. A motion was made by Councilman Wolfe, seconded by Councllman City Attorney the recommendation of Mr. Mer~ Davis that the Hall be amended, with reference to liability insurance. A motion was made by Councilman Slnith, seconded by Councilman Thorne and carr led to approve the plication for transfer of liquor license from Robert H. Miller to Joshua Edmond Gosnell, Market Basket.
